Nigerians In Diaspora Commission (NIDCOM) invites reputable and competent contractors, firms and companies to submit EOI and Tender documents for the following works:




Nigerians in Diaspora Commission, provide for the engagement of Nigerians in Diaspora in the policies, projects and participation in the development of Nigeria and for the purpose of utilizing the human capital and material resources of Nigerians in Diaspora towards the overall socio-economic, cultural and political development of Nigeria and for related matters.

Preamble
Nigerians In Diaspora Commission (NIDCOM), Abuja, a Parastatal under FMFA in keeping with its mandate and in compliance with the provisions of the Public Procurement Act, 2007, invites reputable contractors/firms/companies with proven competence and experience to tender for the under-Listed projects appropriated in the Commission's Budget

  • B2 / 2021 Zonal Intervention Constituency Project (Training and Sensitization of Youths/ Graduates on the use of ICT for Employment Purpose) in Plateau South Senatorial District, Plateau State 2021/ZIP/0495
  • B3 / 2021 Zonal Intervention Constituency Project (Training and Sensitization of Youths/ Graduates on the use of ICT for Employment Purpose) in Kwara Central Senatorial District, Kwara State 2021 ZIP/0496
  • B4 / Upgrading, Maintenance and Application of NIDCOM Website.
Eligibility Requirements
Interested vendors shall submit the following minimum veritable requirements to be eligible for consideration:




  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including FormsCAC and CAC7, or Business Name where applicable;
  • Evidence of Firm's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2021 (applicable where number of staff is at least sor at least N50m turnover)
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021
  • Evidence of Registration on the National Database of Federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP
  • Sworn affidavit:
    • Disclosing whether or not any officer of the relevant committees of the Nigeria in Diaspora Commission or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
    • That none of the company's Directors have been convicted of procurement fraud in any country
    • That the Company is not in receivership, insolvency and bankruptcy
  • Company's audited accounts for the last three (3) years (2018, 2019,2020)
  • Reference letters from a reputable commercial bank in Nigeria in Nigeria indicating willingness to provide credit facility for the execution of the project when needed
  • Company's profile with the curriculum vitae of key staff to be deployed for the project including copies of their academic/professional qualifications
  • Verifiable documented of at least three (3) similar jobs executed in the last five (5) years including letters of Award, and Job completion certificate
  • Only companies included in the National Automotive Design and Development Council's approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles
  • Services: Evidence of Firm's current registration with relevant regulatory professional body(ies)
  • All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm's letterhead paper bearing amongst others the registration number(RC) as issued by the Cooperate Affairs Commission (CAC), contact address, telephone number (preferably GSM No.) and email address. The letterhead paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page duly signed by authorized officer of the firm.
Collection of Tender Document (Category A)
Prospective Bidders are requested to collect Bid Documents from the office of the Head Procurement, 2 floor, Room 3B 2.25. Federal Secretariat, Phase 1, Abuja, upon evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) only per lot. Payment shall be made to NIDCOM's remita account in any reputable Commercial Bank in Nigeria. After payment. Teller shall be taken to the NIDCOM Finance and Account Department for issuance of receipt for the collection of Bidding Documents. Note that Payment of Tender fee is not required at this stage for Category B.

12:00 noon Monday, 18th October, 2021.

Application Closing Date (Category B) EOI
12:00 noon Thursday, 16th September, 2021.

Opening of Technical Bids (Category A)
Only Technical Bids shall be opened immediately after the submission deadline at 12:00 noon on Monday, 18th October, 2021 at NIDCOM Head Office, 2 floor. Phase 1, Federal Secretariat, Abuja, while the financial bids shall be kept un-opened.





Opening of EOI
The Expression of Interest document will be opened immediately after the deadline for submissions at 12:00 noon on Thursday, 16 September, 2021 in the Commission's Conference Room, 2 floor, Federal Secretariat, Phase 1, Abuja.

Submission of Tender Documents (Category A)
Technical documents shall be enclosed in a separate envelope (marked Technical and Financial Bid in another envelope marked Financial). The two separate envelopes shall be enclosed in one sealed outer envelope clearly marked "INVITATION TO TENDER" stating the "Lot No . Company name and the Project Title". The technical bid and the financial bid shall be submitted in duplicate to:

Submission of EOI Documents (Category B)
All Eol with supporting documents (ORIGINAL AND DUPLICATE) neatly packed in sealed envelope, stating Expression of Interest (with the name of the project and the lot number) shall be submitted to the office of Head Procurement on or before the closing date stated above. Late submission will be returned un-opened. Please ensure that you sign the Bid submission register in the office of the Head of Procurement as Nigerians in Diaspora Commission will not be held liable for misplaced or wrongly submitted bid.

General Information
  • All bids must be in English Language and signed by an official authorised by the bidder;
  • Bids submitted after the deadline for the submission would be returned un-opened:
  • The documents should be arranged in the order listed in the eligibility requirements above and clearly separated by dividers
  • Bidders should not bid for more than one (1) lot:
  • All costs would be borne by bidders
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency
  • Bid documents can also be collected in soft copies and Bidders can submit through post (courier services)
  • Category A: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids
  • Category B:Only shortlisted firms will be contacted at a later date for collection of Request for Proposals
  • NIDCOM is not bound to pre-qualify/shortlist any bidder and reserves the right to annual the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
