Title: Invitation to Tender for the Provision of TUCN HSE Services
Preamble
HSE Services, TotalEnergies Upstream Companies in Nigeria (TUCN) operator of the NNPC/TotalEnergies Joint venture invites interested reputable and pre-qualified contractors with relevant experience for this tender opportunity for "Provision of HSE Environmental Services".
Scope of Work
The HSE Environmental Services wifl be used for activities and incidental in the following locations:
- OML 58 (Ogbogu Flow station, Obite Gas Plant, Ibewa Well Cluster, Olo Flow station, IPP Camp).
- OML 130 (Akpo and Egina).
- OML 99 (Amenam).
- OML 102(Ofon).
- OML 100 (Odudu, Afia, Ime, Edikan & FSO Unity).
- Onne Site.
- NOPL- Owaza Gas Plant /Rumuji Node.
The services will be delivered in Four packages as follows:
- Environmental Studies and Projects.
- Chemical/Oil spill clean-up and Remediation of Impacted Sites.
- Waste Management Services.
- Environmental Compliance Monitoring.
Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the 3.02.02 (Safety, Health and Environment Consultancy),3.15.07 (Waste Management Services) and 3.07.08 (Laboratory Testing Services) categories in NipeX joint Qualification system (NJQS) database. All successfully prequalified suppliers in this category will receive an Invitation to Tender (ITT).

- If you are not listed in a product/service category and you are registered with DPR to do business, contact NipeX office at No 8-10, Bayo Kuku Street, lkoyi Lagos with your DPR certificate as evidence for verification and necessary update.
- To initate the JQS pre-qualification process, access http://nipex-ng.com/downloads to download the application form, make necessary payments and contact Nipex office for further action.
- To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system.
Nigerian Content
Onshore Work Scope:
- Only Nigerian registered company having greater than or equal to 51% Nigerian shareholding shall bid for this work scope.
- Demonstrate that Tenderer’s entity is a Nigerian-registered company having greater than or equal to 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07.
- Provide detailed description of the location of in-country committed facilities & infrastructure (assets, equipment, technical office, and administrative space, storage, testing & laboratory facility) in Nigeria to support these Services.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- Provide evidence (personnel list and positions with organization chart to substantiate) of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
- Tenderer shall provide evidence of license to operate as an Environmental Consultant (Issued by Fed. Mm. of Environment).
Off-shore Scope:
- Demonstrate that Tenderer’s entity is a Nigerian-registered company. Submit certified true copies of CAC forms 10,02 & 07.

Commercial Bids.
Additional Information
- Failure to provide any of the listed documents or information may automatically disqualify the Supplier.
- This notice and the ensuing qualification process neither create any commitment by TUCN nor establish any legal relationship with TUCN.
- All costs incurred in registering and pro-qualifying for this and other service categories in NJQS shall be borne solely by the Contractors/suppliers.
- This advertisement shall neither be construed as an invitation to Tender (ITT) nor a commitment on the part of TUCN to award a contract to any supplier and/or associated companies, subcontractors, or agents.
- The ITT and any further progression of this tender shall be via NipeX. Interested bidders are therefore advised to ensure that their profiles in NipeX are active with a valid official email address accessible by their organization as this shall be the only means to transmit the ITT.
- Tendering process will be the NNPC contracting process requiring pro-qualified companies to submit technical tender first. Following a technical review, only technically qualified contractors will be requested to submit commercial tenders.
- Man hour figures for Capital Project Portfolios are estimates to provide definition to the scope and do not constitute guaranteed quantities.
- COMPANY will only recognize and correspond with duly authorized officers of the pro-qualified bidders and NOT through individuals or agents acting on their behalf.
- Interested Tenderer(s) should note that TUCN has very cordial relationship with the host communities of the sites where these services may be performed based on existing Memorandum of Understanding (MOU). Prospective tenderer(s) will be required to implement the obligations of the MOU as part of their contract.
- COMPANY reserves the right to award one or more contracts from this CALL FOR Tender Process.
