The Federal Republic of Nigeria in Collaboration with the Taraba State Programme Implementing Unit (PIU) invite applications for:

Title: Expression of Interest for Supervision, Quality Assurance and Monitoring for Construction Works

Preamble
The Federal Republic of Nigeria (hereinafter called "Borrower") has received financing from the African Development Bank in the form of a "loan" toward the cost of the Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project (IBSDLEIP). Taraba State Programme Implementing Unit (PIU) beneficiary of the loan intends to apply a portion of the proceeds of this loan to eligible payments under a contract for Supervision Consultancy Services of the construction works in the State.

Objectives of the Assignment
The objective of the assignment is to put in place a robust system for quality management of all works contracts under this programme in line with the design and technical specifications to ensure there is value for money. This assignment is equally meant to strengthen the Capacity of government Staff in construction and contract management and to review design and other related documents from time to time.

Scope of Work
This assignment shall cover supervision, quality assurance, and certification of all works done under this programme for the year 2021 - 2022 in the selected locations. The duration of the assignment is Twelve (12) Months and expected to commence in November 2021.

The following works are expected to be supervised:
  • Construction of sanitation and town hall facilities in 3 Model Schools, 3 Model Public Health Centers? (PHC) and 3 Technical and Vocational Education and Training (TVET) centers covering
  • Construction/Upgrade of 3 Model Primary Schools in three communities of Kuma in Sardauna LGA, Liji in Takum LGA, Bandawa in Karim Lamido LGA.
  • Rehabilitation/upgrade of 3 PHCs in the three communities of Mang in Sardauna LGA, Liji in Takum LGA, Wuro Musa in Jalingo.
  • Reconstruction/Rehabilitation of 2 TVET Centers at Jalingo LGA and 1 in Garbabi Gashaka LGA.
  • Construction of a block of three classroom and one Nutritional complex at collage of health Technology Takum
Eligibility Requirements




The Taraba State Programme Implementation Unit (SPIU) now invites consulting firms to submit Expression of Interest (EOI) in providing supervision services for the above works. Interested Consultants must provide information indicating that they are qualified to perform the assignment by:
  • Describing assignments of similar nature and scope in infrastructure engineering studies, construction supervision conducted in the last ten (10) years.
  • Providing information on experience of the firm in supervision of infrastructural projects of similar nature
  • Indicating availability of appropriate skills/expertise among the consultant's staff including; Project Manager, Resident Engineers, Senior Engineers, Electrical Engineers, Mechanical Engineers and Quantity Surveyors. 
Consultants are to provide the following Information:
  • A full company profile, with all details (Address, contact person, Phone numbers, e-mail).
  • General Organizational capability and resources (staffing, years of experience).
  • Evidence of company executed relevant assignments.
  • Consultants may constitute joint ventures to enhance their chances of qualification.
