The National Centre for Energy and Conservation (NCEEC) in collaboration with the Faculty of Engineering, University of Lagos, Akoka, Yaba, invites applications for:

Title: Invitation to Tender and Expression of Interest (EOI) for 2021 Capital Projects

Preamble
The National Centre for Energy Efficiency and Conservation (NCEEC), Faculty of Engineering, University of Lagos, Akoka, Yaba, Lagos is inviting interested, qualified, reputable and competent consultants/suppliers to bid for the under listed 2021 capital projects.

Scope of  Services and Supplies
Category A: Consultancy Services:
  • Lot 01: Energy Efficiency Programme for Industrial, Domestic and Transportation Sector.
  • Lot 03: Development of Laboratory for Calibration and Design of Energy Efficiency Heat Recovery System for Industry.
  • Lot 04: Design and Development of Grid Power Availability and Quality Data Logger.
  • Lot 05: Energy Audit and Energy Management Training in the South-West Zone.
  • Lot 06: Research and Development Output Documentation and Patenting.
  • Lot 09: Energy Audit of University of Lagos, South-West Project
Category B: Goods:
  • Lot 02: Furnishing of NCEEC's Newly Completed Laboratories and Office Equipment
  • Lot 07: Supply of Equipment for the Production Energy Efficient LED Lamps (Pilot Project).
  • Lot 08: Supply of Science and Technology Expo Exhibition Truck.
Eligibility Requirements
The Prospective Contractors/Service Provider shall be required to submit the following documents:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC and CAC7, or Business Name where applicable;
  • Evidence of Firm's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021;
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least N50m turnover);
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Centre for Energy Efficiency and Conservation or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • Company's Audited Accounts for the last three (3) years - 2018,2019,2020;
  • Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
  • Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last Five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
  • Category A: Evidence of Firm's current registration with the relevant regulatory professional body(ies);
  • For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Collection of Tender Document (Category B)
Interested firms for the procurement of Goods are to collect bid documents from NCEEC office upon presentation of evidence of payment of a non-refundable tender fee of Ten Thousand Naira (N10,000.00) per lot in favour of NCEEC's remita by using the Central Bank of Nigeria (CBN) payment gateway platform that can be accessed from the REMITA website at www.remita.net





N.B: Interested bidders for the procurement of Consultancy Services are not expected to pay at this stage of tendering until after short - listing.

12:00 noon Friday, 17th September, 2021.

Application Closing Date (Invitation to Tender)
12:00 noon Friday, 15th October, 2021.

Opening of EOI and Technical Bids
Expression of Interest will be opened immediately following the deadline for the submission of bids at 12:00 noon on Friday, 17th September, 2021 at the NCEEC Management Board Room in the presence of bidders or their representatives. Please, ensure that you sign the Bid Submission Register in the office of the Procurement Officer at the 2nd Floor, System Engineering Building, Faculty of Engineering, University of Lagos. The National Centre for Energy Efficiency and Conservation (NCEEC) will not be held liable for misplaced or wrongly submitted bids. 

Category B: Only the technical bids will be opened immediately following the deadline for the submission of bids at 12:00 noon, Friday, 15th October, 2021 at the NCEEC Management Board Room while the financial bids will be kept un-opened.





Submission of Documents (EOI)
Interested and qualified Service Providers for the procurement of Consultancy Services are expected to submit Three (3) bound Eol sealed in an envelope and clearly marked "Expression of Interest". The name of the company, project title and Lot no. should be boldly written on the reverse side of the envelope addressed to The Director NCEEC and should be dropped in a box Marked "Expression of Interest" in the office of:

Submission of Document (Invitation to Tender)
The Completed Tender Documents must be submitted in three (3) copies each (both Technical & Financial) are to be enclosed in Two separate envelopes marked "Technical" and "Financial" with a soft copy of financial bid in MS EXCEL format packaged and enclosed in a bigger sealed envelope with appropriate project title and Lot No. of the project at top right hand corner and addressed to:

Akoka, Yaba 
Lagos State.

And should be dropped in the appropriate boxes marked "Goods in the office of the Procurement Officer at the 2nd Floor, System Engineering Building, Faculty of Engineering, University of Lagos, Akoka, Yaba.

  • Only Shortlisted firms will be invited at a later date for collection of Request for Proposal.
  • Only Pre-qualified bidders at technical evaluation will be invited at a later date for financial bid opening, while bids of unsuccessful bidders will be returned un-opened.
  • General Information
  • Letter Authorizing NCEEC to make enquires about any information supplied by the Company.
  • No bidder should bid for more than Two (2) Lots.
  • Presence of bidders/representatives and members of the public may not be required during the bid opening ceremonies in compliance with COVID-19 Guidelines.
  • The Bids Openings will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/ Transparency.
  • Bid documents can also be collected in soft copies and Bidders can submit through Post Courier Services).
  • Bids received after the deadline for submission shall be returned un-opened.
  • Bidder shall be responsible for all expenses incurred in the preparation of their Bids.
  • Failure to satisfactorily fulfill the conditions as requested above will result to the invalidation of such Tender.
  • NCEEC reserve the right to verify the authenticity of claim(s) made by any tendering Company.
  • NCEEC shall reserve the right to reject any submission based on unverifiable information.
  • Please note that this exercise places no commitment on NCEEC nor establishes any legal relationship whatsoever.
  • The NCEEC is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
