Contractors/Suppliers Needed at the Federal Government Girls College, Umuahia, Abia State

The Federal Government of Nigeria has allocated funds to the Federal Government Girls College, Umuahia, in the 2017 Appropriation for the execution of policies, programmes and projects towards achieving the mandate of the Ministry. Accordingly, the College wishes to invite reputable contractors with relevant proven competence to submit tenders for the execution of the following projects:

Category A (Works)

W1: Construction of Staff Quarters -FGGC, Umuahia.
W2: Landscaping/Erosion control in the Compound -FGGC, Umuahia.
W3: Construction of 1 No. Block of Dormitory one Storey Building -FGGC, Umuahia.
W4: Renovation Works on the Roof of  the Principal's House with the Adjouring Service Quater -FGGC, Umuahia.
W5: Renovation of 1No. Two Storey JSS2 Block -FGGC, Umuahia.
W6: Construction of Perimeter Fencing of 650M -FGGC, Umuahia.

G1: Desktop Computers -FGGC, Umuahia.

Eligibility Requirements
Interested Prospective bidders are required to submit the following documents:

• Certificate of Incorporation with Corporate Affairs Commission (CAC);
• Company's current Tax Clearance Certificate for the last three years (2014, 2015 & 2016);
• Current Pension Commision (PENCOM) compliance Clearance Certificate with the amended PENCOM Reform Act 2014;
• Current Industrial Training Fund (ITF) Clearance Certificate  (2017) in compliance with industrial Training Fund (ITF) Act, 2005;
• Registration with the Bureau of Public Procurement (BPP) Federal Contractors, Consultants and Suppliers Database in form interim Registration Report (IRR);
• Verifiable evidence of Bank reference letter from a reputable Bank;
• Verifiable evidence of financial capability with an average annual turnover of not less than 20million in the last three years (2014, 2015 & 2016);
• Current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate;
• Evidence of compliance with Financial Reporting Council of Nigeria (FRCN)Act No. 6 (2011);
• Company profile and Technical Qualification of key Personnel with registration with relevant professional bodies;
• Company profile and evidence of technical qualification of key personnel including registration with relevant professional bodies;
• List and verifiable evidence of construction equipment with proof of ownership or lease agreement;
• Company's Audited Accounts for the last three years;
• Current sworn affidavit disclosing:
  • That the company is not in receivership, insolvent or bankrupt;
  • That the company does not have any director who has ever been convicted in any court in Nigeria or any, other country for criminal offence in relation to fraud or financial impropriety;
  • Whether or not any officer of the Federal Ministry of Education is a former or present Director, Shareholder or has a pecuniary interest in the bidder, and
  • That all documents submitted are true and correct in all particulars.
• All documents for submission must be transmitted with a covering/forwarding letter under the Company's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Telephone Numbers,valid e-mail address and official Company's address;
• The Letter Head Paper must bear the Name, Nationalities and the telephone numbers of the Directors of the Company at the bottom of the page;
• Verifiable evidence of payment of a non-refundable tender fee of N20,000.00 to be paid to the School's remitta platform.

Closing Date and Opening
Submission of documents closes 12 noon, 6^th September 2017. Any bid received after the stated date and time shall not be considered.The submitted bids will be opened on the same day 6^th September 2017 at the typing pool office, behind the Computer Center, Federal Government Girls College, Umuahia, Abia State. Bidders/Company representatives and interested member of the public, including relevant professional bodies, Civil Society and Non-Governmental Oragnizations are hereby invited to witness the opening of Technical bids.

Submission of Bid Documents
Interested and competent bidders are requested to collect bid document from the address below, upon Presentation of evidence of payment of non-refundable tender fee of N20,000.00( Twenty Thousand Naira ) only. Completed Technical and Financial bids in separate envelopes (Two sets of hard copies) shall be submitted. The Two envelopes should be enclosed in one larger envelope labelled "Technical and Financial Bids" with the project name at the top right hand corner with company's name behind and addressed to:

Abia State.

The document should be deposited in the Tenders Box at the School Administrative Block..

Please Note

• A post review of Procurement Documentation may be carried out where Contractors and Services Providers may be required to present the original copies of their CAC,PENCOM, TAX, ITF  Certificates and may thereafter refer any/all to the relevant Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commision and other relevant bodies for verification;
• Contractors are not permitted to bid for more than one lot. Any bidder that violates this rule shall be disqualified;
• Technical and Financial bids enclosed in one and same single envelop that will expose the Technical and Financial bids at the same time of opening shall be disqualified;
• Federal Government Girls College, Umuahia reserves the right to reject any or all the submission that do not meet up with the requirements as specified above;
• Submission that does not meet up with the requirement specified above shall be rejected.
• The evaluation shall be strictly based on the requirement specified above;
