Brief Description of Work Scope and Specifications

Successful suppliers shall provide competent and experienced personnel as listed below with state of the-art-tools (Hardware and Software), where relevant, to enable the delivery of HSE monitoring supervision services, quality control and assurance of acquired data, monitoring of marine mammal (Visual/PAM), and Start-Up Technical audit services:
  • HSE Supervisor
  • Junior HSE Supervisor
  • Seismic QC (RSES) Personnel
  • Navigation/Positioning QC Personnel
  • 4D In-Field Acquisition Specialist
  • Marine Mammal Observer (MMO)
  • Passive Acoustic Monitoring Operator
  • Technical Auditor
  • Etc
Mandatory Requirements
  • To be eligible for this tender exercise, interested suppliers are required to be pre-qualified in the Seismic Data Management (3.10.16) category of the NipeX Joint Qualification Scheme (NJQS) database. All successfully pre-qualified suppliers in this category will receive an invitation to submit a Technical Tender for the above SERVICES.
  • To determine if you are pre-qualified and view the product/service category you are listed for; open www.nipex-ng.com and access NJQS with your log-in details, click on "Continue Joint Qualification Scheme tool", then on ;Check my supplier status’ and then click ‘Supplier product group’.
  • If you are not listed in the product/service category but you have registered with the Department of Petroleum Resources (QPR) to do business in the Nigerian Oil & Gas Industry, contact the NipeX administration office at 30, Oyinkan Abayomi Street, lkoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
  • To initiate the NJQS pre-qualification process, access www.nipexng.com to download the application form, make necessary payments and contact NipeX office for further action.
  • To be eligible , all tenders must comply with the requirements of the Nigerian Oil and Gas Industry Content Development Act, 2010. Non compliance shall result in disqualification from tendering for this opportunity.

Nigerian Content Requirements

Tenderers should note that they will be requested to give full details of their strategy to ensure full compliance with the Nigerian Oil & Gas Industry Content Development (NOGICD) Act, 2010 in their technical tender as non-compliance will constitute a fatal flaw in all tender evaluations.

In line with the above, tenderers will be required to ensure that information on the following, among others, is included in their technical submission:
  • Demonstration that their entity is a Nigerian registered company by submitting certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc) including company memorandum & article of association and other evidence of entity's incorporation, shareholding & ownership structure in Nigeria.
  • Detailed description of the location Of in-country committed facilities & infrastructure (assets, equipment, technical office, administrative space, storage, workshop, assembly area, repair & maintenance, testing, laboratory, etc) in Nigeria to support this contract.
  •  Demonstration and evidence to show Tenderer's Nigerian Content Equipment Certifications (NCEC).
  • Evidence (list of personnel and positions with organizational chart to substantiate) of percentage of key management positions held by Nigerians and the percentage of Nigerians in the total workforce.
  •  Tenderer’s corporate organization’s overall human resources structure (management, supervisors, senior -& junior skilled officers, etc) identifying positions manned/occupied by Nigerian nationals with evidence of type of employment in-country and identifying the positions manned/occupied by other nationalities.
  • Percentages of the skilled manpower and labour including key personnel that will be positions for Nigerian nationals and the percentage that will be positions for other nationalities for this contract in order to maximize the utilization of Nigerian resources on the contract in line with government policies.
  • Positions that would be occupied by Nigerians and the positions to be occupied by other nationalities (include as a table the list of all skilled positions & key personnel and identify their manning nationality).
  • Project specific Human Capacity Development (HCD) training plan for Nigerian nationals to be selected from a national database on the NOGIC JQS, man-hour budget, skill development and technology transfer plan for Nigerian personnel. HCD training for this tender shall be 10% of project man-hours and trainees shall be selected using the NCDMB empirical formula in the HCD procedure to estimate number of trainees. Tenderer shall also as part of the Nigerian Content developed on the project submit an execution plan outlining all the applicable labour driven targets of the schedule of the NOGICACT.
Closing Date
 Only suppliers, who are registered and have a "LIVE" subscription status in NJQS service category Seismic Data Management (3.10.16) at 1600 hrs on Thursday, 3rd August, 2017, being the advert closing date, shall be invited to submit technical tenders in NipeX.

Additional Information
  • Full tendering procedure will be provided only to suppliers that have been successfully pre-qualified in NJQS
  • This advertisement shall neither be construed as any form of commitment oh the part of TUPNI to award any contract to any company and/or associated companies, sub-contractors or agents, nor shall it entitle pre-qualified companies to make any claims whatsoever, and/or seek any indemnity from TUPNI and/or any of its partners by virtue of such companies having been prequalified in NJQS.
  • All cost incurred in registering and pre-qualifying for this and other product/service categories in NJQS shall be borne solely by the supplier
