The Federal Ministry of Women Affairs invites reputable and eligible consulting firms to indicate interest by submitting EOI documents to tender for the following works:




The Federal Ministry of Women Affairs and Social Development is a part of the Federal Ministries of Nigeria that promotes the development of women and children in Nigeria.

Applications are invited for:

Title: Expression of Interest (EOI) for Consulting Services for Business Advisory Services for Nigerian Women Project

Preamble
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria for Women Project and intends to apply part of the proceeds for consulting services.

The consulting services is the Engagement of a consultant for Business Advisory Services in the form of knowledge and technical inputs for the preparation and implementation of business plans using a value chain approach for individual and livelihood collectives including professional counseling on business management, entrepreneurship and other mentoring advice's and support to project beneficiaries on grant application, establishment and expansion businesses and other livelihood activities. 

Scope of Work
  • Design needs assessment for the selected WAGs/enterprises
  • Develop/tailor appropriate training materials
  • Assessment of and Capacity Building Training Barefoot Business Counselors
  • Monitoring of BAS: Business Optimization
  • Design of grant administration
  • Routine Monitoring and Learning
Note: The BAS firm should mobilize a core team comprising of 4 key staff. In addition to the core team, the BAS provider should hire additional experts to support business advisory activities in the States on a need basis as it is not inconceivable that all the states (and LGAs) may require some of these services simultaneously

Eligibility Requirements




The Nigeria for Women Project now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are: 
  • Qualifications and experience of the firm core business and years in business, relevant experience, technical and managerial capability of the firm. 
  • The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria.

Additional Information
  • Key Experts will not be evaluated at the shortlisting stage.
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 setting forth the World Bank's policy on conflict of interest.
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  • A Consultant will be selected in accordance with the Consultant qualification Selection (CQS) method set out in the Procurement Regulations.
