The Transmission Company of Nigeria (TCN), hereby invites reputable company to tender for the procurement of Automatic Meter Reading (AMR) and Data Management System for the Nigerian Electric Market.




The Transmission Company of Nigeria (TCN) intends to engage the service of a reputable company for the procurement of Automatic Meter Data Acquisition and Data Management System for the Nigerian Electricity Market.

The Scope of the Assignment.
The Scope of work shall cover hut not limited to the following:
  • Remote and local Meter Data acquisition from all Trading Points Meters (GENCOs/Transmission and Transmission/Distribution Interfaces) in real time.
  • The system should have the capabilities to read remotely, energy meter data from all trading Point meters and communicate all meter data in real time using appropriate communication technology into a central database with assurance of data communication through adequate communication redundancy.
  • The AMR system should be adaptable platform that will seamlessly integrate and compatible with international standard meters (COSEM DLMS compliant Meters).
  • The system should read meter data in secured relational database with a minimum of Seven (7) years data retention for all acquired data. Modular, flexible, scalable, supports for upgrades, provides access for Market Participants to conduct integrity test, data validation checks and for legal and regulatory requirements.
  • The database should be equipped with a secured web front and to facilitate flexible, controlled, remote access by relevant market policies
  • The AMP System should have the capability to communicate with each Trading Point Meter, easy for reconfiguration & reprogramming, detect meter tampering, outage occurrences & energy loss analysis and all other meter related activities locally and remotely.
  • Provide backup and disaster recovery system.
Quotation Pre-Requisite
Interested companies are to provide the following:
  • Evidence of company registration in Nigeria (forms CO2 and CO7 must be attached) or overseas.
  • Evidence of Tax Clearance Certificates for the last three years (2014, 2015 and 2016) expire 2017.
  • Audited Account of the company for 2014, 2015 and 2016 duly stamped by a registered Auditor.
  • Submission of evidence (s) of current compliance certificate with the Pension Reform Act 2004 In accordance to Section 16(6) (d) of the Public Procurement Act 2007.
  • Evidence of ITF Compliance Certificate expire 2017.
  • Certificate of Compliance with NSITF expire 2017.
  • Current Interim Registration Report (IRR) as evidence of registration with BPP Database of contractors, Suppliers and consultants.
  • Evidence of Banking Support /Financial Capability
  • Proof of expertise & personnel in the area of AMR & Data Management System.
  • Evidence of safely in previous Data Management.
  • Evidence of OEM and Support as applicable.
  • Evidence of having successfully carried out at least two (2) similar job within the past five years and/or details of on-going projects
  • Comprehensive company profile:
    • Populated organizational structure, and key professional staff with relevant experience. Availability of requisite and appropriate skills among key staff and persons to be engaged in the project (Please attach certified curriculum vitae of key staff).
    • List of Company Directors, their individual addresses, phone numbers and certified curriculum vitae.
  • When a company is in Joint Venture (JV), Partnership or Consortium agreement, the role of each partner must be clearly defined in the JV agreement. Additionally, the Memorandum of Understanding (MOU) must specify the lead partner, Evidence of such a relationship must be signed by the Chief Executives/ Partners. A copy of the firm Legal relationship must he attached
  • An affidavit confirming that all information, document, presented and attached are true and correct of the company.
Purchase and Collection of Bid Document
Interested and experienced firms should purchase the qualification document for the above services from the office at:

The document containing the scope of work and other Technical requirement is available for collection upon payment of non-refundable fee of N30,000.00. The payment should be made through CBN Remitta platform in favour of Transmission Company of Nigeria.

Closing Date
  • Submission of Tender shall close at 12noon on Tuesday 19th September, 2017.
Submission Procedure
Interested Applicants should submit their bids as requested above, delivered by hand or registered mail to reach the following address not later than 12.00 noon on Tuesday 19th September, 2017.
Each bid (containing hard and soft copies of Technical and Commercial proposals in separate envelopes) with the name and address of the company should be written clearly on the envelope(s), and marked; "Invitation for Tender for AMR and Data Management System" at the left-hand corner of the envelope and be submitted to the office of:

Opening of Bid
  • Opening of bids will be at 12.10pm, the same day, Tuesday 19th September, 2017, in the TCN Auditorium 2nd Floor, Power House Headquarters, Plot 441 Zambezi Crescent, Maitama, Abuja.
Important Information:
  • TCN reserves the right to verify claims made by companies. They should include in their submissions necessary authority and guarantee for such verification (Post qualification exercise may be carried out where necessary).
  • Technical and commercial bids shall be sealed in separate envelopes. (Only commercial bids of technically qualified bidders shall be opened on a date to be communicated).
  • All the information requested for qualification shall be provided in English Language by all applicants.
  • All applicants submitting through courier's services must provide means of identification on the parcel as management will not be liable for misplacement of such document.
  • Failure to provide Information / supporting document that is essential for the evaluation of the applicants qualifications, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant.
