The National Sugar Development Council (NSDC) invites reputable, competent and experienced consultants to indicate interest by submitting EOI documents to tender for the following works:




The National Sugar Development Council, (NSDC) was established by Decree 88 of 1993, now an Act of the National Assembly, Act Cap. No.78 LFN of 2004. Amended in 2015 to catalyse the development of the Sugar industry. The Council in pursuing its mandate has developed the Nigeria Master Plan (NMSP).

Preamble
The Management of the National Sugar Development Council (NSDC) hereby invites reputable, competent, and experienced Consultants for the submission of Expression of Interest (EOl) for the Consultancy Services to produce Monitoring and Evaluation (M&E) Framework for the Nigeria Sugar Master Plan (NSMP) 2021/2022. for the Nigerian Sugar Development Council.

Scope of Work

  • Lot. 1 / Consultancy service / To produce Monitoñng and Evaluation (M&E) Framework for the Nigeria Sugar Master Plan (NSMP) 2021/2022.
Eligibility Requirements
Eligible Consultants wishing to submit Expression of Interest (EOI) should submit the following:
  • Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
  • Evidence of Company Income’s Tax Clearance Certificate for the last three years valid till 31st December 2021.
  • Evidence of current Pension Compliance Certificate valid till 31st December 2021.
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2021.
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2021.
  • Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) expiring on 1/1/2022 or valid Certificate issued by Bureau of Public Procurement (BPP);
  • The consultant should have been in existence for a minimum of twenty (20) years in Nigeria.
  • The consultant should have experience consulting in sugar industry
  • Experience in executing a minimum of three projects in developing a Monitoring and Evaluation framework.
  • Experience in executing a minimum of three agricultural projects
  • Experience in executing a minimum of three projects in capacity building and change Management
  • Experience in strategy, policy development, preferably in regulatory oversight, supervision, reporting and enforcing policies and mandates.
  • Excellent oral, writing and presentation skills in English language are compulsory.
  • Company profile with curriculum vitae of key staff to be deployed for the projects:
    • Project Director - over 15 years in leading similar projects
    • Agricultural Expert-Minimum of ten (10) year's experience in the development of sugar or any other agricultural crop
    • Monitoring and Evaluation Expert- Minimum of ten(10) years in monitoring and evaluation
    • Capacity building and Change Management Expert-Minimum of ten (10) year's experience incapacity building and change management.
    • Strategy and Policy Development Minimum of ten (10) years’ experience in Strategy and Policy Development.
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation/job completion certificates.
  • Company Audited Account for three (3) years (2018,2019 and 2020)
  • All documents for submission must be transmitted with covering/forwarding letter under the company/Firm’s letter Head paper, bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone number, (preferably OSM No.) and email address.
Note: The Letter Head paper must bear the Names and the Nationalities of Directors of the Company at the bottom of the page, duly signed by the Authorized officer of the Firm.

Submission of Document (EOI)
The interested Firms should submit two (2) bound of Expression of Interest (EOl) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and marked "Expression of Interest, to produce Monitoring and Evaluation (M&E) Framework for the Nigeria Sugar Master Plan (NSMP) 2021/2022." at the top right corner of the envelope & and addressed to:
The Executive Secretary, 
National Sugar Development Council, 
No. 10, Oro-ago Crescent,
Garki II, (FCT) Abuja.





Furthermore, the reversed of each envelope should have the name and address of the bidder and dropped at the designated Tender box at the Procurement Department.

  • Bids will be opened immediately at NSDC Conference Room. 
  • Applications received after the closing date stated above will not be entertained. 
  • NSDC is not bound to accept any application and would not enter correspondence with any applicant.
General Information
  • EOI must be in English Language and signed by an official authorized by the bidder.
  • EOl submitted after deadline for submission would be returned unopened.
  • All cost will be borne by bidders.
  • All shortlisted bidders will be contacted at a later date for collection of Request for proposals.
  • The National Sugar Development Council (NSDC) is not bound to pre-qualify or short list any bidder and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement ACT 2007.
