The Federal University Oye Ekiti invites qualified and interested contractors, suppliers and to submit tender documents for the following projects:




Federal University Oye Ekiti is a government owned and operated Nigerian university. The university is in the ancient city of Oye-Ekiti and Ikole-Ekiti making it two campuses, The university was founded in 2011 as the Federal University Oye Ekiti by the federal government of Nigeria, led by President Goodluck Jonathan.

Preamble
The Federal University Oye-Ekiti, Ekiti State, in compliance with the Public Procurement Act, 2007, hereby solicits for technical financial bids from qualified and interested contractors, suppliers/consultants for the under listed projects to be funded under Capital Grants, 2021 and Internally Generated Revenue (IGR of the University).

Scope of Projects
Category A: Works:
  • Lot 1A: Completion of Segment two (2) of Access Road to the University.
  • Lot 1B: Construction of Internal Road between male and female hostels, Oye Campus.
  • Lot 1C: Construction of the Road connecting Faculties of Law, Art and Physical Planning Unit of the University.
  • Lot 1D: Construction of four blocks of two classrooms each at Oye Campus.
Category B: Goods:
  • Lot 2A: Procurement of Furniture for blocks of classrooms and makeshift classrooms at Oye Campus.
  • Lot 2B: Procurement of one (1) unit of utility vehicle for the University Health Centre.
Eligibility Requirements
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7.
  • Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2021.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 15).
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021 (applicable where number of staff is at least 5 or at least NSom turnover).
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021.
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
  • Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Federal University Oye-Ekiti or Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
  • Company's Audited Accounts for the last three years three (3): 2018, 2019 and 2020.
  • Reference Letter from reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
  • Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, OSRBN, ARCON, CORBON, with evidence of current professional practice licence (2021).
  • Documentary evidence of at least three (3) similar jobs executed in the last three (3) years with Federal Government Ministries, Departments and Agencies including Letter of Awards, Valuation Certificate, job Completion Certificates and Photographs of the project.
  • List of Plants/Equipment with proof of Ownership/Lease.
  • Only companies included in the National Automotive Design and Development Council's approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicle.
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner.
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Application Closing Date
12:00 noon Monday, 25th October, 2021. 





Collection of Tender Document
The tender documents are to be collected from Procurement Unit (first floor, central Administrative Building Phase 11) Federal University Oye Ekiti between the working hours of 8.30a.m. and 4.00 pm daily upon payment of non-refundable tender fee of N10,000.00 per LOT into the Federal University Oye Ekiti's REMITA account and presentation of the copy of the University receipt. The photocopy of the receipt should be attached to the Tender documents.

Opening of Technical Bid
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon Monday, 25th October, 2021, at the Vice-Chancellor Conference room, Central Administrative Building Phase 11, Oye Campus.

Submission of Tender Document
Completed tender documents should be two hard copies (marked original and copy) each for both technical and financial bids in two separate sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project i.e.TECHNICAL BIDS FOR LOT 1 & FINANCIAL BIDS FOR LOT 1 and on the reverse side the name of the company should boldly be written.

Both envelopes shall then be put in a large envelope clearly marked at the top right corner stating the title of the project and the name and address of the company at the reverse side and be left in appropriate tender box submitted at Procurement Office Administrative building (1st floor Central Administrative Building Phase 11, to be addressed to:

Late submission will be returned unopened. Please make sure you sign bid submission register at Procurement office 1st floor Central Administrative Building Phase 11, Federal University- Oye Ekiti as the University will not be held responsible for misplaced or wrongly submitted bids.

General Information
  • All submissions must be in English Language and signed by an official authorised by the bidders.
  • The evaluation of the received documents shall be strictly based on the requirements specified in this invitation to tender.
  • Bidders should not bid for more than two (2) Lots.
  • The submitted bids should be orderly, particularly technical bids 
  • The bidders must bear all the costs.
  • The publication is for information purpose only and does not constitute an offer by the Federal University, Oye Ekiti to transact with any party for the project, nor does it constitute a commitment or an obligation on the part of the University to award the contract to any contractor or agent.
  • Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (link will be sent to bidders) with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption Transparency.
  • Bid documents can also be collected in soft copies and Bidders can submit through Post Courier Services).
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.
  • The Federal University, Oye Ekiti is not bound to prequalify any bidder and reserves the right to annul the Procurement process at any time without incurring liabilities in accordance with section 28 of the Public Procurement Act 2007.
