Expression of Interest for Consultancy Services at the Librarains' Registration Council of Nigeria (LRCN)

The Librarians Registration Council of Nigeria (LRCN) in furtherance of its statutory mandate intends to implement some capital projects after securing some funds in the 2017 Budget Appropriation.

Consultancy Services
Lot no. : Consultancy/Description of Services:

• Lot 1: Upgrading of Librarians Registration Council of Nigeria's (LRCN) E-Library.
• Lot 2: Establishment of Laboratory for Librarians (Librarians Registration Council of Nigeria).
• Lot 3: Computerization of Librarians Accounts and Human Resource (Librarians Registration council of Nigeria's (LRCN).
• Lot 4: Certified Librarians to Conduct Survey of 10 Public Librarians to conduct Survey of 10 Public Libraries in each of the sIx (6) Geo-Political Zones.

Objective and Scope

Eligibility Criteria
Interested consultancy firm must have the following minimum qualification :

• Evidence of registration with Corporate Affairs Commission (CAC);
• Detailed company profile indicating among others the area of core competence of the firm and that of the Principals;
• Evidence of current Tax Clearance Certificate or that of the Principals for the last three years (2014, 2015 &2016);
• Current Certificate (2017) from National Pension Commission as evidence of Compliance with Pension Reform Act, 2014;
• Evidence of current compliance (2017) Compliance with Industrial Training Fund Amendment Act 2011 by inclusion of Compliance Certificate from Industrial Training Fund;
• Firm’s Audited Accounts for the last three years (2014, 2015 & 2016);
• Evidence of experience of the finn and individual members of staff in job cf similar nature and complexity executed within the last three years with verifiable letter of Contract Award and Certificate of job Completion;
• Evidence of registration on the National Database of Federal Contractors Consultants and Service Providers by inclusion of interim registration report (IRR) valid till January 1, 2018 or valid Certificate issued by the BPP;
• Evidence of firm's current practice license with Computer Professionals Registration Council of Nigeria Lot 1-3;
• Evidence of individual consultants practice license Issued by LRCN for Lot4
• Qualification and CV of key staff to be deployed for the assignment indicating their qualification and cognate experience Including photocopies of academic and professional Certificates;
• Submission of a sworn affidavit disclosing whether or not any officer of the relevant committees of Librarians Registration Council of Nigeria or the Bureau of Public Procurement is a former or present Director shareholder has any pecuniary interest In the bidding and to confirm that all information presented in its bid are true and correct in all particulars.

Submission/Closing of EOI
Three copies of expression of Interest (EOI) for the Capital Projects must be packaged in sealed envelopes dearly marked Expression of interest as a consultant/firm for (put Lot No and description of service) addressed to and dropped at the LRCN's Office in the appropriate Tender Box at:

Within working days/hours (8am-4pm) but before deadline of 12:00 noon on Monday 21 August, 2017. All EOI will be opened Immediately after the deadline at 12:00 noon on Monday 21st August. 2017, at the LRCN Conference Room 4th flour in the presence of the bidders or their representatives and any interested member of the public.

• Only shortlisted consultancy firm/Company will be invited for further considerations.
• Any Consultancy firm/Company that expresses interest for more than two Iots will be disqualified.
