The Nigerian Airspace Management Agency (NAMA) was established by Act No 48 of 1999 with a mandate to develop the Nigerian Airspace to a level consistent with the requirements of the International Civil Aviation Orgnization's (IGAO) Standards and Recommended Practices. The Agency is therefore saddled with the provision of Air Traffic Management to ensure safe, efficient, expeditious and economic Air Navigation Services.

Title: Pre-Qualification Invitation for 2021 Internally Generated Revenue Capital Appropriated Projects
Preamble
The Nigerian Airspace Management Agency (NAMA) intends to undertake the under listed projects for Goods and Works under its 2021 Financial year Internally Generated Revenue (IGR) Capital Budget. Consequently, the Agency wishes to invite competent and reputable interested Companies/Contractors/Suppliers/vendors to submit documents for any of the projects listed here under:

- LOT 1/G/21: Procurement of Office Equipment
- LOT 2/G/21: Procurement of Aeronautical Map Chart Software and accessories
- LOT 3/G/21: Procurement of High Frequency Air band Radio Systems for l25 Watts for AFTN,Air Band VHF Walkie Talkie (10watts).
- LOT 4/G/21: Procurement of spares for VHF Radios (PAE To Series) VHF Airband transceivers and accessories
- LOT 5/G/21: Procurement and Installation of Aeronautical Search and Rescue Equipment Facilities

- LOT 6/W/21: Fencing and Securing all NAMA Properties and VSAT Sites.
- LOT 7/W/21: Rehabilitation and Renovation of Offices and Operational Quarters including Leaking Control Towers
Category C- Services
- LOT 8/C/21: Electronic Document Management System (EDMS)
Eligibility Requirements
To qualify for consideration, interested companies with experience in similar jobs are required to submit the documents listed here under. Failure to submit any of the underlisted documents shall lead to disqualification of the contractor/supplier/consultant
- Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Certified True Copy of Memorandum and Article of Association. Forms CAC 1.1 or CAC 2 & CAC 7, Business Name is acceptable for Services.
- Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificate of all the Partners in the case of Business Name) for the last three (3) years valid till 31st December, 2021, whose Turnovers correspond with those in the Audited Accounts
- Evidence of Pension Clearance Certificate valid till 31st December,2021.
- Evidence of industrial Training fund (ITF) Certificate valid till 31st of December,2021
- Evidence of Nigeria Social insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021
- Evidence of Registration on National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report expiring on 31/12/2021 or valid Certificate issued by Bureau of Public Procurement.
- Sworn Affidavit disclosing as follows:
- whether or not any officer of the relevant committees of the Nigerian Airspace Management Agency or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
- That the Director(s)has/have never been convicted by any Court of law in any country.
- That the firm’s Director or Company is not bankrupt,
- That the company is not a replacement for a hitherto tax defaulting company.
- That the company is not in receivership or financially Legally encumbered.
- Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc.:
- Company’ Audited Accounts for the last three (3) years (2018, 2019 & 2020):
- Verifiable documentary evidence of at least three (3) similar Jobs executed in the last five (5) years including Letters of Award,Valuation Certificates, lob Completion Certificates and Photograph of the Projects.
- Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
- Category B: List of Plants Equipment with proof of ownership/Lease to be deployed for the project.
- For supply of equipment:Letter of Authorization as representatives of the original equipment Manufacturers (0EMs).
- Lot 9: Evidence of current registration of accreditation with Computer professionals Registration Council of Nigeria and National information Technology Development Agency (NITDA).
- For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate,ITF Compliance Certificate,NSlTF Clearance Certificate,IRR& Sworn Affidavit are compulsory for each IV partner). The Lead Consultant the firm which has the most relevant core competence for the Assignment, must be indicated in the Consortium’s MoU.
- All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Covering Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No) and valid e-mail address..The Letter Head Paper must bear the names and the nationalities of the directors Company at the bottom of the page, duly signed by the authorized officer of the firm.
- Submission of Tender Documents
- To qualify for consideration, Interested companies/Consultants are required to submit Four (4) copies of the above listed documents in A4 paper size and neatly bound in a sealed envelope marked: 'NAMA IGR (CAPITAL)' 2021........ (state projects title)............., LOT (state lot number),at the center. The document should be arranged in the order listed under the eligibility Requirement and clearly separated by dividers.

Pre-qualification documents and Expression of Interest shall be opened immediately after the deadline for submissions at the address stated above.
Additional Information
Please, important to note the following
- No company is allowed to submit bid documents for more than Two(2) slots
- NAMA reserves the rights to verify from relevant body, the authenticity of any claims made on the Documents submitted by all Companies
- Failure to comply with the instruction(s) and requirements may automatically result in disqualification.
- Submission should be very clear and specific.
- Late submissions shall be returned un-opened.
- Further clarification can be obtained from the Procurement Department at NAMA Headquarters Annex. Ikeja Lagos, if the request is made at least Ten (10) days before the deadline for the submission of the application.
- All Companies that submitted unsolicited applications on this protect i.e. when the Agency had nor advertised are advised to re-apply according to the-conditions stated above.
- Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording(link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti’Corruption/Transparency;
- Bidders can submit through Post(Courier services)
- Only pre-qualified bidders will be contacted at a Iater date for collection of tender documents.
