The Federal Roads Maintenance Agency (FERMA), hereby invites reputable contractors with good track records to submit pre-qualification and tender documents for the projects listed below.




In pursuance of the extant guidelines of the Public Procurement Act 2007, the Federal Roads Maintenance Agency (FERMA) in furtherance to her statutory mandate is desirous
of carrying out General Maintenance on federal roads. To this effect, suitably qualified
Contractors with good track records are invited to apply for Prequalification For General Maintenance Repairs of Some Federal Roads Nationwide And Construction 5 No. State Field Office Buildings (Category I) as follows:

Scope of Works
The Scope of works for Package includes, but not limited to:
Site clearance, desilting of existing drains and culverts, construction of new drains and culverts, scarification of failed sections, earth works on completely failed areas, general bridge maintenance, protective works, kerbs, laterite/cement stabilized sub base, crushed stone base course, asphaltic concrete binder and wearing courses, surface dressing, side drains, road markings and use of gabion mattresses.
The Scope of works for package II includes, but not limited to:
Excavations in foundations, reinforced and mass concrete works, sandcrete block works in foundations and floor walls, electrical and mechanical services construction, screedings and finishing, steel roof truss systems and aluminum sheet roofing, landscaping, fencing works and furnishing.

Conditions for Pre-Qualification
  • Colour copy of evidence of registration with CAC as a Limited/Public Liability Contractor.
  • Inclusion of copy of CAC's certified Memorandum and Articles of Association as well as forms CAC 2 and CAC 7.
  • Colour copy of Tax Clearance certificate for the last 3 years which expires on 31st December 2017
  • Colour copy of PENCOM remittance certificate for the last 3 years which expires on 31,December2017
  • Colour copy of ITF (Industrial Training Fund) compliance certificate which expires on 3l,December 2017.
  • Colour copy of NSITF Compensation Act Compliance Certificate Which date expires
  • 31st December 2017.
  • Evidence of registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) or Registration Certificate as a Civil/Highway Engineering Contractor
  • A sworn affidavit dated not earlier than August 7, 2017 indicating that all documents submitted are genuine and verifiable.
  • A sworn affidavit dated not earlier than August 7, 2017 that none of the directors nor the Company itself has been convicted of any criminal offence in any country including financial impropriety.
  • A sworn affidavit dated not earlier than August 7, 2017 that the bidder is not in receivership, the subject of any form of winding up petition or proceeding
  • inclusion of verifiable evidence of equipment and technology capacity
  • Inclusion of verifiable list of previous similar works successfully carried out within the last three years with names of client, evidence of award and job completion.
  • Company profile including among others, organizational structure and key professional staff with their names, and telephone numbers, at least one of which must be a COREN registered Engineer with 2017 Engineers Practicing License.
  • Audited annual financial report of the company for the last three years (2014 - 2016)
  • Evidence of financial strength, credit worthiness to the tune of not less than N50m/bank reference in addition to evidence of a turnover of at least N300m in the last three years (2014-2016).
  • The offer must be properly signed.
  • All schedules provided in bid documents must be completed.
  • All bids must be submitted in English language.
  • Inclusion of the complete FERMA Standard Bidding document correctly and completely filled and signed appropriately.
Collection of Prequalification/Tender Documents
Interested Bidders are to make payment of a non-refundable sum of Twenty Five Thousand Naira (N25, 000.00) only per lot to Federal Roads Maintenance Agency through Remita after which a receipt is to be raised at the Revenue Office; Accounts Department, round Floor of the FERMA Headquarters upon presentation of evidence of payment from any of the CBN licensed Commercial Banks.
Bidders are then to collect Bidding documents after showing original and photostat copies of payment receipt between the hours of 10.00am and 3.00pm, Mondays to Fridays from 12noon Monday August 7, 2017 from:

  • All Bids will be publicly opened immediately after the close of bid submission at the FERMA Conference Room, Second Floor FERMA Headquarters, Aminu Kano Crescent, Wuse II,Abuja.
  • The Representatives of Companies that submitted bids, Representatives of Professional Bodies and the Civil Societies are invited to witness the opening.
Please Note
  • The job will attract a Bid Security of 2% with a validity period of 90 days at the
  • tender stage
  • The Construction works may not attract advance payment.
  • Construction works attract a minimum guarantee period of six (6) months for road works.
  • Contractors who have worked for the Agency and have history of abandonment, termination and/or lack capacity need not apply.
  • Only correctly addressed bids will be received.
  • The Agency will not enter into unnecessary correspondence with any Contractor except when deemed fit and in the interest of the bid.
  • All costs incurred -by any Company in respect of this advertisement are at her own expense and the Agency shall not entertain any claim whatsoever in this regard.
  • The Agency reserves the right to verify any claim made by any of the Bidders.
  • The Agency reserves the right to suspend or cancel the bidding process at any stage if and when the need arises.
