The Nigerian Content Development and Monitoring Board (NCDMB), Yenagoa, Bayelsa State hereby invites interested reputable Companies with good track record of performance and experience to bid for:

Construction of Server Room
Lot A: the Provision of disaster recovery services for NOGICJQS servers which will service her main business functions in making better decisions, reduce cost and increase performance.

Scope Of Service

The solution is intended to provide a disaster recovery site for the NOGICJQS servers and is to cover the following areas:

S/N: Description
  1. Partitioning of the server room.
  2. Provision of Virdi AC F100 fingerprint scanner for the access door.
  3. 10Mbps VPN/WAN connectivity between the primary site and the secondary site.
  4. FM-200 waterless fire suppressant systems.
  5. Cisco ASA 5525-x with firepower services, 8GE data AC, 3DES/AES, SSD for intrusion prevention (Firewall).
Expatriate Biometric Data Capture
Lot B: for the Development of an Expatriate Biometric Data Capture System/Reporting System. The company must be a reputable IT software developer with good and robust background in Biometric Data Capture, Analytical Reporting Technology and experience.

Scope of Service
The Expatriate Biometric Data Capture System should be designed to accomplish the following;
  • Capture the biometric data of Expatriates with FMI approval
  • Capture the Biometric Data of Expatriate Personnel with Temporary Work Permit (TWP) and Free Trade Zone.
  • Archive expatriates personnel that have had their appointment terminated in the Industry by introducing a deactivation button to remove the expatriate from the active database.
  • Keep tracks of expatriates changing employment from one company to the other by keeping count of the numbers of companies registered for the expatriate.
  • Capture the biometric data of NCDMB Staff members, Drivers, Security and other outsourced contractor working within the NCDMB facilities.
  • Integrate a reporting and analytical module to the NOGIC EBS for accurate and verifiable statistics from the system.
  • Integrate a dialogue box to prompt NCDMB user if an expatriate has been issued an ID card or otherwise.
  • Make provision for a temporary repository for Expatriate with Incomplete information for the exercise.
  • Allow for on-the-spot access to the database back-up of the biometric details of expatriate personnel through a verification system by the NCDMB Monitoring team on the field.
Any Company applying to be pre-qualified must satisfy the following requirements for eligibility:
  • It must be a Limited Liability Company! Partnership registered in Nigeria with supporting documents showing the ownership of the company, which shall be 51% owned by a Nigerian(s) and other relevant CAC forms including CO2, C07, ID etc.
  • Evidence of Current Tax Clearance Certificate for the last three (3) years ending December 2017.
  • It must have a current:
    • ITF Compliance Certificate.
    • Pencom Compliance Certificate.
    • NSITF Compliance certificate.
  • Evidence of experience in at least three (3) jobs of similar nature and complexity executed in the last three(3) years with verifiable letters of contract award and Job Completion Certificates
  • Sworn Affidavit that none of the Directors of the Company has been convicted in any Country for any criminal offence relating to fraud or any financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of Nigerian Content Development & Monitoring Board (NCDMB) or Bureau of Public Procurement is a former or current Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
  • Interim Registration Report (IRR) as an evidence of registration on the National Database of Contractors/Consultants and Service Providers.
  • Relevant DPR permit.
  • Evidence of registration with relevant Professional Body.
  • Office Presence within the Oil and Gas Zone will be an advantage.
  • Evidence of Financial Capability from a Reputable Bank including Bank Reference letter guaranteeing financial support.
  • Three(3) years audited accounts of the company.
  • Evidence of registration with the NOGIC JQS Portal.
Collection of Tender Documents

Submission/Opening of Bid Documents

  • The Technical and Financial Proposals should be submitted simultaneously in two separate sealed envelopes and both placed in a bigger sealed envelope clearly marked on the top left hand corner of the envelope according to he tender service as indicated below:
    • "Lot A -Construction of Server Room".
    • "Lot B -Expatriate Biometric Data Capture".
  • The tender documents must be delivered in the tender box located on the ground floor, NCDMB Head Office, Opolo, Yenagoa.
  • Companies delivering bids are expected to sign the "Tenders Register" before delivery in the tenders Box.
