The Federal Government of Nigeria has allocated funds for the year to 2017 to Institute for Agricultural Research, Ahmadu Bello University, Zaria, for the execution of Projects ( Constructions, Rehabilitation and Supplies) The Institute therefore invites interested, competent and reputable Companies to Tender in respect of its Projects under the 2017 Capital Appropriation.

Lot C
C1: Supply of Tractors and Implements at Outatations.
C2: Supply of Tractors and Implement at Headquarters.
C3: Supply of Ambulance and Drugs

Lot D
D1: Supply of Office Furniture and Fittings.
D2: Supply of Computers.
D3: Purchase of Equipment for Prototype Building.

Scope of Work/Supplies
The Scope is Rehabilitation of Internal Roads, Farm Roads, Offices, Construction of Store, Drying Shed and Fencing of Research Farm, General Supply and installation.

Pre-Qualification/ Tender Requirement.
The Institute for Agricultural Research in compliance with the PPA 2007 and Bureau of Public Procurement (B.P.P) guideline will carry out Pre-qualificatton of Companies who respond to this advert based on the following requirements:

• Evidence of Certificate of Registration with Corporate Affairs Commission (CAC).
• Evidence of Company's current Tax Clearance Certificate for the last 3years (2014,2015 and2016).
• Evidence of current certificate of Compliance by National Pension Commission (PENCOM) as amended PENCOM Reform Act 2014.
• Evidence of current Certificate of Compliance by the Industrial Training Fund (ITF) in line with the amended Industrial Training Fund Act, 2011.
• Evidence of Registration with Bureau of Public Procurement (BPP) by attaching the Interim Registration Report (IRR)as provided in Pact II section5(h) of PPA2007.
• Evidence of current Certificate of Compliance by Nigerian Social insurance Trust Fund (NSITF)Act, 2010.

Other Necessary Requirements

• Unabridged Company audited report for immediate past 3 years(2014, 2015 & 2016)
• Evidence of Company Annual Returns to CAC for the immediate past 3 years (2014, 2015 & 201 6)
• A sworn affidavit stating that none of the Directors has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of acts relating to any matter.
• A sworn affidavit disclosing whether or not any officer of IAR or BPP is a former or Present Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all matters.
• A statement indicating that the Company does not at the time of this bid have any existing loan or financial liability with a bank, other financial institutions or third party that is classifies as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last three months.

Specific Requirements
Bidder's Experience:
Experience as a prime contractor on at least (2) Projects of similar nature and complexity comparable to the works under consideration within the last (5) years (copies of Letters of Award /Certificate of Completion to be attached).

Plant and Equipment:
Evidence that the Bidders have the requisite equipment to execute a Project of this nature and complexity or Evidence of lease agreement within the Third Party.

Financial Capacity:
Evidence of access to or availability of credit facilities certified by the bankers, equivalent of Twenty (20) Million Naira minimum amount of liquid Assets net of other contractual commitment of the successful bidder shall be required.

Man Power:
Company Profile with CV of key Professionals including photocopies of relevant Academic and Professional Qualifications with attestation of availability and contact
phone numbers (Evidence of registration with relevant Professional bodies (e.g. ARCON, COREN, GORBON and QSRBN).

Bid Collection:
Tender Documents are to be collected from the Procurement Office upon presentation of evidence of payment of non-refundable tender fees of N100,000.00 only from the Institute Cash Office.

Bid Submission
Two copies of the Tender Document should be sealed in separate envelops and labelled Tender Documents: Lot No. at the Top right hand corner. Name, Tel. No. and the mailing address of the Procuring Entity should be clearly written on the reverse side of the Envelop" to be sent on or before 12.00 noon, on Thursday 31^st August,

Opening Of Tender
Tender Documents will be opened immediately after closing at the Institute Conference Hall on Thursday 31^st August, 2017. Companies or representatives, Civil Societies, NGO’S, Professional bodies and member of the General Public are hereby invited.

Additional Information

• The Institute may verify any or all the claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to the sanctions that may be deemed necessary.
• Bidders who have worked for the institute and have history of poor performance, abandonment, termination and / or prolonged contract execution period need not to apply .
• All submission pages must be dully initialled by the Company .
• Two(2) hard copies of profiles are to be submitted.
• Non-compliance to the instruction will lead to disqualification .
• Submission must be only in English Language.
• Contractors/Suppliers are not allowed to bid for more than two (2) Lots.
