The Hydrocarbon Pollution Remediation Project (HYPREP) invites suitable and experienced contractors, Consultants and service providers with accountable expertise to indicate interest by submitting EOI and Tender documents for the following works:




HYPREP was established under the Federal Ministry of Environment to achieve the under listed objectives in Ogoniland and other impacted communities:
  • To determine the scope, means and modalities of remediation of soil and ground water contamination in impacted communities as may be recommended by HYPREP Governing Council and remedy them
  • To enhance local capacity for better environmental management and promote awareness of sound environmental management as well as ensure livelihoods and sustainable development
  • To ensure security and promote peace building efforts in impacted communities
  • To strengthen governance, transparency and accountability in the region.
The Federal Government of Nigeria (FGN), through the Hydrocarbon Pollution Remediation Project (HYPREP) of the Federal Ministry of Environment as part of its commitment to implement the recommendations of the United Nations Environmental Program (UNEP) Report on Environmental Restoration of Ogoniland, wishes to procure various works, goods and services in the 2021 financial years

Preamble
Consequently. HYPREP hereby invites suitably qualified Contractors, Consultants and Service Providers with relevant experience, capacity, and expertise to submit Expressions of Interest (EOl) for the provision of Services and Tenders for Works and supply of goods as listed below:

Scope of Works
The scope of works and services to he provided are categorized in the various lots below:

Provision of Consultancy and Non-Consultancy Services




  • LOT A1:) Engagement of Civil Security Guards at the HYPREP Office premises.
  • LOT A2:) Engagement of Civil Security Service Provider for Recruitment of 500 Community youth for provision of Security at the various HYPREP sites in Ogoniland.
  • LOT A3:) Engagement of Service Provider of Cleaning and Waste Management at HYPREP Offices
  • LOT A4:) Engagement of Service Provider for the provision of Drivers for HYPREP Project vehicles
  • LOT A5:) Procurement of Vehicle Insurance Service provider 
  • LOT A6:) Engagement of External Auditor for HYPREP
  • LOT A7:) Procurement of Consultancy Services for Detailed Hydrocarbon and Hydrological Investigation of Ogoniland for Sources of Sustainable Water Supply Scheme.
  • LOT A8:) Procurement of Services for Sundry Training's to Enhance the Entrepreneurial Skills of Ogoni Women, Men and Youths.
  • LOT B1:) Supply of Laptops computers
  • LOT B2:) Supply of Desktop Computers Monitors, Projectors, Printers and Accessories.
  • LOT B3:) Supply of Environmental Surveillance and Monitoring Equipment
  • LOT B4:) Supply of Office Furniture and Equipment.
  • LOT B5:) Supply of Field Equipment and Accessories.
  • LOT B6:) Supply of Personal Protective Equipment (PPE)
Procurement of Goods
  • LOT C1:) Perimeter fencing of center of Excellence for Environmental Restoration (CoEER) at Bori
  • LOT C2:) Expansion and equipping of Procurement document storage room at Annex Building
  • LOT C3:) Procurement and Installation of CISCO Video Conferencing Solution
  • LOT C4:) Procurement and Installation of Data Center.
  • LOT C5:) Procurement and installation of GIS Works-Station.
  • LOT C6:) Procurement and Installation of (120KV4., 30 KVA, and 15KVA Generators.
  • LOT C7:) Supply and installation of Accounting Software including Training.
  • LOT C8:) Procurement and Installation of Security Network Infrastructure and LAN Cabling with Fiber Connectives.
Mandatory Requirements
Applicants are required to submit the following Information/Documents to demonstrate their possession of the required personnel, experience. technical and financial capacity necessary for the assignments:
  • Evidence of Certificate of Incorporation/Registration with Corporate Affairs Commission including form C02 and form C07  where applicable
  • Evidence of Income Tax Clearance Certificate for the last Three (3 years, valid till 31st December 2021.
  • Evidence of current PENCOM Compliance Certificate valid till 31st December 2021
  • Evidence of Industrial Training Fund (ITF) Certificate of Compliance valid till 31st December 2021;
  • Evidence of Nigerian Social Insurance Trust Fund (NSITF) Certificate of Compliance valid till December 31st 2021;
  • Evidence of registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31st December 2021 or valid Certificate issued by the Bureau of Public Procurement (BPP),
  • Company's Audited accounts for the last three years (2018, 2019 & 2020), where applicable.
  • Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
  • Details of at least three (3) past experiences in similar jobs done in the last five (5) years, providing client references, Award letters, Valuation/Job Completion Certificate, accompanied with full client contact information and authorization for ease of verification.
  • Company profile with complete curriculum Vitae of key professional/technical staff detailing experience and expertise relevant to the assignment, including current contact information (telephone nos., email address) and copies of academic qualification, professional Certificates, and current practice licenses where necessary
  • Sworn affidavit to disclose that:
    • No officer of relevant committees of the Hydrocarbon Pollution Remediation Project (HYPREP) or the Bureau of Public Procurement (BPP) is a former or present Director. Shareholder or has any pecuniary interest in the company
    • All information presented in its bid are true and correct in all particulars
    • The Company or none of its Directors is bankrupt or in receivership or has been convicted of any criminal offence in any court ofjustice in Nigeria.
  • Evidence of Registration with the Nigeria Security and Civil Defense Corps Minimum Category "B" License(for LOTS A1 & A2 only).
  • Evidence of Firm registration with Institutes of Chartered Accountant of Nigeria (ICAN) or Association of National Accountants of Nigeria (ANAN) (for LOT A6 only).
  • Evidence of Current registration of Firm and its principal officers with the Financial Reporting Council of Nigeria (FRCN) valid till 31st December 2021 (for LOT A6 only).
  • Participating Firms should be Accredited with the Office of the Auditor General for the Federation. (For LOT A6 only).
  • Evidence of registration with the National Information Technology Development Agency (NITDA) (for LOTS B1,B2,C3,C4,C5,C7 and C8)
Preparation of Bid Documents
Bidders are required to prepare two (2) hard copies and one (1) soft copy (on flash drive) with the required information/documentation arranged in the order in which they appear  above. with place dividers to separate each section.
Completed documents should be sealed in a brown envelope and appropriately marked with "Lot No, and Title of the Project, with the name of the responding company, at the top right-hand corner, and addressed to:

The Letter Head paper must bear the names and nationalities of the Directors of the company at the bottom page and duly signed by the chief executive or an authorized officer of the Firm

  • HYPREP may verify any or all documents and claims made by applicants and shall disqualify any Consultant/Firm whose claims are found to be false.
  • Firms who have worked for any MDA and have history of poor performance, abandonment, termination or prolong contract period need not apply.
