The Corporate Affairs Commission wishes to invite competent suppliers/companies to submit tender bids for the supply of the following:




The Corporate Affairs Commission was established by the Companies and Allied Matters Act (CAMA) of 1990 to regulate and supervise the formation, incorporation, registration, management and winding of companies in Nigeria.

Preamble
In compliance with the provisions of the Public Procurement Act 2007, the Commission hereby invites competent companies to submit bids for the following projects:

Description of the Supply

  • LOT 1:) Supply & Installation of Cassette Air conditioners
  • LOT 2:) Procurement of Operational Vehicles
  • LOT 3:) Supply & Installation of Generators
Eligibility Requirements
Prospective are required to submit the under listed requirements to be eligible to participate in this procurement:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Memoranda & Articles of Association, Forms CAC 7 & CAC 2 or Form CAC 1.1 (Certified True Copy)
  • Evidence of payment of up to date Annual Returns to CAC;
  • Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2018, 2019 & 2020) valid till 31st December, 2021.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 3 1/12/2021 or valid Certificate issued by BPP;
  • Sworn affidavit disclosing whether or not any officer of the relevant committees of the Corporate Affairs Commission or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars:
  • Company’s Audited Accounts for the last three (3) years (2018, 2019,2020);
  • Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Job Completion Certificates;
  • Lot 2: Only Companies included in the National Automotive Design and Development Council’s approved list of Local Manufacturers of Vehicles or their representatives should bid for Operational Vehicles;
  • Lots 1 & 3: Verifiable Letter of Authorization as representative of Original Equipment Manufacturers (OEM)
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and email address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorised officer of the firm.
Collection of Tender Documents




Interested companies are to collect the Standard Bidding Document (SBD) from the office of Director, Procurement located on the 5th floor of the main office building of the address stated below within the working hours of 9am-4pm (Mondays to Fridays) with evidence of payment of a non-refundable tender fee of Ten Thousand Naira Only (N10,000.00) paid into the Corporate Affairs Commission Remita account in any refundable commercial bank in Nigeria.

Opening of Technical Bids
Only the technical bids will be opened immediately after the deadline for submission at  at the Commissions Multi-Purpose Hall, 2nd Floor, of the address stated below, while the Financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the office of The Registrar Generals, 6th Floor Corporate Affairs Commission, Plot 420 Tigris Crescent, Maitama, Abuja, as the Corporate Affairs Commission will not be held liable for misplaced or wrongly submitted bids.

Application Closing Date
2:00pm (Nigerian Time) Tuesday, 31st August, 2021.

Submission of Tender Document
Prospective bidders are to submit both technical and financial bid for the desired Lot in two (2) hard copies with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". Note that the two financial & technical sealed envelopes should be put together in bigger sealed envelopes and addressed to:

Maitama, Abuja.

Envelope should be clearly marked with the Description of Procurement and LOT number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box at The Registrar General’s Office, 6th Floor on or before the closing date stated above.

General Information
  • Bids must be in English Language and signed by an official authorised by the bidder;
  • Bids submitted after the deadline for submission would be returned un-opened;
  • Bidders should not bid for more than one (1) Lot;
  • All costs will be borne by the bidders;
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
  • The Corporate Affairs Commission is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
