In line with BPP’S guideline and provision of the Public Procurement Act 2007, the Management of University of Nigeria Teaching Hospital Ituku-Ozalla Enugu hereby invites credible, competent and experienced Contractors and Service Providers to submit their technical and financial bids for the under-listed projects:
Project Description
Category A (Works):
- Lot 1w:) Construction of Endoscopic Surgery Building (Phase 1).
- Lot 2w:) Construction of Perimeter Fence for the Entire Hospital to Prevent Unauthorized Access and Protect Lives and Properties.
- Lot 3w:) Construction/ Provision of Hospitals/ Health Centers.
- Lot 4w:) Renovation of 35 Bedded Ward Hospital Building at Obukpa Nsukka Enugu State.
- Lot 5w:) Construction and Reticulation of Solar Powered Borehole at UNTH Obukpa Nsukka.
- Lot 6w:) Re-Roofing of Entire Hospital Complex from Asbestos to Aluminum.
- Lot 7w:) Construction of 1 No, Storey Building for Works Department(Phase 1).
- Lot 8w:) Construction of Perimeter Fence and 4 Two in One Bedroom Staff Quarters at Health Center Ogba Nkpologu in Uzo-Uwani LGA, Enugu State.
- Lot 9w:) Construction of 4 Two-in-One Bedroom Staff Quarters at Abbi Health-center in Uzo-Uwani LGA, Enugu State.

- Lot 15w:) Construction of 4 Two-in-One Bedroom Staff Quarters at Ohodo Health-center in lgbo Etiti LGA, Enugu State.
- Lot 16w:) Construction of 4 Two-in-One Bedroom Staff Quarters at Ukpata Primary Health-center of Uzo-Uwani LGA, Enugu State.
Category B (Supply):
- Lot 17g:) Purchase of Advanced Life-Support Ambulance for UNTH Obukpa Nsukka.
- Lot 18g:) Equipping and Furnishing of Administrative Block and Supply of Theatre Equipment in 5 Nos Theatre at UNTH, Enugu
Category C (Consultancy Service):
- Lot 19g:) Free Medical Outreach in Enugu North Senatorial District.
Eligibility Criteria
Interested and competent contractors, suppliers, and service providers/Consultants wishing to carry out any of the projects listed above are required to submit the following documents in their technical bids/proposal:
- Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1 .1 or CAC2 and CAC7.
- Evidence of Company's Income Tax Clearance Certificate for the last three 3 years (2018, 2019,2020) valid till 31st December, 2021.
- Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15)
- Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover)
- Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP
- A Sworn Affidavit disclosing whether or not any officer of the relevant committees of University of Nigeria Teaching Hospital or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
- Company’s audited account for the last three (3 years 2018,2019,2020)
- Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution the project when needed.
- Evidence of current licenses for all the medical personnel involved e.g Doctors, Pharmacist, Nurses, Laboratory Scientist etc. must be attached for (category C)
- Detailed Company Profile and Organization Structure with Curriculum Vitae of key staff to be deployed for the project execution, including copies of their Academic/Professional qualification such as COREN, ARCON, QSRBN, ARCON, NMA, etc. (Photocopies of Academic and professional Certificate attached).
- Verifiable documentary evidence of experience in at least three (3) of similar nature and complexity, executed in the last five (5) years including Letters of award, valuation certificates, job completion certificates and photographs of projects;
- Services: Evidence of Firm's current registration with relevant regulatory professional body(ies)
- For,Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
- All documents for submission must be transmitted in a signed covering/ forwarding letter typed in the company’s/firm’s letter head paper bearing among other things, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone numbers (Preferably GSM No.)and e-mail address. The letter head paper must bear the names and nationalities of the directors of the Company at the bottom page, duly signed by an authorized officer of the firm.
Collection of Tender Documents: Categories A & B
Interested bidders on presentation of an evidence of payment of a non-refundable tender fee of TEN THOUSAND NAIRA(N10,000) per Lot into the University of Nigeria Teaching Hospital Remita e-collectton Account in any Commercial Bank shall collect bidding documents (Standard Bidding Documents) between 9.00am and 4pm (Monday-Friday) starting from Monday 19 July, 2021 at the office of the Head, Procurement Department, UNTH, Ituku-Ozalla. Note that Consultants/Service providers interested in category C-Expression of interest (EOl) are not required to pay for bidding documents except when shortlisted for Request for Proposal (RFP).

Opening of Technical Bids and EOI

Technical bids will be opened publicly and immediately following the deadline for submission, at the UNTH Board Room, Ituku-Ozalla, Enugu, while the Financial Bids shall be kept un-opened. Please, ensure that you sign the Bid submission register at the office of the HOD, Procurement, as the management of University Nigeria Teaching Hospital, ltuku-OzalIa will not be held liable for misplaced or wrongly submitted bids. Category C Expression of interest (EOl) Consultancy Services:
Expression of interest (EOls) documents shall be opened immediately after the deadline for submission, at the UNTH Board Room, ltuku-Ozalla, Enugu.

Submission of Tender Documents
Category A & B: Invitation to Tender (Works and Goods)
Interested bidders are to submit their bids for each of the Lots desired; Two(2Nos,) hard copies (one original and one photocopy) for each of the technical and financial bids, then package them separately in sealed Bag envelopes clearly marked "Technical Bid" or "Financial Bid", also enclose a soft copy of the financial Bid prepared in MS Excel format. Thereafter put the two (2) sealed Bag envelops and the soft copy of financial Bid together in a bigger sealed envelope with the Project Name and Lot number of interest clearly written on the top right-hand corner, addressed to:

Furthermore, the reverse side of each sealed envelopes shall be written the names and addresses of the bidder and dropped in the designated Tender box at the office of the Head, Procurement Department, between 8am to 4pm daily.

Submission of EOl as per Category A&B above, except that the EOI should be packaged in one envelope and submitted
General Information
- Bids must be in English Language and signed by an authorised officer of the firm/company.
- Bids submitted after the deadline for submission shall be returned to the owner un-opened.
- Bidders are not allowed to Bid for more than (2) Lots
- All cost associated with bid submission shall be borne by the bidders.
- Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
- Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
- Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening,while the financial bids of un-successful bidders will be returned un-opened.
- Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals; The management of University of Nigeria Teaching Hospital is not bound to pre-qualify any bidder(s). and so reserves the right to annul the Procurement process at any time without incurring any liability(ies) in accordance to section 28 of the Public Procurement Act 2007.
- All bids documents shall be accompanied by duly signed submission letters in company letterhead papers. Any un-signed Bid(s) documents shall be disqualified.
- Bid(s) documents submitted shall be subjected to due diligence (registration with CAC, Tax clearance certificates, etc.)checks in accordance to the Public Procurement Act 2007)
- The award for all projects listed above is subject to budgetary releases from the Treasury Account under the FY2021 appropriation of the Federal Government of Nigeria.
