Shell Petroleum Development Company Limited hereby invites reputable and competent Nigerian Companies and alliances with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bidders list for subject tender. The contract that will result from this tender will be for the Mechanical Modification Works in SPDC Producing Assets Swamp.
The Shell Petroleum Development Company of Nigeria Limited (SPDC), Operator of NNPC/Shell/Total/Agip Joint Venture is seeking qualified vendors for the Provision of Mechanical Modification Works in SPDC Producing Assets Swamp.
Bidders will be expected to demonstrate their capability and capacity to accept and deal with the financial and technical complexities associated with a contract of this magnitude and this evidence will be required in the next stage of this Tender. SPDC hereby invites submission from reputable and competent Nigerian registered companies having requisite proven experience in Provision of Mechanical Modification Works in SPDC Producing Assets Swamp and all other works within the scope of Works.

Scope of Work
The WORK to be covered under this CONTRACT generally consists of all works incidental and necessary to the successful completion of Mechanical Modification Works in SPDC Producing Assets Swamp services involving brownfield modifications, hook-up, construction, retrofits, upgrades, adhoc repairs, e.t.c. on SPDC Swamp production facilities, and shall include the following:
Project Management services e.g. scheduling, planning, performance monitoring/reporting, information/document management, e.t.c.
  • Mobilisation of personnel, materials and equipment to site.
  • Inter-site/inter area moves activity.
  • Collection of materials and fittings from SPDC storage facilities & transportation to site.
  • Yard fabrication.
  • Site construction and installation.
  • Weld/replacement of failed sections of piping works, etc
  • Quality Control (Radiography, ND Tests etc).
  • Complimentary Minor Civil works.
  • Facility Painting works.
  • Flushing, Pressure testing of piping sections.
  • Replacement of corroded sections of well head platform.
  • Maintenance/repair of wellhead platform & hook up arms
  • Provision of as-built drawings and other project documentation.
  • Any other miscellaneous activity that will aid facilities and instrument repair works.
  • Site clean-up / restoration and de-mobilisation, etc
Mandatory Requirements
  • To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the Product Group: 3.05.01 -Steel/Piping/Mechanical Services, 4.06.01 -Management and Provision of all Facilities Engineering, Modification and Maintenance of a Site/Platform and 1.08.02 Pressure Vessels/Drums/Accumulators in NipeX Joint Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).

Nigerian Content Requirements
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:
  • Demonstrate that the entity is a Nigerian Registered Company, or Nigerian Registered Company as the contracting entity in genuine alliance or joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set-up in Nigeria.
  • International or multinational company working through a Nigerian subsidiary must demonstrate that a minimum 90% of equipment to be deployed for execution of work shall be owned by the Nigerian subsidiary by providing a list of equipment for this tender and indicating those that will be owned by the Nigerian subsidiary.
  • Furnish details of company ownership and share holding structure. Also submit clear photocopies of your CAC Forms CO2 and CO7.
  • Provide evidence of what percentage of your key management positions is& held by Nigerians and what percentage of the total work force are Nigerians. Also,show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
  • Provide a Nigerian Content Plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work. Also provide details of Nigerian Content focal point or manager.
  • State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidences of well equipped offices and workshop; attach past experience of such patronage.
  • Specific to this project, provide detailed plan for staff training and development on engineering, project management and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
  • Provide evidence of domiciliation of project management and procurement centres in Nigeria with physical addresses (not P.O. Box).
  • Location of in-country facilities (Equipment, storage, workshops, repair & maintenance facilities and, testing facilities).
  • Contractor must be willing and able to provide evidence of maximization of made in Nigeria goods and services.
  • Provide a valid class B category C Nigerian Content equipment Certificate (NCEC) for all equipment to be deployed for this service scope of work but not limited to earth moving equipment, trucks/loaders, welding machines, compressors, hydra torque equipment, etc
  • Provide a detailed line pipe procurement plan to engage any of the NCDMB approved Pipe Mills vendors with evidence of a duly signed MOA with an approved Pipe Mill vendor.
  • The tenderer shall give first consideration to utilizing Nigerian owned and operated vessels Categorized as A or AA in NOGICJQS marine vessel categorization scheme for the transportation of all pipes for swamp sites, barges for laying of pipes, etc that will be relevant to this scope of work. The tenderer shall provide the name and ownership of the vessel and MOA with such owner if not owned by the tenderer.
  • Provide details on any other Nigerian Content initiative your company is involved in.
Closing Date
Only tenderers who are pre-qualified with NJQS Product Categories 3.05.01 -Steel/Piping/Mechanical Services, 4.06.01-Management and Provision of all Facilities Engineering, Modification and Maintenance of a Site/Platform and 1.08.02-Pressure Vessels/Drums/Accumulators as at 22nd August 2017 being the advert close date shall be invited to submit Technical Bids.

  • Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under the relevant product/service categories.
  • All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
