Expression of Interest in Consultancy Services

A. Introduction
The Federal Government of Nigeria through Federal Ministry of Youth Development is desirous of constructing Youth Development Centres in various locations in some selected States of the Federation, therefore, services of Consultants in construction industries are required in order to achieve this goal.

B. Request for Expressions of Interest (EOI) are hereby sought from interested consulting firms for post-contract supervision of the contractors’ work in the following locations across the Federation:

Lot 1:     Consultancy services for supervision of proposed National Youth Development Centre at Gashua LG.A, Yobe State.
Lot 2:      Consultancy services for supervision of proposed National Youth Development Centre at Azare, Katagum LG.A, Bauchi State.
Lot 3:      Consultancy services for supervision of proposed National Youth Development Centre at Ilorin West L.G.A, Kwara State.
Lot 4:     Consultancy services for supervision of proposed National Youth Development Centre at Ogriagbene Town, Bomadi, Delta State.
Lot 5:     Consultancy services for supervision of proposed Construction of Iron-pot Production Cottage Industry in Eket L.G.A, Akwa Ibom State.
Lot 6:      Consultancy services for supervision of proposed National Youth Development Centre at Damaturu L.G.A, Yobe State.
Lot 7:      Consultancy services for supervision of proposed National Youth Development Centre at Sabon-Gari Federal Constituenc Zaria, Kaduna State.
Lot 8:     Consultancy services for supervision of proposed National Youth Development Centre Okpokwu L.G.A, Benue State.
Lot 9:      Consultancy services for supervision of proposed National Youth Development Centre at Udi L.G.A Enugu State.
Lot 10:    Consultancy services for supervision of proposed National Youth Development Centre at Alimosho L.G.A Lagos State.
Lot 11:    Consultancy services for supervision of proposed National Youth Development Centre at Aboh Mbaise L.G.A Imo State.

C. Eligibility Criteria/Requirement for the Expression of Interest for All Lots
The requirement for the Expression of Interest (EOI) for the prospective consulting firms are as follows:

1. Evidence of Registration with Corporate Affairs Commission
2. Detailed Profile of the firm, including Curriculum Vitae of professional staff for the project, academic and professional certificate, experience and attestation of availability.
3. Details and proof of Similar and verifiable project(s) successfully executed by the firm in the past. Please attach copies of transaction documents including project completion certificate.
4. Evidence of firms audited account for 2009, 2010 and 2011.
5. Evidence of current tax clearance for the past three years, 2009, 2010 and 2011.
6. Evidence of VAT Registration
7. Evidence of registration of either the firm or members of the consortium group with the following NIA, NIQS, COREN (Civil/structural/service Engineers).
8. Evidence of compliance with Pension Act 2004
9. Evidence of compliance with the statutory provision of the ITF amendment Act 2011 with regards to Section 6(i)-(3). (Training Contribution).
10. Proof of continuous professional activity for the last five years as an indication of professional reliability.

D. Method of Application
All interested consultants are invited to submit Expression of Interest (EOI) in sealed envelope clearly marked “Expression of Interest in Post Contract Consultancy Services for LOT …….State submitted to the address below:

Closing Date
Submission should be made on or before 12 noon Friday October 5th, 2012. The EOI will be opened on Friday October 5th, 2012, in the Permanent Secretary’s Conference Room, 2 Floor, Block “D”, at 2.30pm, in the presence of all Bidders or their representatives.

Note: Only the Consultant whose EOI are adjudged most successful will be offered the award of the Consultancy at Government approved scale of fees with 25% discount.
