The CLEEN Foundation (formerly known as Centre for Law Enforcement Education) is a non-governmental organization established in January 1998 with the mission of promoting public safety, security, and accessible justice through the strategies of empirical research, legislative advocacy, demonstration programmes and publications, in partnership with government, civil society and the private sector.

Title: Expression of Interest for the Development of Report on the Security Threat Assessment on the Anambra Gubernatorial Election

Project Background

The forthcoming election in Gubernatorial Anambra State is coming amid several security challenges and more importantly its nexus to voter apathy in the state. This is generating a lot of concerns among stakeholders on how to ensure a peaceful, open, fair, and legitimate election devoid of intimidation by state actors or other non-state actors in the state. Some of the insecurity challenges in the state presently include violence by IPOB, targeted kidnapping, and many others. But the political tension in the state has also contributed to incidences of violence in the state and unfortunately portends the danger ahead of the gubernatorial election in the state.

To this background CLEEN Foundation is carrying out a Security Threat Assessment (STA) in the state to have a feeler of issues emanating from the state because of the forthcoming election. The STA will provide a veritable tool for engaging political actors in the state to ensure a peaceful, fair, intimidation-free, and legitimate election in the state.

Preamble
Hence, CLEEN Foundation is seeking the service of a consultant who will develop the report for this STA after the fieldwork and analysis would have been conducted and concluded.

Purpose of Consultancy

The primary objective of this consultancy is to produce a report from data collected from CLEEN's Security Threat Assessment for the Anambra election.

Eligibility Requirements

A PhD holder with background in Political Science or any other Social Science discipline.
Past Experience in a similar role.
Publications on election management in Nigeria.
