The Federal Roads Maintenance Agency (FERMA), invites interested and reputable contractors with experience to submit prequalification documents for the execution of the projects under-listed.




In pursuance of the extant guidelines of the Public Procurement Act 2007, the Federal Roads Maintenance Agency (FERMA) in furtherance to her statutory mandate is desirous of procuring vehicles, equipment, plants and office furniture for the sole purpose of enhancing road in maintenance activities nationwide. Consequently, suitably qualified Contractors with good track records are invited to apply for Prequalification For "Procurement of Vehicles, Equipment, Plants and Office Furniture".

Scope of Works
The Scope of works include, but not limited to procurement of the vehicles, equipment, plants (which include Operational vehicles, Pick-up trucks,) and furniture as well as the delivery of same at respective designated locations nationwide.

Package I: Procurement of Vehicles, Equipment & Plants
Lot: Project Description & Delivery Point(s)
  • Procurement of Toyota Camry Vehicles for Operational use - FERMA Headquarters, Abuja.
  • Procurement of Toyota Hilux, Pick-Up Trucks for Monitoring and Supervision -FERMA Headquarters, Abuja.
  • Procurement of Dumper Trucks -FERMA Headquarters, Abuja.
  • Procurement of Equipment For Interventions & Emergency Maintenance Work (15/20 TPH hot asphalt recycler)- FERMA Headquarters, Abuja.
Package II: Procurement of Office Furniture
Lot: Project Description & Delivery Point(s)
  • Procurement of Office Furniture (Tables, Chairs and other accessories) -FERMA Headquarters, Abuja and field office.
  • Procurement of Office Furniture (storage cabinets and other accessories)- FERMA Headquarters, Abuja and field offices.
  • Procurement of Office Furniture (copiers, scanners and accessories - FERMA Headquarters, Abuja and field offices.
Conditions to Tender
  • Colour copy of evidence of registration with CAC as a Limited/Public Liability Contractor.
  • Inclusion of copy of CAC's certified Memorandum and Articles of Association as well as forms CAC 2 and CAC 7
  • Colour copy of Tax Clearance certificate for the last 3 years which expires on 31st December 2017
  • Colour copy of PENCOM remittance certificate for the last 3 years which expires on 31st December 2017
  • Colour copy of ITF (Industrial Training Fund) compliance certificate which expires on 31st December2017.
  • Colour copy of NSITF Compensation Act Compliance Certificate which date expires 31st December, 2017.
  • Evidence of registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRK) or Registration Certificate as a Distributor/Contractor
  • A sworn affidavit dated not earlier than August 7, 2017 indicating that all documents submitted are genuine and verifiable.
  • A sworn affidavit dated not earlier than August 7, 2017 that none of the directors nor the Company itself has been convicted of any criminal offence in any country including financial impropriety.
  • A sworn affidavit dated not earlier than August 7, 2017 that the bidder is not in receivership, the subject of any form of winding up petition or proceeding
  • Inclusion of verifiable evidence of equipment and technology capacity
  • Inclusion of verifiable list of previous similar works successfully carried out within the last three years with names of client, evidence of award and job completion.
  • Availability of after-sales service.
  • Verifiable evidence of spare parts availability
  • Training facility for the use/maintenance of Vehicle, plants, equipment or furniture
  • Company profile including among others, organizational structure amd key professional staff with their names, and telephone numbers, at least and of which must be core professional in the field of supply.
  • Audited annual financial report of the company for the last three years (2014 - 2016)
  • Evidence of financial strength, credit worthiness to the tune of not less than N1.5m/bank reference in addition to evidence of a turnover of at least N50m in the last three years (2014 -2016).
  • The offer must be properly signed.
  • All schedules provided in bid documents must be completed.
  • All bids must be submitted in English language.
  • Inclusion of the complete FERMA Standard Bidding document correctly and completely filled and signed appropriately.
Collection of Tender Documents
Interested Bidders are to make payment of a non-refundable sum of Twenty Five. Thousand Naira(N25.000.00)only per lot to Federal Roads Maintenance Agency through Remita after which a receipt is to be raised at the Revenue Office, Accounts Department, Ground Floor of the FERMA Headquarters upon presentation of evidence of payment from any of the CBN licensed. Commercial Banks.
Bidders are then to collect Bidding documents after showing original and Photostat copies of payment receipt between the hours of 10.00am and 3.00pm, Mondays to Fridays from 12noon Monday August 7, 2017 from:

  • And hand delivered not later than 12noon Thursday August24, 2017 to the Office of the Assistant General Manager (Procurement), FERMA Headquarters Annex Abuja, No. 7Eldoret Close, Off Aminu Kano Crescent, Wuse II-Abuja. Ground Floor, Room OF 003(include 1 copy clearly marked "Copy" at the bottom right hand corner).
  • All Bids will be publicly opened immediately after the dose of hid submission at FERMA Conference Room, First Floor FERMA Headquarters, Aminu Kano Crescent, Wuse II, Abuja.
  • The Representatives of Companies that submitted bids, Representatives of Professional Bodies and the Civil Societies are invited to witness the opening.
Please note that:
  • All jobs for will attract a Bid Security of 2% with a validity period of 90 days at the tender stage
  • The Supply works may not attract advance payment,
  • All Procurement's attract a minimum guarantee as specified in the Standard Bidding Documents
  • Contractors who have worked for the Agency and have history of abandonment, termination and/or lack capacity need not apply..
  • Only correctly addressed bids will be received.
  • The Agency will not enter into unnecessary correspondence with any Contractor except when deemed fit and in the interest of the bid.
  • All costs incurred by any Company in respect of this advertisement are at her own expense and the Agency shall not entertain any claim whatsoever in this regard.
  • The Agency reserves the right to verify any claim made by any of the Bidders.
  • The Agency reserves the right to suspend or cancel the bidding process at any stage if and when the need arises.
  • Late submissions will he rejected.
