Title: Expression of Interest (EOI) for Consulting Services on Project Design / Cost Estimates and Business Plan for Ranch Development Programme in Katsina State

Preamble
The Katsina State Government is in receipt of support from the Federal Government for the establishment of Ranch Development Centre in the State. In light of the foregoing the State Bureau of Public Procurement wishes to invites experience and reputable Consultants to tender their Expression of Interest (Eol) for the Consultancy Service of the Project Design, Cost Estimates and Business Plan for Ranch Development Programme in Katsina State Located at Ruma Kukar Jangari Grazing Reserves which cut across Jibia, Batsari, Kurfi, Dutsinma, Safana, Danmusa, Kankara, Faskari, Dandume and Sabuwa LGAs in the State.

Scope of Services
The comprehensive scope of services as it relates to consultancy services are as follows:
  • Establishment of 7000Ha Pasture land well fenced and partitioned into paddocks of 100Ha each.
  • Construction and rehabilitation of small Earth Dams within the Grazing reserve.
  • Construction of Veterinary and Human Clinics.
  • Construction of Solar Powered Boreholes with overhead tank and watering troughs.
  • Construction of Nomadic Schools.
  • Construction of Livestock breeding centers.
  • Pastoralist resting points.
  • The Project is to be linked with Public, Private Partnership initiative such as Abattoirs, Milk and Meat Processing Plant, Hides and skin and other services and bye product obtained from the resources for value chain addition and sustainability of the project. Etc.
Project Location:
  • Ranges 1, 2 and 3 are in Jibia and Batsari LGAS
  • Ranges 4, 5, 6 and 7 are in Dutsinma, Kurfi, and Safana LGAS.
  • Ranges 8, 9 and 10 are in Danmusa, Kankara, Faskari, Sabuwa and Dandume LGAS.
General Eligibility Criteria
The general public may wish to be guided that all procurement activities of the Bureau shall be fully governed by the Katsina State Public Procurement Act (PPA) 2017 and the Federal Government Executive Order on Transparency and Support for Local Content in public procurement whereby the following mandatory requirement/eligibility criteria are expected to be met by all prospective bidders:
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7
  • Evidence of Company's Income Tax Clearance Certificate for the last three (3) years (2018, 2019 & 2020) valid 31st December, 2021.
  • Evidence of registration on the State's Database of Contractors, Consultants and Service Providers by submission of Registration or valid Certificate issued by the Bureau of Public Procurement
  • Copy of Certified Audited Company Accounts for the immediate past three years (2018, 2019, 2020) duly stamped and signed by certified Auditors.
  • Evidence of Financial Capacity to execute the project by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.
  • Company's Profile indicating full company address(es) with telephone numbers and e-mail with the CV of key staff to be deployed for the project including copies of their Academic/Professional qualifications (eg COREN, NIQS, etc).
  • Verifiable evidence of comprehensive knowledge and better understanding of the environment, to provide evidence.
  • Verifiable documentary evidence of similar jobs executed previously including Letter of award, Valuation, Certificate, Job Completion Certificate & Photographs of the projects.
  • Firms submitting as Joint Venture (JVs) should include Memorandum of Understanding (MoU) indicating the responsibility and duties of the individual firms constituting the JV such that an informed judgment on the Firm's capacity in terms of Permanent or Borrowed Personnel can be determined. CAC, Tax Clearance Certificate & Sworn Affidavit are compulsory for each JV partner.
  • All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (GSM) and E-mail address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm and addressed to the Director General, Katsina State Bureau of Public Procurement.

Opening of Bid /  Expression of Interest (EOI) Documents for Consultancy Services Project / Pre-qualification
The Expression of Interest, Pre-qualification bids will be opened immediately after the deadline for the submission, at 12:00 noon on 24 September 2021 in the conference Room of the Bureau. Please note: Only Companies that Qualifies in the Technical Bid will be invited for Financial Bid opening, those who failed will have their Financial Bids returned un-opened.

Submission of EOI / Pre-Qualification Documents on Consultancy Services Project
Prospective bidders are to submit three copies of their EOI / Pre-qualification documents for the project. The copies should be one original and two duplicates of both Technical and Financial Proposals in same envelope addressed to the "Director General Katsina State Bureau of Public Procurement".

General Information
  • Bids must be in English Language and signed by an official authorized by the bidder.
  • Bids submitted after the deadline for submission would be returned unopened.
  • All cost should be borne by the bidders.
  • The Katsina State Bureau of Public Procurement is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with the Public Procurement Act 2017
