The Federal College of Education (Technical), Akoka (formerly National Technical Teachers College) is a Nigerian technical tertiary institution located in Akoka, a suburb of Yaba in Lagos.
Founded in 1967 by the Federal Government of Nigeria, the institution was founded with the aim of "grooming and producing teachers in technical, vocational and commercial academic disciplines".
The Federal College of Education (Technical), Akoka is approved by the National Universities Commission and offers the award of Nigeria Certificate in Education (NCE) and undergraduate first degree courses in technology education, having affiliated to the Federal University of Technology, Minna.

Preamble
In compliance with the Public Procurement Act 2007, The Federal College of Education (Technical) Akoka, Lagos State hereby invites interested, competent, reputable and qualified companies with history of timely delivery of projects and supplies to submit their BIDS for the under-listed Projects:
Lots / Description of Projects:
- Lot 1 / Procurement of Diesel
- Lot 2 / Procurement of Stationeries & Consumables
- Lot 3 / Procurement of Furniture
- Lot 4 / Procurement of Electrical Electronics
- Lot 5 / Printing of Non-Security documents
- Lot 6 / Printing of Non-Security documents
- Lot 7 / Printing of Non-Security documents
The scope of works and the specifications will be contained in the Standard Bidding Documents (SBD) to be issued to bidders in respect of each project.
Eligibility Requirements
Interested Companies/ Firms are required to submit the following:
- Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC and CAC7;
- Evidence of Company Income's Tax Clearance Certificate for the last three (3) years (2018, 2019 & 2020)
- Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
- Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least Nsom turnover);
- Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
- For Supply of Equipment: Evidence of Authorisation as representative of the Original Equipment Manufacturer (OEM)
- Sworn affidavit disclosing the following:
- That the company is not in receivership, insolvent or bankrupt
- That the company does not have any Director who has been convicted in any court in Nigeria or any other country for criminal offence in relation to fraudulent financial impropriety.
- disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical) Akoka Lagos or the Bureau of Public Procurement is a forme or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years with Job Award letters, Completion Certificates and Photographs of projects
- Un-abridged Company's Audited Accounts for the last three (3) years -(2018, 2019, & 2020)
- Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
- Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications.
- All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letterhead Paper bearing amongst others, the Registration Number(RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Please note: The photocopy of the original certificates issued (from a-f) on the above claims are essential.
Collection of Tender Documents
Interested Bidders are to obtain Standard Bidding Documents (SBD) from the Procurement Unit, Federal College of Education (Technical), Akoka-Lagos, after payment of non-refundable fee of N10,000 per Lot into Federal College of Education (Technical), Akoka-Lagos via REMITA (
www.remita.net) and obtaining receipt at the Bursary Department.
Opening of Technical Bids
Only the Technical Bids will be opened immediately after the deadline for submission stated below in the College Academic Board Hall, while the Financial Bids will be kept un-opened.
Please, ensure that you sign the Bid collection and Submission Register in the Procurement Unit, as the Federal College of Education (Technical), Akoka - Lagos will not be held liable for misplaced or wrongly submitted bids.
Application Closing Date
12:00 noon Monday, 13th September, 2021.
Submission of Tender Documents
Bidders are to submit bid for each of the Lot desired, two (2) hard copies and one (1) copy each of the Technical and financial bid with soft copy of Financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid or Financial Bid”.
Thereafter, put the two sealed Envelopes together in a bigger envelope addressed to the
Head of procurement,
Federal College of Education Technical,
Akoka-Lagos.
And clearly marked with the name of the project and Lot number.
Furthermore, the reverse of each sealed envelope should bear the name and address of the Company and should be deposited in the Tender Box at the Procurement Unit.
General Information
- Bids must be in English Language and signed by an official authorised by the bidder.
- All submitted documents may be referred to relevant agencies for verification.
- All documents/information required must be paginated, submitted in the Sequence/order as listed in the requirements above.
- A firm can only bid for one (1) Lot;
- All cost will be borne by the bidders.
- Bids submitted after the deadline for submission would be returned un-opened.
- This advertisement shall not be constructed as a commitment on the part of the establishment nor shall it entitle a bidder to make any claim and/or seek any indemnity from the Federal College of Education (Technical), Akoka by virtue of such bidder having responded to the advertisement.

- Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
- Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
- Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
- The FCE (T) Akoka is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
