The Borno State Government through Ministry of Health under the Saving One Lives (SOML) program in compliance with the Borno State Bureau on Public Procurement Law 2019, wishes to invite suitably qualified Contractors to submit expression of interest upon payment of appropriate non-refundable fees to for the following work:
Scope of Work
- Lot / Description of Work
- Lot 1 / Procurement of Drugs for Drug Revolving Fund Scheme
- Lot 2 / Provision of Basic Medical Equipment to the seven (7) Newly constructed Primary Health Centers
- Lot 3 / Construction of Peri-Meter Fence & Staff Quaters of the seven (7) newly Constructed Health Center
- Lot 4 / Supply and Installation of Solar Power Energy to the seven (7) Newly Constructed Health Center
- Lot 5 / Procurement of Long Lasting Insecticide Net (LLINS)
- Lot 6 / Procurement of 2,663 Long Lasting Test Kit with other items
- Lot 7 / Construction of 6 flats of 2 Bedroom of 1 Block at General Hospital Benisheik
Eligibility Requirements
- Evidence of registration with Corporate Affairs Commission, including Certified True Copy (CTC) of Memorandum and Article of Association form CAC 02 & CAC 07.
- Evidence at Valid Registration with Borno Slate Bureau on Public Procurement and payment of relevant fees
- Evidence of Company's Income Tax Clearance Certificate (TCC) (or the last three years.
- Evidence of PENCOM (Current Pension Clearance Certificate)
- Evidence of Current Nigeria Social insurance Trust Fund (NSlTF)Clearance Certificate
- Audited financial Report and Account for the last three years.
- Verifiable Documentary Evidence of at least three (3) similar works successful/ongoing project, including lettler of Award, Contract Agreements. job completion certificates and photographs/videos of the project
- Company’s Profile, with Curriculum Vitae of relevant professionals to be deployed for the project
- Sworn Affidavit from court of competent jurisdiction in Nigeria. disclosing as follows:
- That the company is not in receivership
- Compliance with Pubic Procurement Law, 2019.
- Thai the Director(s) has/have never been convicted by any court of law
Collection of Tender Documents
Interested Bidders may collect tender documents from Director Planning Research and Statistics (DPRS) of the Ministry upon payment of appropriate non-refundable Tender fees from 20th July. 2021 to 9th August, 2021.

Submission of Tender Documents
Completed Technical and Financial bids should be submitted in two (2) different envelopes labelled Technical Bid and 'Financial Bid' respectively with the company name indicated at the back of the envelop. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) Bid addressed to:

Musa Usman Secretariat,
Maiduguri.
Bidders are to ensure that they sign all pages of the Bidding Documents
Note
- Tenders submitted after the deadline of submission will be rejected
- Borno State Ministry of Health is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 30 at the Borno State Public Procurement Law, 2019.
- Any lender that does not comply with the above requirements or any form of Deviation from the requirements will be rejected.
