Preamble

The National Orthopaedic Hospital, Enugu a Federal Tertiary Health Institution by this notice, intends to execute the under listed projects as approved in the year 2021 Appropriation Act. In compliance with the Public Procurement Act of 2007, the Hospital invites reputable and experienced Contractors/Suppliers to tender for the following projects:

Scope
The scope For the projects is detailed in the bidding documents and is categorized under the following lots:
  • Lot 1: Equipment/Furniture for Spine Ward
  • Lot 2: Diesel Generator:
    • 250KVA Diesel Generator
    • 100KVA Diesel Generator
    • 50KVA Diesel Generator
  • Lot 3: Rehabilitation & Re-roofing of Walkway from Admin to Account
  • Lot 4: Renovation/Rehabilitation of Nursing Students Hostel
  • Lot 5: Renovation/Rehabilitation of Dietetics/kitchen Department
  • Lot 6: Renovation/Rehabilitation of unit 1 X-Ray building
  • Lot 7: Renovation/Rehabilitation of Lawn Tennis Court
  • Lot 8: Painting of Offices and wards/clinics
Eligibility Requirements
Prospective Bidders must have the following:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms (CA2 and CAC7)
  • Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st  December, 2021 with minimum average annual turnover of N50m
  • Evidence of current Pension Compliance Certificate valid till 31st December, 2021
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021
  • Evidence of Registration in BPP database
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate Valid till 31st December, 2021
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Orthopaedic Hospital, Enugu or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information/documents provided/presented in its bid are true and correct in all particulars;
  • Company’s Audited Accounts for the last three (3) years (2018, 2019 and 2020)
  • Evidence of Financial Capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
  • Company’s profile with the Curriculum Vitae of Key Staff to by deployed for the project, including copies of their Academic/Professional qualifications (in case of construction COREN,OSREN,ARCON, CORON etc)
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards. Valuation Certificates, Job Completion Certificates and Photographs of the projects:
  • List of Plants/Equipment with proof of Ownership/Lease (where applicable);
  • For Supply of Equipment: Letter of Authorization from the Original Equipment Manufacturer Listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria.
  • All documents for submission must be ARRANGED SERIALLY as listed above and transmitted with a covering/forwarding letter under the companies/firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC) Contact address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
Collection of Tender Documents
Interested Contractors are advised to obtain Tender Bidding Documents from the Procurement Department located at the ground floor of Main Administration Building on presentation of evidence of payment of Non-Refundable fee of N10,000.00 (Ten Thousand Naira Only) direct to National Orthopaedic Hospital Enugu TSA account.

12.00 noon, 23rd August, 2021.

12.00 noon, 23rd August, 2021.

Submission of Documents
Prospective bidders are required to enclose their technical documents in an envelope (Marked Technical Bid) and the financial bid in another envelope (Marked Financial Bid) and the two separate envelopes shall be enclosed in one bigger envelope sealed and clearly marked Invitation to Tender and addressed to 




The Medical Director,
National Orthopaedic Hospital,
Enugu State.

Furthermore, the back of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box at the Procurement office between the hours of 5am- 4pm Monday to Friday not latter than the closing date stated above.

Please, ensure that you sign the Bid Submission Register in the office of the Head of Procurement as the National Orthopaedic Hospital Enugu will not be held liable for misplaced or wrongly submitted bids.

Opening of Bids
Interested Bidders, Civil Societies. Organizations and the General Public are invited to witness the opening of the bids at the date and time stated above at the New Conference Hall of National Orthopaedic Hospital Enugu

General Information




  • Bids must be in English Language and signed by an official authorized by the bidder
  • Bids submitted after the deadline for submission would be returned un-opened;
  • Bidders should not bid for more than two (2) Lots
  • All costs will be borne by the bidders;
  • Only pre-qualified bidders at technical evaluation will be considered for financial bids opening, while the financial bids of us-successful bidders will be returned un-opened;
  • The Hospital is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities is accordance with Section 28 of the Public Procurement Act 2007,
  • This advert must not be misconstrued as having awarded contracts to any company.
  • The General Public is farther Informed that the Board, Medical Director, Management and Tenders Board Committee of National Orthopaedic Hospital Enugu do not operate on Facebook account nor request for money or any other benefits in order to award contracts. Anyone dealing with Facebook accounts or other Social media purported to belong to any of the above mentioned does so at his/her own peril.
  • Due to COVID 19 Pandemic, the presence of bidders/representatives will be limited to one person per bidder. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies end Civil Society Organization in the areas of Anti-Corruption/Transparency;
  • Bid Documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
