The Veterinary Council of Nigeria (VCN) is essentially a quality assurance organ of the Federal Republic of Nigeria established through the Veterinary Surgeons Act Cap V3 LFN, 2004 as amended. It is a Parastatal of the Federal Ministry of Agriculture and Natural Resources created for the sole purpose of regulating the Standard of training and practice of the Veterinary Profession in the country.

Preamble
In compliance with the Public Procurement Act 2007 (as amended), the Veterinary Council of Nigeria (VCN) Abuja wishes to implement its 2021 Capital Budget and therefore invites interested, competent and reputable companies with cognate experience to submit Technical and Financial Bids with respect to the following projects
Scope of Work
The scope of work is as detailed in the Standard Bidding Document to be issued to the bidders:
Category A: Services:
- Lot 1 / Software Development, Digitilization of Annual Practicing License, Annual Premises License, Identity Cards for Veterinary Professionals in the Headquarter and the six Zonal Offices and Provision of ICT Communication and Video Conferencing Equipment
- Lot 2 / Development of e-Library
Category B: Works and Goods:
- Lot 3 / Maintenance of VCN Secretariat Building (Repairs and Replacement of Building Structure and Bad Fittings/Furniture Respectively)
- Lot 4 / Purchase of Office Furniture and Fittings for the Six (6) Zonal Offices
- Lot 5 / Provision of Solar Power as Alternative Source of Light in Nasarawa West Senatorial District
- Lot 6 / Purchase of Official Vehicle for the Registrar and Chief Executive Officer of the Council
- Lot 7 / Construction of Veterinary Specialist Hospital (6 - Storey Building made up of Consulting Rooms, Surgical Theatres, Clinics, Laboratories etc. for the different kinds of Livestock/Animals and Offices)- Perimeter Fencing only.
- Lot 8 / Acquisition of Generating Plants for VCN Headquarter and six (6) Zonal Offices.
Eligibility Requirements
Interested firms/companies should submit the following supporting documents:
- Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, or Business Name where applicable
- Evidence of Firm's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021
- Evidence of Pension Clearance Certificate valid till 31* December, 2021 (applicable where number of staff is at least 15)
- Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31* December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover)
- Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31* December, 2021
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP
- A Sworn Affidavit disclosing whether or not any officer of the Veterinary Council of Nigeria or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
- Audited Accounts of the bidder for the last three (3) years (2018, 2019, 2020)
- Company's Profile of Key Staff including curriculum Vitae with copies of their academic and Professional Qualifications
- List and verifiable documentary evidence of at least three (3) similar jobs in the last five (5) years including Letter of Awards, Valuation Certificate and Job Completion Certificate
- Bank reference indicating the Bank's readiness to support the funding of the project if awarded
- Only companies included in the National Automotive Design and Development Council's approved list of local manufacturers of vehicles or their authorized Dealers/Representatives with the written evidence of such authorization should bid for Lot 6.
- Category A: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA)
- Lots 5 & 8: Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA)
- Lot 5 & 8: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs).
- All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Collection of Tender Documents (Category B)
Interested contractors / companies are to pay a non-refundable fee of N10,000.00 only per Lot into the Veterinary Council of Nigeria's TSA Account and obtain a receipt from the VCN's Accounts Department and collect the Tender documents on presentation of the receipt at the Registrar's Office, VCN, No. 8, Zambezi Crescent, Maitama, Abuja.

Application Closing Date EOI (Category A)
12:00 noo Monday, 13th September, 2021.
Opening of Technical Bids
The EOI and the Technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Monday, 13" September, 2021 and 12:00 noon on Monday, 11 October, 2021 respectively, in the Conference Hall, Veterinary Council of Nigeria Building, No. 8, Zambezi Crescent, Maitama, Abuja.
Submission of Tender Bids (Category B)
Bidders are required to submit two (2) hard copies of Technical and Financial bids in separate sealed envelopes which should be labelled or marked with "TECHNICAL BID" and "FINANCIAL BID" Lot..... respectively at the front top right-hand corner, both of which are to be enclosed in a bigger sealed envelope. This should be dropped in the tender box located in the Office of the Registrar. All pages of the document must be duly signed/endorsed by the bidder and addressed to:

The reverse side of the envelope should bear the Company's name and address.
Submission of EOI (Category A)
Interested Firms in Category A are to submit the Expression of Interest (EOI) for each of the Lot desired, in two (2) hard copies each one original & one copy). The EOI should be addressed as indicated above.
Important Information
- Late bids submission will be returned unopened
- All documents submitted are subject to verification from the relevant agencies.
- All documents must be submitted in both soft and two hard copies as failure to do so will lead to disqualification.
- Only the Pre-Qualified bidders shall be invited at a later date for the Financial bid opening while the financial bids of the unsuccessful bidders will not be opened
- No refund of fees to any disqualified/unsuccessful bidder(s)
- This advertisement should not be construed as a commitment nor shall it entitle any company to make any claim whatsoever and/or seek any indemnity from the VCN by virtue of such company having responded to this advertisement. All expenses incurred in preparing bid documents and all expenses associated with the bid-responses shall be borne solely by the company/bidder concerned.
- Technical and Financial bids are to be enveloped separately and labelled accordingly before inserting the two envelopes in a bigger sealed envelope. Any combined bid shall be disqualified;
- Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption Transparency;
- Bid documents can also be collected in soft copies and Bidders can submit through Post Courier Services);
- Category A: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
- Category B: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
- The Veterinary Council of Nigeria is not bound to shortlist/pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
