Alex Ekwueme Federal University Teaching Hospital Abakaliki (AEFUTHA) is a tertiary health institution dedicated to the provision of quality, accessible and affordable healthcare services, and effective training and research. 

As part of its mandate to provide accessible and affordable healthcare services, the AEFUTHA intends to undertake the procurement of Works, Goods and Consultancy Services under its 2021 Capital Appropriation.

In compliance with the provisions of the Public Procurement Act, 2007, AEFUTHA invites interested, competent and reputable contractors and consultants with relevant experiences and good records of accomplishment to tender documents necessary for consideration for the execution of the following projects.

Eligibility Requirements
Interested Companies/Firms are required to submit two (2) bound documents duly signed, separated by dividers and arranged in the order outlined hereunder:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7, Memorandum & Article of association, or Business Name where applicable
  • Evidence of Firm's Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2021. Turnovers in Audited Accounts must correspond with those in Tax Clearance Certificate
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff'is at least 15)
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staffis at least 5 or at least N 50m turnover)
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF)Clearance Certificate valid till 31st December, 2021
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR)expiring on 31/12/2021 or valid Certificate issued by BPP
  • A current Sworn Affidavit that:
    • The Company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company's ability to effectively discharge their responsibility if engaged
    • The Claims made and information provided by the company in submission are true and correct in all ramifications;
    • Disclosing whether or not any officer of the relevant committees of the Alex Ekwueme Federal University Teaching Hospital Abakaliki, (AEFUTHA) Ebonyi State and Bureau of Public Procurement (BPP) has pecuniary interest in the Company.
    • No Director of the Company (past or present) has ever been convicted of criminal offences relating to fraud or financial impropriety in any court of law Company's Audited Account for the last three (3) years (2018,2019,2020).
  • Comprehensive Company Profile indicating the Organizational Structure, including resumes of key Managerial and Technical Personnel (with Academic and Professional Certificates) with addresses, phone numbers and e-mail Addresses
  • Evidence of Firms Registration with Relevant Professional Bodies such as COREN/SURCON ARCON/CORBON, etc.
  • Verifiable Documentary Evidence of at least Five (5) similar Jobs of Interest in the last Five (5) years with attached copies of Letters of Award and Certificate of Completion and/or Valuation Certificates and Photographs of the projects is mandatory
  • Works: List of Plants/Equipment with Proof of Ownership/Lease
  • Reference Letters from a reputable Commercial Bank indicating willingness to provide Credit Facility for the Execution of the Projects/Programmes when needed. Letters of Introduction from Banks without Commitment is not acceptable
  • Letter of Authorization from the Original Equipment Manufacturers in accordance with approved policy for procurement of Health and Medical Equipment for Tertiary Hospital in Nigeria, for Bidders of Medical Equipment
  • Only companies included in the National Automotive Design and Development Council's approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles
  • Services: evidence of Firm's current registration with relevant regulatory professional body(ies)
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
  • All documents for submission must be transmitted with a duly signed covering/forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), the Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead Paper MUST bear the names and nationalities of the Directors of the Company at the bottom of the page duly signed by the Authorized Officer of the Firm.

On evidence of payment of a non-refundable Tender fee of Ten Thousand Naira (N10,000.00) only per Lot paid into AEFUTHA, Ebonyi State Remita account in any commercial Bank. All bidders must fill the bid collection register after the collection of the bidding document.

Opening of EOI and Technical Bids
The EOI and the Technical Bids will be opened immediately after the deadlines for submission at 12:00 noon on Monday, 13 September, 2021 and 12:00 noon on Monday, 11 October, 2021, respectively at the Co-operative Hall, AEFUTHA 1.





Submission of Invitation to Tender
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". Thereafter, put the two sealed envelopes clearly marked with (the name of the project and the Lot number), together in a bigger sealed envelope addressed to:

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the CMAC'S Office at the 2nd Floor, Ward Complex AEFUTHA 1 Submission of EOI

The EOI should be submitted as indicated above but two (2) hard copies in one package and submitted not later than the stated closing date above.





General Information
  • All CAC, VAT, PENCOM, TAX, ITF, Certificates may be referred to the Security Agencies, Corporate Affairs Commission, Federal Inland Revenue Services (FIRS), National Pension Commission and other relevant bodies for verification) Bids must be in English Language and Signed by an official authorised by the bidder.
  • All shortlisted Consultants/pre-qualified Bidders will be contacted at a later date for Request for Proposal/Financial Bid Opening, while bids of un-successful bidders will be returned un-opened.
  • All further enquiries should be directed to the Procurement Dept. of AEFUTHA at the 1st Floor, Admin Block, AEFUTHA 1.
  • This publication is for information only, and not to be construed as a commitment or obligation on the part of the management of AEFUTHA, Ebonyi State.
  • The institute will not be responsible for any costs or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry.
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
  • AEFUTHA, Ebonyi State is not obliged to shortlist any bidder and reserves the right to annul the process at any time without incurring any liabilities in accordance with section 28 of PPA, 2007.
