Economic Community of West African States (ECOWAS) - Established on May 28th, 1975 via the treaty of Lagos, ECOWAS is a 15-member regional group with a mandate of promoting economic integration in all fields of activity of the constituting countries.
Considered one of the pillars of the African Economic Community, ECOWAS was set up to foster the ideal of collective self-sufficiency for its member states. As a trading union, it is also meant to create a single, large trading bloc through economic cooperation.

Title: Expression of Interest for the Selection of a Consultant to Conduct Financial, Socio-Economic, Legal Framework and Management Structuring Studies Including preparation of Bidding Documents for the Implementation of the Praia-Dakar Maritime Link.
Preamble
The ECOWAS Commission has received a Grant from the New Partnership for Africa’s Development Infrastructure Project Preparation Facility (“NEPAD- IPPF”), with the African Development Bank as fund Administrator, to cover the cost of studies on the Praia-Dakar-Abidjan Transport Corridor Project, and intends to use part of grant amount to finance the service contract of consultants responsible for conducting of Financial, Socio-Economic, Legal Framework and Management Structuring Studies Including preparation of Bidding Documents for the Implementation of the Praia-Dakar Maritime Link.
Eligibility Requirement
The ECOWAS Commission now invites Consultants (firms specialized in maritime transport infrastructure and shipping studies) to submit their expressions of interest for the services described above. All interested eligible and qualified consultants must provide information on their qualifications and experience, demonstrating that they are qualified to provide similar services. The criteria for preparing the shortlist are:
- General experience in maritime transport (studies, transaction advisory, technical assistance, operational support, supervision, etc.), over the past ten (10) years.
- Experience in conducting Financial and Economic analysis , conducted over the past ten (10) years.
- Experience in the conduct of socio-economic analysis of benefits over the past ten (10) year.
- Experience in establishing appropriate management options (organizational structure, institutional and legal frameworks over the past ten (10) year.
- Experience in the development of a project financial sequencing and implementation strategy over the past ten (10) year.
- Experience in donor-financed transport studies.
- Experience in sub-Saharan Africa.
- List of Relevant Key Staff proposed.
- Capacity to produce reports and all other relevant documents on the study in English, French, and Portuguese.
NB: Each reference will be summarized on a project sheet and will be considered only if the candidate attaches supporting documents indicating the contact information of the contracting authorities so as to facilitate verification of the information provided: Excerpts of contract (inner cover page and page with the signatures) OR Attestation of good performance.
