The Office of The Accountant-General of the Federation invites reputable contractors and eligible firm's to indicate interest by sending tender documents for the following projects;




The Accountant General of the Federation is the administrative head of the treasury of the Federal Republic of Nigeria. The office holder is often appointed by the President of Nigeria to serve a four years term in accordance with the constitution of the federal republic of Nigeria

Preamble
The Office of Accountant-General of the Federation, Treasury House Garki II, Abuja is desirous of implementing its various projects in the 2021 Appropriation Act and is therefore, inviting reputable and qualified firms to bid.

Scope of Works
  • Lot 1/ Construction of Oflice building Extension at Treasury House, Garki, Abuja.
  • Lot 2/ Construction of new Federal Pay Office at Minna, Niger State
  • Lot 3/ Construction of new Federal Pay Office at Port Harcourt, River State
  • Lot 4/ Construction of new Federal Pay Office at Kaduna, Kaduna State
  • Lot 5/ Construction of new Federal Treasury Academy Lecture Theater, FCT Orozo,Abuja.
Eligibility Requirements
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1. 1 or CR2 and CAC7;
  • Evidence of Company’s income Tax Clearance Certificate for the last three (3) years valid 31st December, 2021; with minimum average annual turnover of at least N500 million for Lot 1, and N200 million for other Lots;
  • Evidence of current Pension Compliance Certificate valid till 31st December, 2021;
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2021;
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by 8FF;
  • Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Office of Accountant-General of the Federation or the Bureau of Public Procurement is a former or present Director, shareholdar or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • Company’s Audited Accounts for the last three(3) years (2018, 2019 & 2020) with turn over which correspond with those in Tax Clearance Certificate;
  • Evidence of 2% Bid Security of total contract sum in respect of LOT 1 only;
  • Reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
  • Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, OSRBN, ARCON, CORBON, SURCON etc.;
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificate and contract agreement signed;
  • List of Plants/Equipment with proof of Ownership/Lease Agreement with starting and expiring date;
  • For Joint Venture/Partnership, Memorandum of Understanding (M0U) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV(partner)
  • All documents for submission must be transmitted with a covering/forwarding letter under the company’s/Firm’s letter head paper bearing amongst others, the registration number (RC) as issued by the Cooperate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The letterhead paper must bear the names and nationalities of the Directors of the company at the bottom of the page,duly signed by the authorized officer of the firm.
Collection of Tender Documents
Interested companies are to collect the Standard Bidding Document (SBD) upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) only per Lot using the Central Bank of Nigeria payment on Remita platform through the CBN.





Opening of Technical Bids Date
12:00 noon Monday, 30th August, 2021.

Only the technical bids will be opened immediately after the deadline for submission at:
OAGF Conference room,
3rd Floor, Treasury House,
Garki II, Abuja.

while the financial bids will be kept un-opened. Please ensure that you sign the Bid submission Register in the office of Director, Procurement, 1st floor, Treasury house, office of the Accountant General of the Federation Garki II, Abuja.





Application Closing Date
12:00 noon Monday, 13th September, 2021.

Submission of Tender Documents
Prospective bidders are to submit bid to each of the Lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". 
Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:
The Accountant General of the Federation,
Treasury House,
Garki, Abuja.




And clearly marked with the name of the project and the Lot number.

Furthermore, the reverse of each sealed envelope should bear the Name and Address of the bidder and drop in the designated tender box at the Director, Procurement Office
Note: The Office of the Accountant General of the Federation will not be held liable for misplaced or wrongly submitted bids. For further enquiries, please contact the Director, Procurement, 1st floor, Office of the Accountant General of the Federation, Treasury house, Garik II, Abuja on or before 12:00 noon on Monday, 13 September, 2021.

General Information
  • Bids must be in English Language and signed by an official authorised by the bidder.
  • Bids submitted after the deadline for submission would be returned un-opened.
  • Bidders should not bid for more than two (2) Lots, otherwise the Company will be disqualified.
  • All costs will be borne by the bidders as the Office of the Accountant General will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation.
  • Presence of bidders/representatives and members of the public shell not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption Transparency;
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
  • Only pre-qualified bidders at technical evaluation will be invited at a later data for financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened.
  • The Office of the Accountant-General of the Federation is not bound to pm-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007,
  • Non compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process.
