Preamble
The Benue State Government, under the leadership of His Excellency, Samuel Ortom, and the Benue State Council on Privatization and Commercialization under the Law of 2010 No. 3 which came into effect on the 27th of September 2010, with the mandate to privatize/commercialize Government owned companies have approved the sale/concession of the following companies to prospective investors through a Competitive Bidding process:

Eligibility Requirements
- Applicants are expected to be local/international investors with a proven track record in ownership and operation of such companies.
- In case of a consortium of investors at least one of the consortium members must be an experienced operator (the "Technical Partner").
- The Technical Partner shall be responsible for providing operation, maintenance, and management services under a long-term agreement.
- Bidders that include companies owned by indigenes of Benue State in their consortium will have an added advantage.
Method of Application
Prospective bidders should register their interest in writing on the company letterhead duly signed by the authorized person. The original should be submitted in person or mailed to the Council's address. The interest letter should also include at least the following information:
- Full name of the Prospective Investor postal/contact address, telephone/mobile, email, and contact person.
- Description of main business activity, technical and operational capabilities, number of years in the chosen sector, and local and international experience in the sector.
- Evidence of ample financial resources and technical and operational capabilities not only to run the plant efficiently but also to improve the plant thus enhancing financial and economic value to the company and Nigerians in general:
- Ownership structure of company:
- Name(s) of major shareholders and percentage shareholdings
- Audited financial statements for the past three (3) years and most recent management accounts if available.
- Composition and profile of management team showing qualification and years of experience in the chosen sector.
- Record of successful investment and technical management in the chosen company.
Application Closing Date
4:00pm Thursday, 14th October, 2021.
Submission of Document (EOI)
An original and five (5) other printed copies of Expression of Interest and one digital copy in PDF format stored on a readable digital media, contained in one sealed envelope and the cover of the envelope clearly marked with the name of the Prospective Investor shall be delivered by hand to the undermentioned name and address clearly marked "EOI (Company Name of interest) Transaction" at the top right-hand corner at the Office of the Honorable Commissioner for Industry and Cooperatives, Benue State Secretariat, Makurdi:

Upon receipt of Expressions of Interest from Prospective Bidders, the Council, shall evaluate and pre-qualify bidders. Only short-listed bidders shall be contacted. Thereafter, pre-qualified Prospective Investors will be issued a Request for Proposal (RFP) and other Bidding Documents upon the payment of a non-refundable fee.

- This invitation for Expression of Interest does not in any way constitute an agreement or an offer of the companies to Prospective Investor (s).
- The Council, shall not be responsible for the cost of any submission. All submissions shall be at the cost of the Prospective Bidders.
- The Council. reserves the right to accept or reject any submission.
Note
- Bidders are allowed to bid for up to three (3) companies and not more.
- Prospective bidders will be issued brief profiles of each company.
- Interested bidders should address their request in writing to Mr. Annune Fidelis (as above).
- Late submissions will be disqualified.
