The Igbogbo-Baiyeku Local Council Development Area invites interested, competent and reputable contractors / suppliers / consultants to indicate interest by submitting EOI and Pre-qualification documents to tender for the following works:

Igbogbo-Baiyeku Local Council Development Area was created October, 2003 along with other 37 LCDAs and was carved out of Ikorodu Local Government during the administration of Senator Bola Ahmed Tinubu, Governor of Lagos State. The good people of Igbogbo-Baiyeku LCDA are predominately into farming, fishing and trading.

Preamble

Igbogbo/Baiyeku Local Council Development Area in pursuance of its mandate and in compliance with the requirement of the Lagos State Procurement Law as amended in 2021 and in line with 2021 capital budgetary provision of the Local Council Development Area.

The Local Council Development Area hereby invites Expression of Interest from prospective Contractors/Suppliers/Consultants with the objective of Pre-qualifying these Contractors/Suppliers/Consultants to develop a data base of service providers with which the Igbogbo/Baiyeku Local Council Development Area will partner in subsequent bidding process and contract awards.

Scope of Work

Works:

Construction of Drainage's.
Rehabilitation of Primary Health Care Centers.
Construction of Barricades.
Construction of Standard Boreholes.
Desilting of Blocked Drainage's.

Goods:

Supply of Utility Vehicles.
Supply of Official and Project Vehicles.
Supply of Vocational Equipment.
Procurement and Installation of Streetlights.
Procurement and Installation of Solar System.
Procurement and Installation of Transformers.
Procurement of Office/ School Furniture's.
Procurement of Educational Materials.

Consulting Services:

Training and Manpower Development.
Agricultural Development and Food Security Public Private Partnership.
Professional Consulting Services for Feasibility Studies.

Non-Consulting Services:

Routine Fumigation of Public Buildings.
Environmental Services and Waste Management.
Catering and Entertainment Services.

Pre-Qualification Requirements

The Expression of Interest must be submitted in the following order:

Cover Letter duly signed by the company's authorized signatory indicating the specific area(s) of specialization under the four (4) headings (Goods; Works, Consulting Services or Non-Consulting Services).
Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC).
Company's Audited Accounts for the years (2018, 2019 and 2020).
Company Profile and organisational structure with the CV of key personnel with Professional Certificates.
Evidence of Financial Capability (Reference letter from reputable Bank capable and willing to provide line of credit for project execution, if required).
Current Tax Clearance Certificate of the Company and Two Directors for the last three years (2018 2019 and 2020).
Evidence of Technical Capacity (list of equipment, staffing etc).
Possession of experience as a Prime Contractor/Consultant/Supplier in at least two (2) projects of similar nature and complexity with verifiable letters of contracts award and certificates of job completion within the last five (5) years from 2021.
Exact verifiable location and full Address/Contact, Telephone numbers and email address of the authorised representative.
Evidence of technical partnership (Manufacturer's authorization where necessary).
In case of Joint Ventures, the company shall provide evidence of the joint Venture Agreement executed by all parties in the joint Venture.
Evidence of Company Registration/Renewal with Igbogbo/Baiyeku Local Council Development Area) .

Please Note

EOl/Pre-qualification submission should be very clear about the area(s) of competence and interest.
Submission must be in English language only in Four (4) copies (one original and three copies) sealed in an envelope clearly marked "Submission of Pre-qualification document for Goods, Works, Consulting Services or Non-Consulting Services (choose which ever is applicable)".
Interested applicants must note that Igbogbo/Baiyeku LCDA reserve the right to verify claims made in the Pre-qualification documents submitted by them.
Igbogbo/Baiyeku LCDA shall deal directly with only the authorized officers of interested Companies and not with their agents.
This Pre-qualification exercise shall not be construed as a commitment on the part of Igbogbo/Baiyeku LCDA to award any contract.
Igbogbo/Baiyeku Local Council Development Area will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with responses to this invitation.
