Preamble
The Water, Sanitation and Hygiene Information Management System (WASHIMS) is a user friendly tool for building, organising and processing sector data to support management decision processes. It also hosts the e-procurement platform, which was developed to enhance accountability by automating the procurement process. This tool was very useful for the contactless procurement process during the outbreak of COVID-19.

The Federal Ministry of Water Resources is receiving support from UNICEF to host, manage and scale up the use of the WASHIMS platform. So far, the system is hosting data from 22 states, 259 Local Government Areas (LGAs) and 79,393 communities, with a potential capacity to host data from all communities across the 774 LGAs in Nigeria. With the support  Version 1/2018 of UNICEF, the Ministry is currently working on plans to expand this system to cover more LGAs in Nigeria in both rural and urban areas by 2025. 

This will including monitoring the implementation of the national ODF road map, the PEWASH strategy, National WASH Action Plan, the VLOM strategy, sustainability checks, WASH facility tracking and WASHCOM functionality. The WASHIMS is also being upgraded to be a repository for all documentation and online resources relevant to the WASH sector. Therefore, there is a need to update the platform for a better user interface and experience and upgrade the server and functions to accommodate the upscale. Government partners will be trained on the use and management of the systems to facilitate a smooth handover of the system. 

Scope of Work
The detailed scope of work to achieve the objectives shall cover three specific areas of the work:
  • The first is the provision of server services for hosting the WASHIMS data and application. 
  • The second is the redesign of the WASHIMS application and user interface for the upload, analysis and management of national WASH data.
  • While the third area of services is the capacity transfer through training and hands-on/practical demonstrations to government officials and sector stakeholders.
The following specific services, listed below, shall be provided by the IT firm:




  • Provision of Server resources for web hosting of WASHIMS applications and database in line with the following specifications:
    • Version 1/2018
    • Virtual Linux server, with:
    • Multi-core Intel® Xeon™ processor, up to 8 cores
    • 1 x 64 bits Linux VM, 4vCPU and 30GB RAM, 1TB Hard Drive with scalability for Hard drive space
    • Up to 10 TB of monthly traffic
    • Two dedicated IP addresses
    • 64 bits Linux ubuntu 14.04 LTS Server operating system (OS)
    • Enhanced cPanel VPS management control panel
    • Guaranteed RAM allotment of 30GB
    • Adequate and verifiable fault-tolerance mechanism.
  • Provide a backup server for at least five years after the contract expiration (in addition to the firm’s traditional backup service), which is not on the same physical host as the main server.
  • Provide a technical service level agreement for the service and management of the database.
  • Provide archive facilities to reduce Database size and keep it for at least six years
  • Provision of uptime guarantees, ensuring 100% availability of servers while ensuring privacy and security of the system.
  • Provide integrated security services to ensure the safety of data. The system should have well designed user access control module with robust security to allow different levels of access (e.g. admin access, read access, write access, etc).
  • Development of user-friendly and interactive user interface (to be tagged WASHIMS 2.0 application) for an enhanced user experience for uploading, accessing, managing, analyzing, visualizing and reporting data and information from various states and LGAs 
  • Develop well-designed dashboards with summary textual, tabular and graphical data real-time trend analysis and easy-to-use data retrieval and search tools
  • Routine application upgrade, including maintenance and update of application dashboard.
  • Develop/upgrade mobile application for WASHIMS 2.0 for both android and IOS that will be an easy to use tool for facilitators, LGA-level staff, trainers, as well as the concerned staff from UNICEF, FMWR and partners to enhance timely data inputting.
  • Routine maintenance and technical support services for the management and smooth running of the WASHIMS database.
  • Training and mentoring support to National, State and LGA monitoring and reporting officers on the use and scaling up of WASHIMS.
  • Generate and disseminate quarterly data based summary reports across zones, states and LGAs
  • Provide remote and on-site technical assistance to users and provide ongoing mentoring support
  • Provide user’s guidelines, design and technical guidelines, training guidelines (for government partners to train external WASH partners) and properly commented source code (if open source codes are utilized) to the FMWR during final handover.
