The Economic Community of West African States (ECOWAS) invites duly registered travel agencies in the country to submit a sealed bid for the following works:
Economic Community of West African States (ECOWAS) - Established on May 28th, 1975 via the treaty of Lagos, ECOWAS is a 15-member regional group with a mandate of promoting economic integration in all fields of activity of the constituting countries.
Considered one of the pillars of the African Economic Community, ECOWAS was set up to foster the ideal of collective self-sufficiency for its member states. As a trading union, it is also meant to create a single, large trading bloc through economic cooperation.

Title: Invitation for Bids for the Recruitment of a Travel Agency for Ecowas Commission
Preamble
The ECOWAS Commission , within the framework of the execution of its 2021 budget, intends to carry out the Recruitment of a Travel Agency with proven expertise to process various aspects of official travels, including but not limited to airline ticketing, hotel reservations, travel advisory, assistance with formalities related to the shipment of human remains, and other travel related services.
The main objective is to provide travel management and related services at the lowest cost for Staff Members and for their dependents (for purposes of official and non-official travels) and Consultants, Government Officials and Participants attending meetings or on official business for ECOWAS Commission.
Scope of Work
The ECOWAS Commission now invites Travel Agencies duly registered in the Country of Origin to submit sealed bids for the Recruitment of a Travel Agency for ECOWAS Commission (one lot).
Travel Agencies within ECOWAS Member States not registered and operating in Nigeria must have a local partner duly registered and licensed to operate in Nigeria.
This is necessary because only Nigerian-based Agencies can issue airline tickets such as:
British Air Ways, Lufthansa, Emirates, and few others at affordable fares, given that most of the Commissions’ travels originate from Nigeria.
Note: Travel Agencies outside the ECOWAS Region shall be required to come into partnership or joint venture ship with Travel Agencies from ECOWAS Member States, as well as have a local partner duly registered and licensed to operate in Nigeria, to qaiifv them to participate in this Tender.

- The Bidding Document is available for all interested Travel Agencies at the Procurement Division, Directorate of General Administration, ECOWAS Commission located at First (1st) Floor at the address mentioned above.
- A complete set of Bidding Documents (English or French) can be obtained by interested Travel Agencies upon Submission of a written application addressed to the Directorate of General administration and upon payment of a non-refundable fee of Two Hundred US Dollars (US$ 200) or its equivalent in a free convertible currency acceptable to ECOWAS, in cash or by check and in the order of ECOWAS Commission.
- For Bidders outside Nigeria, the Bidding Document can be mailed to interested Bidders upon payment (by transfer) of a non-refundable fee of Two hundred US Dollars (US$ 200) only to the ECOWAS Commission (transfer charges born by the bidder)

Opening of Bids
Bids will be opened in the presence of bidders/representatives who may choose to attend (online session), on September 29, 2021 at 12.00 noon local time (GMT + 1).

Submission of Bidding Documents
Bids (1 Original and 3 copies) shall be deposited in the ECOWAS Tender Box located at the:

Bids should be clearly marked "Recruitment of a Travel Agency for the ECOWAS Commission" and should comprise of a technical proposal, in line with the description of services, and a financial proposal, exclusive of taxes but including all services charges and discounts supported or offered by the Travel Agency.
Important Information
- Bids shall be valid for 120 Days from the deadline of submission.
- Bids must be accompanied by an Original Bid Security (bank guarantee or insurance bond) of One hundred thousand US Dollars only ($100, 000) or its equivalent in a free convertible currency acceptable to ECO WAS.
- NB: This Bid Security must remain valid for Twenty-eight (28) days after the expiration of the bid validity period which brings the total bid security validity period to 148 Days.
- If the Banking Institution issuing the Bank Guarantee is located outside the fifteen (15) Member. States of ECOWAS, that financial institution must have a partner Financial Institution located in one of the fifteen Member States to make it enforceable. Bidders are invited to strictly follow this instruction.
- Please note that electronic submissions are not accepted and will not be evaluated.
