The Nigerian Civil Aviation Authority (NCAA) invites experienced and competent contractors with relevant experience to indicate interest by submitting EOIs and tender documents for the following works:

Nigerian Civil Aviation Authority is the regulatory body for aviation in Nigeria. It became autonomous with the passing into law of the Civil Aviation Act 2006 by the National Assembly and its assent by the President of the Federal Republic of Nigeria. The Act not only empowers the Authority to regulate Aviation Safety without political interference but to also carry out oversight functions of Airports, Airspace, Meteorological Services, etc as well as economic regulations of the industry.

Preamble

The Nigerian Civil Aviation Authority (NCAA), a Parastatal under the Federal Ministry of Aviation (FMA) in pursuance of its statutory oversight functions and in compliance with Public Procurement Act, 2007, intends to carry out the Procurement of Goods, Works and Services under its 2021 Internally Generated Revenue (IGB) budget.

The Authority therefore invites all experienced and competent Contractors, Suppliers and Consultants/Service providers with relevant experience for consideration for the execution of the following projects:

Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and Form CAC7 Business Name is also acceptable for Services
Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name valid till 31st December 2021
Evidence of Pension Clearance Certificate valid till 31st December, 2021
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021
Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigerian Civil Aviation Authority or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true nd correct in all particulars.
Company's Audited Accounts for the last three years (2018, 2019,2020);
Reference Letter from any reputable commercial bank in Nigeria, indicating. willingness to provide credit facility for the execution of the project when needed
Company’s profile, which should include names, qualifications and experience of key personnel with copies of Academic / professional qualifications such as COREN, ARCON, CORBON, etc.
Verifiable documentary evidence of at least three (3) similar contract. of not less than Thirty Million Naira(N30,000,000 00) successfully completed/on-going within the last five (5) years including copies of letters of Award, certificates of Completion and Photographs where applicable.
For Consultancy Services: Evidence of Firm's current Registration issued by relevant regulatory professional body (ies).
For ICT Jobs: Evidence of registration/ accreditation with computer professional Registration Council of Nigeria and National Information Technology Development Agency (NITDA)
For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufactures (OEMs)
For Cleaning Services: Evidence of Firm's current registration with Environmental Health Officers Registration Council (EHORECON)
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address,Telephone Number (preferably GSM No) e-mail address.The Letterhead Paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page duly signed by the authorised officer of the firm.

Technical and Financial Bids are to be submitted in two (2) hard copies A4 paper size and neatly bound. Technical bids shall be arranged in the order listed under eligibility requirements and clearly separated by dividers.
Soft copies of the financial bids should also submitted in a flash drive in MS Excel.
Bid documents must be sealed in two distinct envelopes with inscription of the project name and Lot No. The bidders company name must be clearly written at the top left corner of the envelopes separating technical financial bids.

Submission of EOI Documents (Consultancy Services)

interested firms are to submit two (2) bound Expression of Interest (Eol) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated under ‘eligibility requirements and clearly marked (the name of the project and the Lot number).

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in designated Tender Box provided at the Lagos Regional Office Aviation House, lkeja Lagos.

General Information

NCAA reserves the right to verify the authenticity of any claims made on the documents submitted by bidders.
Bidders are required to scan their bids and sign bids return register located at the security duty post before submission. Failure to comply with this security arrangement may disqualify bidder(s).
Please note that NCAA will not be held liable for misplaced or wrongly submitted bids.
Failure to submit any or all eligibility requirement(s) documents shall automatically result in disqualification.
NCAA reserves the right to reject any or all documents submitted by the bidders.
Originals of all the documents submitted must be produced for sighting at any time requested. -
All submissions must be in English language and should be very dear on the areas of specification and lot of interest
The award of contract for any lot is subject availability of funds. The Authority reserves the right to prioritize the implementation of its projects.
Bidders are NOT allowed to bid for more then one(1) lot.
In all correspondences, please quote the reference number "REF No: NCAA/DG/PROC/010/021.
Bidders are excused from the bid opening, which will be attended by officials of private sector professional organisation and CSOs in the areas of anti corruption/transparency. The event will be fully captured on video and can be provided to bidders on request;
Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post(Courier Services)
Goods &Works: Only pre-qualified bidders at technical evaluation will be invited for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened,
Services: Only shortlisted firms at EOls evaluation will be invited at a later date for collection of Request for Proposals.
The list of the successful and unsuccessful bidders shall be pasted on the notice board at NCAA Corporate Headquarter Abuja and Lagos Office respectively.
NCAA is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
