Contractors Needed at the Federal Government College, Daura, Katsina State

The Federal Government of Nigeria has allocated funds to the Federal Government College, Daura, Katsina State in the 2017 Appropriation for the execution of policies, programmes and projects towards achieving the mandate of the College. Accordingly, the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects:

Lot S/N : Project Title/Description and Location:

• W1: Rehabilitation of 12 Classroom - FGC, Daura.
• W2: Rehabilitation of Exam Hall and Provision of Examination Seat - FGC, Daura.
• W3: Rehabilitation of 6 Classrooms SSII - FGC, Daura.
• W4: Rehabilitation of Murka Boys Hostel - FGC, Daura.
• W5: Rehabilitation of 2 Block of 6 Rooms Girls Hostel - FGGC, Kassa - FGC, Daura.
• W6: Renovation of 2 Blocks of 2 Bedroom Staff Quarters - FGC, Daura.
• W7: Construction of Sporting Pavilion and Provision of Sports Facilities - FGC, Daura.

Eligibility Requirements
Prospective bidders must possess the under-listed requirements to be eligible in this programme:

• Certificate of Incorporation with Corporate Affairs Commission (CAC);
• Company's current Tax Clearance Certificate for the last three (3) years (2014, 2015 & 2016);
• Current Pension Certificate in compliance with the amended PENCOM Reform Act. 2014;
• Current Nigeria Social Insurance Trust Fund (NSITF) clearance certificate;
• Registration on the National Database of Contractors, Consultants and Suppliers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP);
• Current ITF Certificate in compliance with Industrial Training Fund (ITF)Act, 2005;
• Verifiable Evidence of Financial capability with an average annual turnover of not less than N20million in the last three years (2014, 2015 & 2016);
• Company profile and evidence of technical qualification of key personnel including registration with relevant professional bodies;
• List and verifiable documentary evidence of at least three (3) similar job(s) successfully executed in the last five (5) years including letters of awards and job completion certificates;
• List and verifiable evidence of construction equipment with proof of ownership or lease agreement;
• All documents for submission must be transmitted with a covering/forwarding letter under the Company's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Telephone Numbers,valid e-mail address and official Company's address;
• The Letter Head Paper must bear the Name, Nationalities and the telephone numbers of the Directors of the Company at the bottom of the page;
• Current sworn affidavit disclosing:
  • That the company is not in receivership, insolvent or bankrupt;
  • That the company does not have any Director who has ever been convicted in any court in Nigeria or any, other country for criminal offence in relation to fraud or financial impropriety;
  • Whether or not any officer of the Federal Ministry of Education (FME) is a former or present Director, shareholder or has a pecuniary interest in the bidder, and
  • That all documents submitted are true and correct in all particulars.

Note
The above listed requirement shall form part of the bids evaluation criteria and non compliance with any of the stated conditions shall result in automatic disqualification of the bidder. Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the 2007 Public Procurement Act. Interested eligible bidder may obtain further information from college Tenders Board and inspect the Bidding Documents between 9:00 till 3:00PM (Mondays - Fridays) except public holidays. Collection of Documents:
Interested and competent bidders are requested to collect bid documents upon presentation of evidence of payment of non-refundable fee of N20,000.00 payable to "College Remita Account - FGC DAURA- 05170600500". The bidding documents will be collected by hand by the bidders representatives.

Closing and Opening Date
Submission of documents closes 12 noon, 19^th September, 2017. Any bid received after the stated date and time shall not be considered.The submitted technical bids will be opened immediately on 19^th September, 2017 at the College Conference Room. Bidders/Company representatives and interested member of the public, including relevant professional bodies, Civil Society and Non-Governmental Organizations are hereby invited to witness the opening of technical bids.

Submission of Bid Documents
Completed Technical and Financial bids in two separate envelopes (two sets of hard copies) shall be submitted. The two envelopes should be enclosed in one larger envelope labelled "Technical and Financial Bids" with the project name at the top right hand corner with company's name behind and addressed to:

The document should be deposited in the Tender Boxes at the Principal's Office, FGC, Daura, Katsina State.

Please Note

• A post review of the procurement Documentation may be carried out where Contractors, Suppliers and Service providers , may be required to present the original copies of their CAC, PENCOM, TAX, ITF, NSITF Certificate and may thereafter refer any/all to the relevant security Agencies for verification.
