The National Primary Health Care Development Agency (NPHCDA), invites reputable contractors/suppliers to tender their bids for the under listed projects.




The National Primary Health Care Development Agency (NPHCDA) is a Federal Government Agency under the Federal Ministry of Health responsible for development and strengthening of primary health care services nationwide.
The Agency in keeping with the Health Agenda for Change of the present administration is accelerating the implementation of Universal Health Coverage (UHC) through Primary Heath Care (PHC) Program-me.
In compliance with the Public Procurement Act 2007 as regards procurement of goods, works and services, NPHCDA invites interested and qualified bidders for the procurement of the following under listed Projects in 2017 Appropriation.

Eligibility Requirements

Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the Projects listed above are required to submit the following documents which will be subjected to verification and due diligence by the Agency:

Mandatory/Responsive Requirements: Failure to fulfill any of the under-listed requirements will render a bid, disqualified:
  • Receipt of Non Refundable Ten Thousand Naira (N10,000)processing Fee Except Lot 31 (Expression Of Interest),..(Photocopy)
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC)
  • including forms C02 and C07;
  • Evidence of current Tax Clearance Certificate for the last Three (3) years ending December 2017;
  • Evidence of VAT Registration with TIN No. and up-to-date remittance(s);
  • Evidence of current Certificate of Compliance by the National Pension Commission (PENCOM) in line with the Pension Reform Act, 2014 (as amended);
  • Evidence of current Certificate of Compliance by the Industrial Training Fund (ITF) in line with the amended Industrial Training Fund Act, 2011;
  • Evidence of current Certificate of Compliance with the Employees Compensation Act which requires that all Employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund (NSITF
  • Evidence of registration on the National Database of Contractors, Consultants and Service Providers with the Bureau of Public Procurement (BPP);
  • A sworn affidavit stating that none of the Directors has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter; and
  • A sworn affidavit disclosing whether or not any officer of NPHCDA or Bureau of Public Procurement is a former or present Director, Shareholder or has nay pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
Evaluation Requirements: -
Bids that fulfill all of the requirements listed in "mandatory/ responsive requirements" above shall further be subjected to Technical Evaluation based on the under-listed requirements and only bids that were adjudged to be technically competent and meet the minimum qualifying score will be qualified for participation at the financial tender stage:
  • Evidence of financial capability supported with Bank Statement and Commitment from a reputable bank;
  • Detailed Company's profile with Curriculum Vitae of key Officers/Professional Personnel including photocopies of relevant Professional/Technical Certificates/Qualifications;
  • Unabridged Company's Audited Annual Report for the immediate past Three (3) years, 2014, 2015, 2016;
  • Verifiable evidence (Photocopies of Letters of Award and Completion Certificates) of successful completion of similar jobs done ia the last Three 3) years;
  • Evidence of registration with relevant Professional/Technical bodies such as NIAS, COREN, ARCON, CORBON etc for Lot 1-10;
  • Evidence of ownership of Equipment, or lease Agreement notarized by court of law for categories Lot 1 - 10;
  • Evidence of Technical Capability, and Manufacturers Authorization for Accredited Representative/Dealership in Nigeria (applicable to all specialized Equipment, moveable and non-moveable);
  • Any other document as may be specified in the Bidding Document; and
  • Company's previous Contribution to local content development and proposed contribution to the local Community in the execution of the project under consideration (applicable to "works" only).
  • Evidence of current Registration with Pharmacists Council of Nigeria and NAFDAC for Supply of Drugs and Syringes.
  • Evidence of WHO Prequalification and PQS number for Supply of Syringes (Lot 28). 
  • Bid Bond/Tender Security for Supply of Syringes (Lot 28) only.
Collection Of Bid Documents
All interested bidders should collect bid documents from Procurement Unit of NATIONAL
Primary Health Care Development Agency, Annex Office, No. 2 Uke Street Off Ahmadu Bello Way Garki, Abuja upon presentation of receipt of a non- refundable fee of Ten Thousand Naira (N10,000.00) only. Please go to any commercial Bank and ask of their Real-Time Deposit System Unit (RTDS) and pay the Tender Fee in favour of National Primaryhealth Care Development Agency. Bring the print out together with the copies of the Bank Teller with stamp of the Bank on it to:

to collect receipt which would be used to obtain bid document at Procurement Unit.

Submission Of Expression Of Interest (EoI)

Interested consultant shall submit one (1) original copy of their Expression of Interest (Eol) document with the Appropriate Project Title and relevant Lot Number, Name of company, address, and valid contact phone number behind the envelop and addressed to; The Executive Director/CEO,

All EoL Documents should be dropped in the tender box provided at the NPHCDA Procurement Unit, Annex Office Complex No. 2 Uke Street, off Ahmadu Bello Way, Garki Abuja not later than 12.00 noon of Wednesday 9th August, 2017.

Submission Of Bid Documents
The completed Technical and Financial bids should be in Two (2) separate sealed envelopes clearly marked "Technical" and "Financial" and both envelopes sealed in a third envelope marked with the Appropriate Project Title and relevant Lot Number, Name of company, address, and valid contact phone number behind the Three (3) envelops and addressed to;

All completed sealed bids should be submitted in the tender box provided at the NPHCDA Procurement Unit, Annex Office Complex No. 2 Uke Street, off Ahmadu Bello Way, Garki Abula before the closing date for submission on 6th September. 2017.While submission on the 6th September, 2017 before closing hour of 12.00 noon should be made at NPHCDA Headquarters Plot 681/682 Port-Harcourt Crescent off Gimbiya Street Garki Area 11 Abuja.

Bidders should ensure that they properly complete the Tender submission checklist with the
Tender Office in the procurement unit.

Opening of Tender
Opening of bids shall commence immediately after closing of submission at 12.00 noon on 6th September, 2017 at the NPHCDA Headquarter Office, Plot 681/682 Port-Harcourt Crescent off Gimbiya Street Garki Area 11 Abuja. All Bidders and/or representatives, Relevant Professional Bodies and NGO's are invited to witness the public opening exercise accordingly.

Important Information
  • No company should submit tender for more than two (2) lots/cluster in this Advert
  • Companies should submit their Financial Bids in both soft and hard copies.
  • Ownership of all companies that respond to this Advert will be verified
  • Companies with poor record of performance at NPHCDA need not apply.
  • All CAC, VAT, TAX Certificates PENCOM will be referred to Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), National Pension Commission, Security Agencies and other relevant bodies for Verification.
  • NPHCDA reserves the right to reject any document it considers to be of doubful authenticity for any reason.
  • The Evaluation of the received documents shall be strictly based on requirements as specified in the requirements above and in the Bidding Document.
  • Any bidder who fails to comply with the above stated instructions will automatically be disqualified.
  • This notice shall not be construed to be a commitment on the part of the agency to award any form of contract to any respondent nor shall it entitle any organisation to claim any indemnity from the Agency.
