Contractors Needed at the Nigerian Police Force

The Nigeria Police Force invites competent contractors to pre-qualify for consideration in tendering for the projects listed below.




In compliance with the Due Process requirements for the certification of works and procurement of goods and services in Federal Government Ministries, Departments & Agencies, the Nigeria Police Force invites competent contractors to pre-qualify for consideration in tendering for Construction works, Rehabilitation works and the Procurement of Goods and Services in categories below (Lots 1-21).

The Scope of Works Shall Consist of the Followings:
 Lot 1: Construction/Rehabilitation

Construction Works
  • Construction of Residential/Office Accommodation and facilities in Police Formations and Training Institutions in all States of the Federation.
  • Construction of Specialized Police Operational Platforms.
Rehabilitation Works
  • Rehabilitation of Residential/Office Accommodation and facilities in Police Formations and Training Institutions in all States of the Federation.
  • Procurement of Construction Equipment.
Lot 2: Communications
  • Procurement of Digital Communication Equipment such as Portable Radio, Repeater Stations, Base/Mobile Transceiver, Solar Power Backup and Inverter System, including provision of Communication Infrastructure in Police Formations and Commands.
  • Procurement and Installation of PABX with 200 Extension lines including Console and Cabling in Police Formations and Commands.
Public Relations & Resolution Equipment
  • Procurement of Public Relations Equipment for Public Relations Unit at FHQ, Formations & States command.
  • Establishment of Police (FM) Radio Station.
  • Procurement of Equipment for Resolution of Public Complaints against Police Activities.
Lot 3: Air Wing
  • Procurement of Workshop, Ground handling Equipment, Reactivation of aircraft Components and Aircraft Spare Parts for Lagos and Abuja.
Lot 4: Marine
  • Procurement of Marine Workshop/Boat equipment and Personnel Protective Gears.
Lot 5: Canine
  • Procurement of Dogs, Handling Equipment and Feeding Cost.
Lot 6: Veterinary
  • Procurement of Veterinary Equipment! Rehabilitation; Veterinary Laboratory Diagnostic Equipping! Establishment of Dogs Breeding Centre and Equipment/Items.
Lot 7: Mounted Troop
  • Procurement of Police Patrol Horses.
  • Procurement of Presidential Ceremonial Guard Equipment. Procurement of Police Ceremonial Chariot, Grooming Kits and Feeding Cost.
Lot 8: Transport
  • Procurement of Patrol Vans with installed Communication Equipment configured to police specification.
  • Procurement of Operational Vehicles
  • Procurement of Motor Cycles
  • Procurement of Premium Motor Spirit (PMS) Petrol, Automotive Gas Oil (AGO) Diesel and Lubricants.
  • Procurement of Motor Spare Parts.
Lot 9:  Servicom
  • Propagation and Procurement of Equipment/Workshop for Police Service Delivery Initiatives in Formations and Commands
Lot 10: Clothing & Accountrement
  • Procurement of Clothing and Accoutrement for the Nigeria Police Force.
Lot 11: Info-Tech Infrastructure
  • Procurement of WAN & LAN Connection, Wireless Internet Connectivity in Force Headquarters, Police Formations and Command, Central Power Back-Up 30 KVA APC, 10mbps (Duplex Dedicated Internet Access, Routers, ConnectIng Cables and other Accessories.
Lot 12: Research & Development
  • Procurement of Equipment/Workshop and Production of Police Annual Reports for Research & Development.
Lot 13: Community Policing
  • Procurement of Tools for Community Policing Activities and Advocacy/Workshop.
Lot 14: Equipment For Financial Reforms
  • Procurement of Equipment for the implementation and operation of Public Sector Financial Reform in Police Finance Offices.
Lot 15: Band
  • Procurement and upgrade of Police Band Instruments and Accessories for Drill Training.
Lot 16: Insurance
  • Procurement of Group Life Assurance Scheme Underwriters/Brokers, 16B Procurement of Group Personal Accident Scheme Underwriters/Brokers, 16C Procurement of Property Insurance Scheme for Police Building and Marine Boats, for 2017 Policy year.
Lot 17: Medical
  • Procurement of Hospital Equipment and Consumables.
  • Health Systems Management Services.
Lot 18: Printing
  • Upgrade/Modernization of Police Printing Press and Accessories.
Lot 19: Peacekeeping
  • Procurement of Personnel Deployment Equipment and Accessories; l9bUpgrade & Expansion of Peacekeeping Centre.
Lot 20: Board Of Survey & Enquiry
  • Auctioneers for disposal of Unserviceable Vehicles, Motorcycles and Boats that are considered Beyond Economic Repairs (B.E.R.) and other Obsolete Metal Scraps at various Police Commands and formations by Public Auction.
Lot 21: Training
  • Procurement of Teaching Aids for Training Institutions.
  • Upgrade of Training Equipment in Police Training Institutions.
  • Procurement of Educational Materials for Police Colleges and Training Institutions.
  • Procurement of Educational Learning Tools for Primary & Secondary Schools
  • Upgrade of Laboratories in Primary & Secondary Schools.
Pre-Qualification Requirements
Submission of Company Profile containing the following:
  • Company Organogram
  • List of key personnel (Technical and Administrative) including photocopies of staff qualification and current pay slip.
  • List of Plant and Equipment owned or to be hired with proof of ownership if owned.
  • Previous works successfully completed with letters of award and completion certificates attached.
  • On-going works and their details including locations.
  • Financial statements and bankers.
  • Evidence of Company's Current Ta Clearance Certificate for the last three (3) years (2014,2015 and 2016).
  • Evidence of company Registration with Cooperate Affairs Commission (C.A.C.).
  • Evidence of Current Pension Clearance Certificate from PENCOM.
  • Evidence of Compliance Certificate with the provision of Section 6(1)(3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011.
  • Evidence of registration on the Database of Contractors, Consultants and Service Providers by inclusion of the Interim Registration Report (IRR) issued by BPP in line with the provisions of section 5(h) of the PPA, 2007.
  • VAT Certification.
  • Auctioning Licence (LOT 20 only).
  • NAICOM Certificate (LOT 16 only).
  • Evidence of direct Dealership with ASTRAA Manufacturer.
Submission of Pre-Qualification Documents
Pre-qualification documents should be neatly packaged in a sealed envelope and marked at the top left-hand corner Confidential Pre-qualification Document" stating the LOT and addressed to
The Secretary, Nigeria Police Procurement Planning Committee,
Nigeria Police Force,
Louis Edet House,Abuja.

The sealed envelope should be deposited in the tender box provided for this purpose at Nigeria Police Department of Logistics & Supply (Works), (Garki II opposite old Central Bank, Abuja not later than 12:00 noon on Thursday 17th August, 2017. Bids shall be opened at the same time and place immediately at the close of submission (12:00 noon 17/08/17).

This is NOT an Invitation to Tender. Notwithstanding the submission of Pre-qualiflcation information, the Nigeria Police is neither committed nor obliged to include any company’s name in any bid list or award any contract to any Company on the bid list.
There shall be no mobilization fees as any payment shall strictly be based on evaluation of work already done on site.
Force Headquarters Purchasing and Tenders Board reserves the right to reject any or all pre-gualification packages. This notice of ‘Invitation to Pre-qualify’ shall not be construed as commitment on the part of the FlIP and TB, nor shall it entitle any company to make claims whatsoever or seek any indemnity from the Nigeria Police.
