Title: Invitation for Bids for the Procurement and Installation of Geochemical, Hydrological, Chemical Laboratory, Air Pollution and Heavy Metal Equipment for UNILAG Contre of Excellence

Project Description
The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Nigeria Erosion and Watershed Management Project (NEWMAP) and intends to apply part of the proceeds toward payments under the contract for the Procurement and Installation of Geochemical, Hydrological, Chemical Laboratory, Air Pollution and Heavy Metal Equipment for UNILAG, Centre of Excellence.

Preamble
  • The Federal Project Management Unit - Nigeria Erosion and Watershed Management Project (FPMUNEWMAP) now invites sealed Bids from eligible Bidders for the Procurement and Installation of Geochemical, Hydrological, Chemical Laboratory, Air Pollution and Heavy Metal Equipment for UNILAG, Centre of Excellence.
  • Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s "Procurement Regulations for IPF Borrowers" 2021 edition ("Procurement Regulations') and is open to all eligible Bidders as defined in the Procurement Regulations.
Collection of Documents
  • Interested eligible Bidders may obtain further information from Federal Project Management Unit -Nigeria Erosion and Watershed Management Project (FPMU-NEWMAP) and inspect the bidding document during office hours of 9am to 5pm at the address given below excluding public holidays.
  • The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of (N50,000.OO) cash to obtain the document at the FPMU- Nigeria Erosion and Watershed Management Project. 
  • The bidding document will be sent to the bidder by email or courier on request at the cost of the bidder.
Eligibility Requirements
Qualifications requirements include:
  • Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years.
  • Provide evidence of firm’s corporate registration in Nigeria or overseas.
  • Audited Financial Statements for the last 5 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital.
  • Have a minimum of Two (2) similar supplies of at least N57m that have been satisfactorily or substantially completed as prime supplier between January 1 2016 and the submission deadline. The qualifying contracts must be in laboratory equipment or related to the assignment.
  • Minimum average annual. turnover in supply of at least N518m in the last Five (5) years.
  • Have liquidity and/or evidence of access to or availability of confirmed positive credit facilities of not less than N43m.
  • Evidence of manufacturers authorization.
  • After Sales services facility center in Nigeria.

Note
  • Electronic Bidding WILL NOT be permitted. 
  • Late Bids will be rejected. 
  • Bids will be publicly opened in the presence of the Bidder & designated representatives and anyone who chooses to attend at the given address.
  • All Bids must be accompanied by a Bid Security of N4.3m.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
