The Nigerian Shippers Council (NSC) invites reputable and experienced contractors and suppliers to indicate interest by submitting EOI and tender documents for the following works:




Nigerian Shippers Council is an agency of the Federal Government of Nigeria. The council is responsible for protecting exporters and importers in Nigeria as well as its goods. The Agency is an affiliation of Nigerian Ports Authority and were under the supervision of Ministry of Transportation.

Preamble
The Nigerian Shippers Council, a Federal Government Parastatal under the Supervision of Federal Ministry of Transportation, hereby invites reputable and experienced Contractors and Suppliers to tender for its 2021 budgeted projects.

Scope / Project Objective
  • The objective of the project is to implement Microsoft Exchange Server inclusive of Hardware and Software requirements along with supportive infrastructure.
  • The NSC is inviting experienced and qualified ICT Consultants desiring to offer the service to NSC to submit EOI.
  • The expression of interest must be by a Nigerian company (Compliance to Executive Order 003 or a team-leading prospective consultant in a joint venture with a foreign partner. Memorandum of joint venture partnership with the foreign partner should be attached.
  • Upon receipt of EOl's from interested consultants, the NSC shall evaluate and prequalify applicants.

  • Lot 3.0 / Supply of Medical Equipment and Accessories.

  • Lot 9.0 / Improvement/Renovation works on NSC Shippers' Plaza Wuse Zone 5, Abuja
  • Lot 10.0 / Improvement on NSC Buildings in Outstations - Aba, Benin, Jos & Kano
  • Lot 11.0 / Development of Collapsed Fence Wall of NSC Landed Property at Zaria Road, Jos, Plateau State.
  • Lot 12.0 / Restructuring and Redesign: Partitioning of Office Space, Gypsum Board Hanging Ceiling, POP Work, Electrical Works, Fire Alarm System, Voice, Data Connection, Tiling and Cladding at 1 and 6th Floors and additional Cladding and Tilling at Reception Areas on 5, 7 & 10 Floors A Wing, Shippers Towers, Apapa Lagos.

Category C: Expression of Interest (EOI):
  • Lot 15: Implementation of Microsoft Serve:
    • The NSC intends to implement Microsoft Exchange Server and Active Directory on a cloud-based host.
Eligibility Requirements
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7. Business Name is also acceptable in case of Services:
  • Evidence of Firm's Tax Clearance Certificate or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15):
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
  • Sworn affidavit with passport photograph affixed:
    • Disclosing whether or not any officer of the relevant committees of the Nigerian Shippers Council or Bureau of Public Procurement (BPP) is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars:
    • That bidders do not have any director who has been convicted in any country for any criminal offences relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
  • CORBON etc. for Lots 9.0, 10.0, 11.0,12.0, 13.0 and 14.0.
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.
  • Company's audited account for the last three years: 2018, 2019 and 2020
  • Only companies included in the National Automotive Design and Development Council's approval list of local manufactures of vehicles/Assemblers or their authorized representatives should bid for Lots 6 & 8. Accredited Distributors should also include evidence of Letter of Authorization.
  • Lot 1 and 15: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA):
  • Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria, for bidders of Lot 3:
  • Lot 2: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs)
  • Lot 4: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA)
  • All documents for submission must be transmitted with a covering/forwarding letter under the company/firm's letter head paper bearing, amongst others, the Registration Number(RC) as issued by the CAC, Contact Address, Telephone (Preferably GSM No.), Tax Identification Number (TIN) and E-Mail Address. The letter head paper must bear the names and nationalities of the directors of the company/firm at the bottom of the page

Only the technical bids will be opened immediately after the deadline for submission at 10:00am on Wednesday, 29th September 2021 at the Training Room, 2nd Floor, Shippers Towers, Apapa Lagos while the Financial bids will be kept un-opened

The Eol will be opened immediately after the submission deadline of 10:00am on Wednesday 1st September 2021 at the Training Room 2nd Floor, Shippers Towers, Apapa, Lagos. Please ensure that you sign the bid submission register in the Procurement Unit 2nd Floor of the same Shippers Towers.

Submission of Tender Documents
Prospective bidders are to submit bid for each of the Lots desired, two (2) hard copies each of the technical and financial bid with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as Technical Bid and Financial Bid". Thereafter, put the two sealed envelopes together in a bigger envelope addressed to:

And clearly marked with (The name of the project and the lot number).





Furthermore, the reverse of each sealed envelope should bear the name and the address of the bidder and dropped into goods Bid box marked "GOODS" and into works Bid box marked "WORKS" Box respectively on the 2nd floor after its registration on the 2nd floor. Late submission will be returned un-opened.

General Information
  • Bids must be in English Language and signed by an official authorised by the bidder.
  • The NSC will not be held liable for misplaced or wrongly submitted bids.
  • Bidders should not bid for more than two (2) Lots
  • All cost will be borne by the bidders
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency,

  • The NSC is not bound to prequalify any bidders and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act, 2007.
