Lagos State Government invites competent and reputable health service, firms, companies, health entrepreneurs, Onocology specialist to submit proposal for the execution of the following projects:




Lagos State Government (LASG) has approved for lbile Holdings Limited (lBlLE), the State Governments Investment Company, to execute a medical services support initiative tagged Medical Diagnostics and Services Provision Scheme (MDSPS), which purpose is to improve healthcare delivery in Lagos State, by utilizing private investment to deliver identified deficient medical services and infrastructure on mutual terms, including joint ventures and structured deferred payments. The proposed Oncology Centre will be on-boarded under MDSPS.

It is in the light of the above that IBILE extends this invitation to interested and competent health service Firms/Companies; specialist Oncology and health entrepreneurs/investors for pre-qualification, consideration, and probable selection as the preferred partner on the proposed Lagos State Oncology Centre. Respondents to this RFP will be required to demonstrate the requisite capacity, skills and expertise in fund raising, design, development, and management of healthcare facilities, but Oncology experience will be added advantage.

Preamble
Cancer is a major global health problem with records of about 10 million incidences, of which a sixth of the cases, result in fatalities. Nigeria, with its challenge of inadequate reporting and record keeping, documents new diagnoses of more than 100,000 and more than 70,000 cancer related deaths annually. It is, therefore, projected that Lagos, which accounts for about 10% of Nigeria’s population may record more than 10,000 new cancer cases and 7,000 cancer related deaths arnuaily. Meanwhile, due to the ageing of the population, increased environmental degradation, toxic agricultural and food handling processes, public awareness, screening and diagnostic capacities, there may be more registered incidences of cancer, in Nigeria, in the immediate future. Hence, the desire of the Lagos State Government (LASG) to develop a pilot comprehensive Oncology Centre in the State to address the medical challenge.

Scope of Works
LASG’s broad objective is to provide for the prevention, and better management of cancer afflictions to the citizens, in the bid to consciously slow down the rate of mortality and increase survivorship, through a partnership, establish a comprehensive Cancer Centre and institutionalize a cancer management system that is tailored to provide end-to-end managementof all types of cancers, research and development.

The successful partner should possess the capacity to either alone, or in consortium with other partners, design,develop, equip, train available domestic resource, and operate the proposed Cancer Centre on agreed terms. The Centre should be adequate in qualitatively providing all of the following services and at affordable costs:
  • Routine and Specialized Diagnosis.
  • Medical Haemato-Oncology.
  • Surgical Oncology.
  • Radiation Oncology.
  • Bone Marrow or Stem Ceil Transplant.
The Centre, will also drive the Slate’s holistic vision for prevention and comprehensive cancer care, which spans:
  • Policy Creation/Revision, Advocacy and Awareness.
  • Screening and diagnosis.
  • Treatment.
  • Rehabillitation and Survivorship.
  • Palliative Care.
  • Research and Development
Baseline Requirements
The preferred Film/Company is expected to have the following expertise, qualification, and capabilities:
  • A practical knowledge and vast experience in medical services-design, financing, construction, project management, healthcare administration, research, and development
  • An in-depth knowledge and specialist experience in oncology services;
  • Evidence of successful execution of similar projects;
  • Ability to access requisite funding;
  • Evidence of mutual partnership with relevant OEMs;
  • Ability to access and provide long term support services,training,technology transfer, administration, research&development;
Eligibility Requirements




The RFP must be accompanied with the following:
  • CertifIcate of Incorporation of Company/Firms registration in Nigeria and for foreign firms, evidence of being a legal entity registered with appropriate entity in its country of origin;
  • Evidence of registration and compliance with relevant statutory provisions—VAT, PAYE, Pension, etc.;
  • Evidence of current registration with Lagos State Public ProcurementAgency (PPA);
  • Evidence of current registration of the Firm(s) with recognized Professional bodies;
  • Evidence of financial capability to execute the project by submission of Reference Letter  from a reputable Commercial Bank in Nigeria or overseas; indicating willingness to provide credit facility for the project, when needed;
  • The last 3-years Audited Financial Statements and latest ManagementAccounts ;(2018,2019,2020).
  • Evidence of current Tax Clearance Certificate (TCC) forthe last three (3) years and valid till 31st December2021,
  • Company's profile with evidence of similar experiences and the curriculum vitae of key staff to be deployed for the project,
  • All documents for submission under this RFP must be transmitted with a covering letter on the Firm’s/Companys letterhead and signed by its authorized officer.

Submission of Documents
All Proposals (RFPs) must be wntten in English language and submitted in four (4) copies one (1) onglnal copy and three (3) counterpart copies. They should be delivered,in a sealed envelope cleariy marked RFP; “PROPOSED DEVELOPMENT OF ONCOLOGY CENTRE” to the address below:

it should be noted that this RFP does not constitute a commitment on the part of the State and/or Iblie Holdings limited to award the project to any Firm/Consortium expressing interest.

Furthermore, submission of documents shall not entitle any of the interested parties to any claim against the State and/or IblIe Holdings Limited by virtue of such party having responded to the RFP.

All costs incurred by respondents as a result of this RFP and any subsequent requests for information shall be for the respondent’s account only.
