The Malaria Consortium Nigeria invites capable and competent printing service providers to send RFP documents to tender for the following works:

Preamble
It is the intent of this RFP to secure competitive proposals from capable printing services providers to provide printing services to Malaria Consortium Nigeria during the 2021 SMC campaign in Borno State.

Please note that award will be made per line item, with table 1 below showing the Item specifications for each tool. Bidders are to bid for the cost of production and deliveries to Dutse, in Jigawa State.

RFP Mandatory Criteria
To be considered eligible for evaluation, the organization must be registered with CAC and must have agreed to be compliant to Malaria Consortiums Policies. Any Bid Not Meeting the Mandatory Criteria listed below will not be evaluate
  • Mandatory criteria in the BRD (non-adherence disqualifies a bid from further consideration)    
    • Completed Bidder Response Document (BRD) inclusive of pricing proposal in specified template    
    • Signature to confirm compliance with Malaria Consortiums Policies    
    • Provision of Tax clearance certificates for the last three years    
    • Copy of business registration documents (proof of legal operation in the country of registration)    
    • Letter of sound financial standing from financial institution related to award  
RFP Evaluation Criteria  
Proposals will be evaluated based on clarity and completeness of presentation.
  • Award will be made per line item based on the technically acceptable proposal with the lowest evaluated price.
  • Bidders who satisfactorily meet the preliminary and mandatory requirements set out in this request for proposal will be required to submit sample of tools. Note- Vendors are to bear the cost of printing these samples. 
  • Bidders must score a minimum of 60% before being considered for submission of sample.

  • Bids submitted after the deadline will NOT be accepted.
  • Questions must be sent by email to: tenders@malariaconsortium.org with the following bid reference in the subject: "REF NO: MC-NG-CHIPS-JGW-2021-001- IT".
  • All questions must be sent in latest by Monday, 2nd August, 2021 at 5pm WAT.

Payment Terms
  • Malaria Consortium will make payment within 30 days after presentation of certificate of completion note/signed waybills/Goods Received Notes and invoice outlining any deductions for loss, damage or late delivery.
  • All payments shall be made in (Nigerian Naira) by bank transfer within 30 days of receipt of valid documentation
  • Payment will be net of tax deduction in accordance with Nigeria tax Laws. Malaria Consortium is VAT exempted but it is mandated to make tax deduction and remit same to relevant tax authority in Nigeria. All vendors are subject to withholding tax deductions. 
Administrative Information
  • It is the intent of this RFP to secure competitive proposals from capable printing services providers to provide printing services to Malaria Consortium Nigeria.
  • This RFP includes;
    • The RFP document
    • The Bidder Response Document (BRD)
  • Malaria Consortium shall notify the winning bidders in writing.Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor.
  • Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid deemed to be in the best interest of Malaria Consortium, and is not bound to accept the lowest priced bid submitted.
  • Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its best interest. 
  • The award criteria shall be based on the proposals overall response and “value for money” while taking into consideration donor and internal requirements and regulations.  The award will be determined by a committee of Malaria Consortium employees.
  • The successful vendor shall receive a contract and deliver the service. The contract can be extended upon agreement by both parties.  
  • The language for communications and required documents will be in English.
General Information
  • The Supplier shall not use the Customer’s name, branding or logo other than in accordance with the Customer's written instructions or authorisation.
  • The Supplier may not assign, transfer, charge, subcontract, novate or deal in any other manner with any or all of its rights or obligations under the Contract without the Customer’s prior written consent.
  • Any notice under or in connection with the Contract shall be given in writing to the address specified in the Order or to such other address as shall be notified in writing from time to time.  For the purposes of this Condition, "writing" shall include e-mails and faxes.
  • If any court or competent authority finds that any provision of the Contract (or part of any provision) is invalid, illegal or unenforceable, that provision or part-provision shall, to the extent required, be deemed to be deleted, and the validity and enforce ability of the other provisions of the Contract shall not be affected.
  • Any variation to the Contract, including the introduction of any additional terms and conditions, shall only be binding when agreed in writing and signed by both parties.
  • The Contract shall be governed by and construed in accordance with English law. The parties irrevocably submit to the exclusive jurisdiction of the courts of England and Wales to settle any dispute or claim arising out of or in connection with the Contract or its subject matter or formation.
  • A person who is not a party to the Contract shall not have any rights under or in connection with it.
