Ibadan Electricity Distribution Company invites interested investors, contractors, suppliers to indicate interest by submitting pre-qualification documents for the supply of the following equipment:




IBEDC formally came into existence on 1st November 2013 as part of the unbundling of the electricity sector. We cover the largest franchise area in Nigeria, made up of –Oyo, Ogun, Osun, Kwara and parts of Niger, Ekiti and Kogi states. To ensure effective and competent management of such a large network, we are organized into five regions, namely Oyo, Ibadan, Osun, Ogun & Kwara regions, the regions are made up of Business Hubs. Each region is manned by a Regional Head.

Title: Invitation for the Pre-Qualification of Contractors for 132/33KV Transmission Lines & Substations Rehabilitation Projects and Equipment Supply

Preamble

The Ibadan Electricity Distribution Company (IBEDC) has received a CREDIT facility from the Central Bank of Nigeria (CBN) for Accelerated Transmission - Distribution Interface Projects to invest in the Transmission Company of Nigeria (TCN)’s rehabilitation and expansion projects.

Scope of Works

LOT/IBEDC/LINES/1;
  • Re-conductoring of 132KV  Ayede-Jericho Double Circuit Transmission Line (12km).
LOT/IBEDC/SS/1:
  • Replacement of faulty 60MVA 132/33kv power transformer (T3) with 1x60MVA, 132/33kV at
  • Ijebu-Ode 132/33kV Substation.
LOT/IBEDC/SS/2:
  • Upgrading of 1x40MVA, 1x4SMVA Mobile power transformers with 2x60/66 MVA, 132/33kv power transformer 
  • Construction of 2x33kV feeder bays at Jericho 132/33kV Substation.
LOT/IBEDC/SS/3:
  • Supply and InstallatIon of additional 1x150/165 MVA, 
  • 330/132KV Auto transformer at Ayede 330/132/33kv Substation.
LOT/IBEDC/SS/4:
  • Installation only of 1x60MVA, 132/33kv power transformer (already on plinth)
  • 2x33kv feeder bays at lIe-Ife 132/33kV Substation.
LOT/LBEDC/SS/5:




  • Upgrading of 2x60MVA, 132/33KV power transformers to 2x100/125 MVA, 132/33KV at Ibadan-North 132/33kv Substation.
LOT/IBEDC/SS/6:
Supply of:
  • 2 No 150/165 MVA, 330/132/33kv Power Transformer
  • 2 No 100/125 MVA, 132/33kv Power Transformer 
  • 2 No 60/66 MVA, 132/33kv Power Transformer 
  • 1 No. 60/66 MVA, 132/33kv Mobile transformer
LOT/IBEDC/SS/7:
  • Installation of 1x100MVA, 132/33kV at Ilorin (Sawmill) 132/33kV Transmission Station to relieve the overloaded 60MVA & 30MVA Transformer at the Station.
LOT/IBEDC/SS/8:
  • Completion of 2x60MVA, 132/33KV power transformers at Sagamu 2x30MVA, 132/33KV Transmission Station.
LOT/IBEDC/SS/9:
  • Installation of 3x132KV line bays and protection control panels at Iwo 132/33KV TS
Eligibility Requirements (Nigerian Companies)
Suitable Nigerian Companies are invited to participate in the pre-qualification exercise by submitting the following pre-requisite requirements:
  • Certificate of Incorporation with the Corporate Affairs Commission (CAC) in Nigeria with forms (C02 and C07).
  • Current Tax Clearance Certificate for the past three Years valid till Dec. 2019
  • Three years Company Audited Financial Statement for the period of 2018-2020 duly stamped by a registered Audit firm.
  • PENCOM compliance Certificate valid till 31st December 2021.
  • Industrial Training Fund (ITF) compliance Certificate Valid till 31st December 2021.
  • Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019.
  • NEMSA compliance Certificate valid till 31st December 2021.
  • For Joint Venture Partnerships, the Joint Venture Agreements must be signed by all the parties, a copy of which must be attached. In addition, all partners meet the above requirements.
Qualification Requirements




The under listed qualification requirements applies to Applicants, including joint ventures 
  • Minimum average Annual Construction turnover over the past three (3) years as shown below;
    • Two hundred and fifty Million Naira (NGN250, 000,000.00)
  • The Applicant shall demonstrate that it has access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements.
  • Evidence of Experience of at least two (2) projects of similar nature and complexity completely executed in the last five years, including final Taking-Over Certificates from clients.
  • Company Profile including:
  • Populated organizational structure and key professional staff with relevant experience on high voltage power lines and substations.
  • All equipment, materials and switchgear to be imported and used under the TCN/IBEDC must come from Manufacturers who have European Certification and or KEMA such that such can be shipped via Europe, and those from Americas, Japan should be pre-approved and accepted by us. Evidence of such Certification must be submitted along with the Pre-qualification Documents. Companies will not be allowed to change origin before and after submission of OEM.

Submission of Document
One soft and two hard copies of the documents are to be submitted. The names and mailing addresses of the applicant Companies must be clearly marked on the envelope(s) bearing the submissions. All the information requested for pre-qualification must be provided in English Language by all applicants.

Failure to provide information/supporting documents that are essential for the evaluation of applicant’s qualifications, or to provide timely clarification or substantiation of the information supplied, may result in disqualification of the applicant.





Completed pre-qualification Applications should be submitted in sealed envelopes clearly marked "APPLICATION FOR PRE-QUALIFICATION" for any of the following works stated above
