Preamble
The National Institute for Sports (NIS) hereby invites competent and registered Contractors/Companies for tenders In respect of her 2021 prioritized projects in line with the Federal Government Bureau of Public Procurement Guidelines in the following areas.

Scope of Work / Supply
Category A: Purchase / Installation:
  • Lot 1. Purchase of Computers
  • Lot 2. Purchase of Office Furniture and Fittings
  • Lot 3. Purchase of Library Books and Equipment
  • Lot 4. Purchase of Sporting/Gaming Equipment
  • Lot 5. Purchase of Health/ Medical Equipment
  • Lot 6. Purchase of Teaching/Learning Aid Equipment
  • Lot 7. Purchase of Power Generating Set
Category B: Rehabilitation:
  • Lot 8. Rehabilitation/Repairs of Sporting Facilities
  • Lot 9. Rehabilitation/Repairs of Public Schools (Hostel Building)
  • Lot 10. Rehabilitation of Office Buildings
Eligibility Requirements
Prospective Bidders shall be required to submit the following requirements:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7
  • Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15)
  • Evidence of industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover)
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National institute of Sports or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
  • Verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including Letter of Awards, Valuation Certificates and Job Completion Certificates
  • Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed:
  • Category B: List of plants/equipment with proof of ownership/lease
  • Company’s Audited Account for the last three (3) years (2018,2019 & 2020)
  • Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria for bidders of Lots
  • For Supply of other Equipment: (Lots 4, 6, 7, & 8); Letter of Authorization from the Original Equipment Manufacturers (OEMs)
  • Lot 1-Evidence of current registration/accreditation with Computer Professionals Registration with Council of Nigeria and National Information Technology Development Agency (NITDA);
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized Officer of the Firm.
Note: All Certificates to be submitted for this bidding exercise should be in colored photocopies.

Collection of Tender Documents




Interested Companies are to collect the Standard Bidding Document (SBD) as from this day of publication from Procurement Unit of the NIS between 10:00am and 4:00pm (Monday Friday except Public Holiday) and evidence of payment of a non-refundable fee of Ten Thousand Naira (N10,000.00) per Lot, paid into the Nigeria Institute for Sport (NIS) REMITA account in any reputable commercial bank in Nigeria.

Photocopy of the Payment Receipt must be attached to the tender documents during submission. Contractors are advised to state the type, Manufacturer’s make, Country & Origin of the product or material (specifications) etc; they wish to supply.

Application Closing Date
12:00 noon Monday, 11th October, 2021.

Opening of Technical Bids
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 11th October, 2021 in the:
NIS Multi-purpose Gymnasium Hall, 
National Stadium Surulere,




Lagos State.

While the financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register in the Office of Head, Procurement as the NIS will not be held liable for misplaced or wrongly submitted bids.

Submission of Documents
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies (with full pagination marked "Original and photocopy") each of the technical and financial bids with soft-copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid", indicating the project title and Lot No. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to:
The Office of the Head of the Procurement.




The NAtional Institute for Sports, National Stadium, Surulere,

Lagos State.

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Office of Head of Procurement on or before the closing date stated above.

Note
  • Bids must be in English Language and signed by an official authorised by the bidder;
  • Bids submitted after the deadline for submission would be returned un-opened;
  • The Evaluation of bids shall be strictly based on the requirements specified above
  • Bidders shall not bid for more than (1) Lot
  • All cost will be borne by the Bidders
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation In the areas of Anti-Corruption/Transparency
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
  • The NIS is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007;
  • Execution of Project is subject to release/availability of the necessary fund.
