The Nigerian Institute of Advanced Legal Studies is inviting interested, competent and reputable contractors to submit tender documents for the following projects:




The Nigerian Institute of Advanced Legal Studies intends to execute some projects in the year 2021. Therefore, in compliance with section 25 of the Public Procurement Act 2007 the institute is inviting interested, competent and reputable Contractors to tender for the projects described below:

Scope of Works

Lot Number / Description of Projects / Locations:
  • Lot R1 / Construction of Administrative Block (Excavation and Filling) / Abuja
  • Lot R2 / Development of E-Learning Center / Abuja/Lagos
  • Lot R3 / Internet Library for Academic Research / Abuja/Lagos
  • Lot R4 / Digitization of Files and Records
  • Lot R5 / Renovation of Lecture Halls and Theatre
Eligibility Requirements
  • Certificate of incorporation with the Corporate Affairs Commission (CAC) with Certified True Copies (CTC) Articles and Memorandum of association Including Forms CAC2 and CAC7
  • Evidence of Company’s Tax Clearance Certificate for the Last three years (2018, 2019 and 2020); with minimum average turnover of N10, Million Naira.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2021 (applicable where number of staff in at least 5 or at least N50m turnover);
  • Evidence 0f current Nigeria Social insurance trust FUnd (NSITF) Clearance Certificate valid till 31st December, 2021;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of interim Registration Report (IRR) expiring on 31/12/2021 or valid certificate issued by BPP
  • A Current Sworn Court Affidavit disclosing that:
    • The company is not in receivership insolvent or bankrupt.
    • The company does not have any Director who has been convicted by any Court in Nigeria or any other Country for criminal offence in relation to fraud or financial impropriety.
    • Disclosing whether or not any officer of the relevant committees of the (Nigerian Institute of Advanced Legal studies or the Bureau of Public Procurement is a former or present Director; shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bids are true and correct in all particulars.
  • Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificate lob Completion Certificates and Photographs of the projects.
  • Company’s Profile wth the curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as TOPREC, COREN, ARCON, ESRV, CORBON, QSRBN etc. Certified true copies of registration with Association of Practicing Town Planning and Consultants and Town Planning Registration Council of Nigeria interested Companies are advised to have good understanding of Abuja Master Plan, and evidence of work experience with FCDA/FCTA. Name of principal partner who must be registered with TOPREC or COREN, ARCON, ESRV,CORBON and QSRBN.
  • Works: List of Plants/Equipment with proof of Ownership/Lease;
  • ALL documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as Issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities pf the Directors of the Company at the& bottom of the page, duly signed by the authorized officer of the firm.
  • Note: The hard copies of the Technical documents should follow the order as listed above and appropriately paged. The technical document should have a table of content indicating the pages  on which these items are to be found.
Collection of Tender Documents
Interested and qualified bidders are to collect Bid documents from NIALS Procurement Unit at Supreme Court Complex basement; Three Arms Zone Abuja from 9am -3pm, after payment of specified non-refundable Tender fee of (N10,000)per Lot, payable through Remita platform to account name: Nigerian institute of Advanced Legal Studies Account Number: 0020174861014.

Application Closing Date
12:00 noon Monday, 30th August, 2021.

Opening of Technical Bids
Only the technical bids will be opened immediately after the deadline for submission at NIALS Conference Room (325), Supreme court complex three arms zone Abuja.

Submission of Tender Documents
The Technical / Financial requirement should be sealed in a separate envelope and clearly marked "Technical Bid" while the Financial Bid should have another separate envelope sealed and clearly marked "Financial bid" the Technical documents should include the original and two clear photocopies arranged serially as listed in the requirement above. All documents should have ring binding and both envelopes should be sealed and placed in a third bigger envelope addressed with the appropriate projects title and Lot number at the top right corner on one side with the bidder’s name on the other side and at:

Additional Information
  • The Institute will not be responsible for any cost / expenses incurred by any interested party(ies) in connection with any response to this invitation or the preparation or submission in response to any inquiry
  • This advertisement shall not be construed as a commitment s a part of the institute to award any or all the above listed project.
  • Due diligence exercise shall be conducted to verify all claims made by bidders:
  • Bids submitted after the deadline for submission would be returned un-opened;
  • Bidders should not bid for more than one (1) Lot;
  • NIALS reverses this tight to verify any claims marked by any of the bidders.
  • presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bid Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation ln the areas of Anti-Corruption Transparency;
  • Bid documents can also be collected in soft copes and the bidders can submit through Post (Courier- Services);
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial  bids of un-successful bidders will be returned un-opened.
  • The Nigerian Institute of Advanced Legal Studies is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
