The Economic and Financial Crimes Commission hereby invites the services of reputable Estate Surveyors to indicate their interest by submitting Expression of Interest (EOI) for the Consultancy Services listed below:




The Economic & Financial Crimes Commission Establishment Act 2004 mandates the Commission to manage properties under interim Forfeiture Order by a competent Court of Jurisdiction.
 
The Economic and Financial Crimes Commission intend to engage the service of reputable Estate Surveyors and Valuers for the management of Landed properties  within various locations in the country. (Management of Landed Properties).

Eligibility Requirements
Interested firms should submit Five (5) bound EoI documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, or Business name where applicable.
  • Evidence of Firm’s Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name]for the last three[3]years.
  • Evidence of Pension Clearance Certificate valid till 31 December, 2021;
  • Evidence of industrial Training Fund (ITF) Compliance Certificate valid till 31” December, 2021;
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF Clearance Certificate valid till 31” December, 2021;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report [IRR] expiring on 31/12/2021 or valid Certificate issued by BPP.
  • Evidence Firm’s current registration with relevant regulatory professional body such as ESVARBON/Estate Surveying etc.;
  • Sworn affidavit disclosing whether or not any officer of the relevant committees of the Economic and Financial Crimes Commission or the Bureau of Public procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct  in all particulars;
  • Companys's Audited Accounts for the last three (3) years 2018,2019,2020;
  • Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed; 
  • Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications; documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates Job Certificates and Photographs of the projects;
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst othe Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address.
  • The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

Submission of Document
Interested firms are to submit Five (5) bound of Expression of Interest (Eol) documents separated by dividers and arranged as indicated above. The documents should be submitted  in a sealed envelope and addressed to:

Plot 301/302, Institutions and Research District Idu,
Abuja (FCT).


Application should be clearly marked with [Management of Landed Property]. Futhermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box[Visitors Gate] not later than the above closing date.
 
Submission of EOI Document
The EOI document will be opened immediately after the deadline for submission in the Secretary to the Commission Meeting Room, 9th floor (Plot 301/302, Institutions and Research District Idu, FCT Abuja) in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission, Register in the office of (Director Procurement, 5ft Floor, Plot 301/302, Institutions and Research District Idu. General Information
  • EOI must be in English Language and signed by an official authorized by the bidder.
  • EOI submitted after the deadline for submission would be returned un-opened.
  • Bidders should not bid for more than two[2] lots;
  • All costs will be borne by the bidders;
  • Presence of bidders/representatives and member of the public shall not be required during the bid opening ceremony in compliance with COVID1-19 Guidelines.and civil society Organization in the arae pf Anti-Corruption/Transparency.
  • Bidders-can submit through post [Courier Services].
  • Only shortlisted firms will be contacted at a later date for collection of Request for Proposals;
  • The Economic and Financial Crimes Commission is not bound to shortlist any bidder and reserve the right to annul the Procurement process at any time without incurring any liabilities in accordance with section28 of the Public Procurement Act 2007.
