Reputable Companies and Consultancy Firms Needed at the Nigerian Hydrological Services Agency

In compliance with the requirement of the Public Procurement Act, 2007 and extent regulations of Government on Procurement of goods, works and services by Federal Government Ministries, Department and Agencies (MDA'S), NIHSA wishes to invite Tenders /Expression of Interest from suitable and qualified companies and consultancy firms with proven experience to undertake the under listed projects/Consultancy Services approved under the 2017 Capital Budget.

Goods/Works(A)
Lot No: Project Description and Location:

• Lot A1: Procurement of office Equipment. - Head Quarters.
• Lot A2: Production/Publication of Scientific Bulletin (Hydro-views).­- Head Quarters.
• Lot A3: Procurement and Installation of outdoor warning /Flood alert System. - Hydrological Area.

Services(B)
Lot No: Project Description and Location:

• Lot B1 : Detailed study of the Delineation of saline intrusion. -Across Hydrological Areas-Akwa Ibom/ Cross River.
• Lot B2: Collection of Baseline Data /study of flood prone Area and production of flood vulnerability maps. - Hydrological Areas Niger South.
• Lot B3: Preliminary Hydro-geophysical investigation of keita Basin. -Sokoto.

Tendering Requirements
Mandatory Requirements/Qualification:

• Evidence of Registration with Corporate Affairs Commission (CAC).
• Evidence of Tax Clearance Certificate in the last three (3) years (2014, 2015 and 2016).
• Evidence of Current Industrial Training Fund (ITF) Clearance Certificate.
• Evidence of Current Pension Commission (PENCOM) Compliance Certificate.
• Evidence of compliance with National Social Insurance Training Fund (NSITF).
• Evidence of Registration with Bureau of Public Procurement (BPP) National Data Base of Contractors, Consultants and service providers and evidence of Current interim registration Report (IRR).
• A Sworn Affidavit confirming that all information presented and attachment are true and correct and no officer of the Nigeria Hydrological Services is a present Director, Share Holder or has any pecuniary Interest in the Contractor Services provider and Consultant.

Additional Requirements

• Detailed company profile indicating mission and vision statements, core nature of Business, Full Companies address (es) with telephone number, e-mail address as well as names and nationalities of the Directors.
• Previous Similar jobs with letters of Award and jobs completion Certificate in the last three (3) years.
• Key personnel with evidence of registration with professional bodies like COMEG, COREN, NIQS, ARCON, SURSON, CORBON etc.
• Evidence of Proof of ownership and/or lease of equipment required for successful execution of these contracts.
• Evidence of financial capability to execute the projects, especially reference from a reportable Bank.

Closing Date and Time for Submission
Closing date and time for all submission is 12.00 Noon. 14^th September, 2017 Late submission shall not be entertained. Bid opening will be conducted immediately after closing by 12.00 Noon at the same venue. All contractors, service providers, consultants and or their representatives are expected to witness the opening ceremony.

Collection of Bids
Competent interested Bidders shall contact their Banks for the code upon which a non-refundable tenders fee of Ten Thousand Naira (N 10,000.00) only, for category A only is to be paid into the single treasury Account (TSA) of the Agency after which collection of Tender documents from procurement office, Room 315, 3^rd floor, Plot 222 Shettima Ali Munguno Crescent, Utako District, Abuja - upon representation of evidence of the tender fee. Please, note that interested companies should not bid for more than one Lot in each of the category.

Technical Document/ EOI Submission
Completed and signed Technical Document and expression of interest, one (1) original and two (2) photocopies shall be submitted in a sealed envelope and labeled with the title of the Lot at the top right Hand corner of the Envelope. The company's Name, address and Telephone number must be boldly written on the reverse side of the envelope and addressed to:

Plot 222, Shettima Ali Monguno Crescent Utako District,
Abuja.

And deposited in the boxes located on the "Ground Floor, Conference Room, NIHSA Plot 222 Shettima Ali Munguno Crescent, Utako Abuja".

• Only bidders whose technical submission fulfill the mandatory requirements would have their financial bid considered for evaluation.

• Due diligence of all documents submitted may be carried out.
• The Nigeria Hydrological Services Agency reserves the right to reject any or all submission that does not meet the above requirement or found to be fake.
• The Agency is not bound to prequalify/shortlist any contractor or consultant and reserves the right to annul the procurement processes in public interest at any time without incurring any liability whatsoever to any contractor or consultant in line with the PPA 2007.
