Abuja Electricity Distribution (AED), invites reputable Meter Service Provide(s) to indicate their interest for its mass metering roll out programme for small power users(SPU).




Abuja Electricity Distribution (AED) Plc is one of the 11 successor Electricity Distribution Companies that were successfully privatized and handed over to new investors on 31st October 2013. Abuja Electricity Distribution AED Plc's franchise area and distribution network currently covers the Federal Capital Territory (Ed), Niger, Kogi and Nasarawa states across an area of 133,000 sq/km. AED Plc owns and maintains electrical installations and the distribution network within its franchise area. It is also responsible for the entire meter to cash process (M2C) including but not limited to metering, billing, revenue collection and customer services.

Background
Abuja Electricity Distribution Plc seeks to appoint reputable Meter Service Provider(s) (MSPs) to undertake the services as part of its mass metering roll-out programme for small power users (SPU). The mandate of the metering programme is to realize the following critical objectives- ATC&C Loss Reduction, Real Time Operational Interventions & Corrections, Meeting Statutory and Regulatory Obligations.

The SPU Mass Metering Project is a strategic effort by AED Plc to effectively bridge the metering gap and continuously advance its commercial operations and financial viability. The poor metering penetration within the DisCo's network has led to significant liquidity challenges and high ATC&C losses.

Scope of Work and Services
The scope of work and services shall be and not limited to the following:
  • Meter Supply and Installation.
  • Meter Asset Financing.
Eligibility Criteria
Interested respondents are hereby requested to submit the following documents indicating that they are qualified to perform the services in the below sequence:
  • Detailed Company Profile:The brief description of the company (or companies in the case of a consortium) stating firm's ownership, management structure, operational capabilities and any other relevant information.
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms C02 and C07.
  • Evidence of Company Financial Capacity (Audited Accounts for the last three (3) years- 2016, 2015 & 2014) and Tax Clearance Certificate.
  • Evidence of a valid and subsisting NERC accreditation as Meter Service Provider (MSP).
  • Evidence of partnership with an Original Equipment Manufacturer and/or Manufacturing Facility.
  • Experience with similar projects of supplying at least 100,000 meters including technical specifications of the meters: Details of successfully executed similar project(s)carried out in the last 5 years and any other documents that can affirm capability. This experience should be specific to meter supply and meter installation contracts. (Kindly note that the past experience should he supported with copies of letters of Award and Completion certificates where applicable).
  • Respondent shall provide three (3) references for whom Respondent has provided the services of the above similar projects. Please include contact names, job title and current phone number/or each reference.
  • Profile of Key Staff: Curriculum Vitae (CV) of key management staff with relevant experience working on similar projects.
  • Any other relevant supporting statutory documents.
As an interested firm, you may constitute a consortium to submit a joint prequalification documentation to enhance your chances of qualification, provided the consortium has a lead member supported by a valid consortium agreement or Memorandum of Understanding (MOU).

That this Expression of Interest does not place any obligation on AED Plc to consider any respondent for contract award. All costs incurred as a result of this prequalification process shall be borne by the interested firms. Late submission will not be entertained and only short-listed companies will be contacted.
