The Federal Neuropsychiatric Hospital Aro, Abeokuta, invites seasoned and qualified security firms to indicate interest by submitting EOI documents for the following works:




The Federal Neuropsychiatric Hospital, Aro, Abeokuta was established in 1944 as an Asylum to render rehabilitation services to Soldiers that were wounded during the Second World War.

By 1954, it became a full-fledged Hospital for the provision of Mental Health Services, Training and Research in Mental Health and Neurosciences. The Hospital was finally taken over by the Federal Government of Nigeria In 1979 through Decree 92 of 1979.

Title: Expression of Interest for Security Services

Preamble
In compliance with the Provisions of the Public Procurement Act (2007), the Hospital requires the services of seasoned and qualified Security Firm to be engaged as outsourced Security Service Provider in both Aro and Lantoro Annex of the Hospital.

Scope of Service
  • General Security Services at Aro and Lantoro Annexe of the Hospital;
  • The tenure is one (1) year in the first instance, renewable annually subject to satisfactory performance.
Eligibility Requirements
interested firms should submit two (2) bound Expression of Interest (EOl) documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:




  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7.
  • Evidence of Firm’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021.
  • Evidence of current Pension Compliance Certificate valid till 31st December. 2021.
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021:
  • Evidence of Firm’s registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31st December, 2021 or valid Certificate issued by Bureau of Public Procurement (BPP)
  • Evidence of the Firm’s Registration with/Certification by relevant Government Security Agencies e.g. Nigerian Security and Civil Defence Corp (NSCDC);
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Neuropsychiatric Hospital, Aro, Abeokuta or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct In all particulars;
  • Company’s Audited Accounts for the last three (3) years (i.e. 2018,2019 and 2020)
  • Evidence of Financial Capability to carry out the services by submission of Reference letter from reputable Commercial Bank indicating willingness to provide credit facility for the execution of the job when needed;
  • Company Profile with the Curriculum Vitae of key staff to be deployed for the service, including copies of their Academic/Professional qualifications;
  • Verifiable documentary evidence of at least three (3) similar services carried out in the last five (5) years at any Government Agency including Letters of Awards and Photographs of the services carried out;
  • All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s Letter Head bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.) and e-mail address. The Letter Head must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorised officer of the firm

Opening of EOI Documents
The Expression of Interest (EOI) documents will be opened immediately after the deadline stated above in: the Boardroom, Postgraduate Building, Federal Neuropsychiatric Hospital, Aro, Abeokuta. Please, ensure that you sign the Bid Submission Register in:

Submission of EOI Documents
Interested firms are to submit two (2) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to:
The Provost and Medical Director,
Federal Neuropsychiatric Hospital,
P.M.B. 2002, Aro,
Abeokuta.
And clearly marked with "EOI FOR SECURITY SERVICES”".

Furthermore, the reverse of each sealed envelope should have the name and address of the Bidder and dropped in the designated Tender Box located at the Office of the Provost and Medical Director.





General Information
  • Expression of Interest (EOl) must be in English Language and signed by an official authorized by the Bidder.
  • Expression of Interest (EOl) submitted after the deadline for submission will be returned unopened
  • All costs will be borne by the Bidders.
  • Only shortlisted Bidders will be contacted at a later date for collection of Request for Proposals.
  • Presence of bidders/representatives and members of the Public shall not be required during the bid opening exercise in compliance with COVID-19 Guidelines.
  • The Federal Neuropsychiatric Hospital, Aro. Abeokuta is not bound to shortlist any Bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
