Title: Request for Proposal for the Procurement of a Consultant(s) / Firm(s) to Conduct a Feasibility Study and Develop a Business Proposal for Client, Across the Activity’s Seven States 

Project Description
The Nigeria Agribusiness Investment Activity (The Activity) is a USAID program implemented by CNFA in Nigeria. The goal of the Activity is to strengthen the enabling environment for agribusiness finance and investment. To achieve this goal, the Activity focuses on four interrelated components: 
  • Improving the enabling environment for agricultural sector growth
  • Broadening access to finance by mitigating the credit risks of agribusinesses
  • Promoting and facilitating investment opportunities for agribusinesses to expand and scale up operations
  • Sustainably enhancing the performance of agribusiness micro, small and medium size enterprises (MSMEs). 
The Activity operates in seven states of Benue, Cross River, Delta, Ebonyi, Kaduna, Niger and Kebbi along soybean, maize, aquaculture, rice, and cowpea value chains.

Offerors are responsible for ensuring that their offers are received by CNFA in accordance with the instructions, terms, and conditions described in this RFP. Failure to adhere with instructions described in this RFP may lead to disqualification of an offer from consideration.
 
Scope of Work
The Activity is seeking the services of consultants or firms to conduct a feasibility study and prepare a comprehensive project proposal for a client,-NAMEL, who is a strategic mechanization organization operated by a team of mechanization experts with several years of combined experience in Mechanization Project Design, Implementation and Service provisions in Nigeria. 




 
Qualifications
  • The assignment requires a consultant who will be responsible to cover all works mentioned in the SOW and must be legally able to work in Nigeria.
  • The Consultant should have minimum of 7 years’ experience in conducting feasibility studies, business development plan design and development for large corporates. Knowledge of developing business plans for agribusinesses is a must.
  • At least a bachelor’s degree in agricultural economics, finance, banking, business development, business administration, international development, or in other relevant field is required.
  • The Consultant should have previous experience in providing technical advisory services in large firms or MSME business planning and experience in providing financial business advisory to agribusinesses.
  • Experience working with donor funded programs and working in specified project locations and contexts is an added advantage.
  • Excellent verbal and written communication and business strategy skills

  • Questions must be submitted in writing; phone calls will not be accepted. 
  • Questions and requests for clarification and the responses thereto that CNFA believes may be of interest to other offerors will be circulated to all RFP recipients who have indicated an interest in bidding. 
Note
  • Only the written answers issued by CNFA will be considered official and carry weight in the RFP process and subsequent evaluation.
  • Any verbal information received from employees of CNFA or any other entity should not be considered as an official response to any questions regarding this RFP.
Proposal Format Instructions
All proposals must be formatted in accordance with the below requirements:
  • English language only
  • Include the individual/agency/organization name, date, RFP number, and page numbers as a header or footer throughout the document. 
  • The Technical Proposal must be in the format provided in Annex 3. 
  • The Cost Proposal must be in the format provided in Annex 4. 
A full proposal will include the following documents:
  • A proposal offer checklist (Annex 1).
  • A cover letter on company letterhead, signed by an authorized representative of the offeror (Annex 2).
  • A complete Technical Proposal in response to the evaluation criteria in Section 2.3 and in the format provided in Annex 3.
  • A complete Cost Proposal in response to the terms of Section 2.4, the evaluation criteria in Section 2.3, and in the format provided in Annex 4. 
  • A copy of the offeror’s business license, or, if an individual, a copy of his/her identification card.
  • Two contacts for references per lot from organizations/individuals for which the offeror has successfully performed similar work
